In the article it is investigated that today the important scientific and practical task that corresponds to the most modern tendencies and tasks of state policy is the analysis of issues in the organizational and legal provision of public administration, the identification of ineffective legal instruments for stimulating development in the country and the presentation of concrete proposals on ways to solve these problems.. The experience of transition economies in reforming the state management of the economy, which is taking place in an unprecedented crisis of management and a significant narrowing of the spectrum of services guaranteed by the state, is researched. It is determined that introduction of quality standards and creation of a quality management system in state authorities will not only increase administrative capacity and provide improvement and strategic development. It is proved that for Ukraine, European integration is primarily related to internal reforms: the adaptation of Ukrainian legislation to EU legislation, the implementation of European values, the reform of institutions, the transition to European standards, procedures and norms. It is grounded that the introduction of quality standards and the establishment of a quality management system in public authorities will not only increase administrative capacity and provide improvement and strategic development, but also ensure: openness of management, public interaction through public consultations; focusing on the consumer, feedback through the study of public opinion when making a management decision or providing public service; prognostic rationale and prediction of the consequences of making managerial decisions; process approach, when the process is analyzed and adjusted, and not the defects of the final product are fixed; the level of organization of public administration will increase, and the efficiency and effectiveness of public authorities will increase accordingly; increasing the role and administrative capacity of local self-government bodies, and hence the possibility of delegation of authority (decentralization); involving all employees and stakeholders in the organization's activities, enabling the team to work and move along a common direction of development, rather than rushing apart.
Tourism is the largest service industry in the world. The direct and reverse relationship between crime and tourism significantly affects the economy, society and individuals. Studying this impact is necessary for the state policy making and the organization of law enforcement agencies. The aim of this study was to determine the specifics of the criminal situation in the hospitality and tourism in the EU. The research involved system approach, descriptive analysis, systematic sampling, doctrinal approach, statistical analysis and forecasting as research methods. The results of specialized studies were summarized, and the lack of a comprehensive background for effective law enforcement was revealed. The main trends of the European tourism industry were identified. General European trends regarding the impact of crime on the tourism industry were revealed: a positive correlation of the security index with terrorist attacks; the relationship between the statistical significance of migration processes and the peculiarities of human trafficking in particular EU countries. The theoretical and practical problems of imperfect statistics on tourism-related crimes were confirmed. An approach to the preventive policy principles in the tourism industry was presented. The impact of crime on the hospitality and tourism is a multidimensional problem that requires the development of special preventive policies. The prospects for improving crime prevention in the tourism sector are related to the improvement of the practice of registering crimes and attracting additional opportunities for the public and subjects of the tourism industry. Prospects for further research include identifying the relationship between crime and various types of tourism.
The determination of relevant trends in economic and organizational aspects of public management of society is conditioned by the global character of economic, social, and cultural changes, the spread of new technologies during the IV international revolution, the crises associated with the pandemic of coronavirus, hybrid wars, trade wars, leadership struggle in the global and local scale and other problems of the world and local sort. The article uses the review of publications devoted to the further development of society to actualize the utilization of approaches to the progressive capitalism outlined by J. Stiglitz and the solidary civilization as the purposeful tendencies for the economic and organizational principles of the system of public management. The article ascertains that management of the further development of society requires a modern scientific argumentation and scientific support with the help of the development of the special scientific theory – the theory of public management. The directions of public management in the economic, institutional, social, cultural, and political spheres are proposed considering the stated tendencies in the formation of modern civilization.It is proved that finding an effective consensus between public authorities, entrepreneurs and the general public occupies a special place for economic development and implies that:- all types of public activity must be consistent with the peculiarities of modern civilizational development of the country;- economic interests of society should be an unconditional value in the search and implementation of management decisions that are formed in the constantly updated conditions of the country’s development.In today’s world, social transformation processes in the field of public administration require active theoretical argumentation and appropriate scientific support in order to make and implement socially important decisions on economic, social and cultural issues.
In the context of the rapid informatization of the economy, the issues of effective information support for the management of higher education institutions (hereinafter HEIs) are of paramount importance. Their complexity and relevance are determined by the intensive development of the multi-vector nature of HEIs' activities, the variety of funding sources, and a large number of types and forms of educational, research, production, and economic activities. This indicates the need to manage higher education institutions at a qualitatively new level, to create appropriate functional and organizational models. These models should envisage a combination of regional and national educational management systems, and the development of a modern concept of information support based on networked computer technologies and modern software tools. The article aims to define the basic principles and main trends of research in the scientific literature on issues related to the implementation of control, planning, and management systems for the educational process of HEIs in terms of their information and analytical support, and to clarify certain practical aspects of HEIs management. Methodology. In the course of the study, the analytical and bibliographic method was used to study the scientific literature on information and analytical support for the management of the educational process of HEIs. Induction, deduction, analysis, synthesis of information, system-structural, comparative, logical, and linguistic methods, abstraction, and idealization were used to study and process data. Moreover, the authors of the study conducted an online questionnaire survey to practically clarify the most important issues related to the research topic. Results. According to the results of the study, the main most important theoretical components of the information and analytical system for managing the educational process in higher education are identified. The perspective of scientists and managers of HEIs on the key aspects of this issue is also studied.
