In the article it is investigated that today the important scientific and practical task that corresponds to the most modern tendencies and tasks of state policy is the analysis of issues in the organizational and legal provision of public administration, the identification of ineffective legal instruments for stimulating development in the country and the presentation of concrete proposals on ways to solve these problems.. The experience of transition economies in reforming the state management of the economy, which is taking place in an unprecedented crisis of management and a significant narrowing of the spectrum of services guaranteed by the state, is researched. It is determined that introduction of quality standards and creation of a quality management system in state authorities will not only increase administrative capacity and provide improvement and strategic development. It is proved that for Ukraine, European integration is primarily related to internal reforms: the adaptation of Ukrainian legislation to EU legislation, the implementation of European values, the reform of institutions, the transition to European standards, procedures and norms. It is grounded that the introduction of quality standards and the establishment of a quality management system in public authorities will not only increase administrative capacity and provide improvement and strategic development, but also ensure: openness of management, public interaction through public consultations; focusing on the consumer, feedback through the study of public opinion when making a management decision or providing public service; prognostic rationale and prediction of the consequences of making managerial decisions; process approach, when the process is analyzed and adjusted, and not the defects of the final product are fixed; the level of organization of public administration will increase, and the efficiency and effectiveness of public authorities will increase accordingly; increasing the role and administrative capacity of local self-government bodies, and hence the possibility of delegation of authority (decentralization); involving all employees and stakeholders in the organization's activities, enabling the team to work and move along a common direction of development, rather than rushing apart.
The article examines modern world economic development as a phenomenon of regional and local cooperation with the growth of regions (subregions) as the main actors in ensuring the socio-economic development of the state, its competitiveness in the world economic and political arena. Capable regions and subregions are able, on the one hand, to reduce the burden on central authorities by taking over some of their powers, and on the other - to take into account the needs of new communities, businesses and other organizations when making decisions in production on public services. The article proves that public administration and their components - public administration and regulation in the field of national and regional (local) development - is one of the most important problems of forming developed market relations in Ukraine, in particular with the formation of a new system (mechanisms and tools) in the field of resource provision of the decentralized model of local governance. The European integration vector of development chosen by Ukraine envisages a significant modernization of the system of public administration in general and administration in particular. The formation of domestic public administration and administration on a qualitatively new basis in connection with the intensification of some social processes and the need to solve systemic problems of socio-economic development of certain territories of Ukraine necessitates deep theoretical, methodological and scientificmethodological study of the imperfection of the public system. management and administration in conditions of resource constraints. At the same time, despite the intensification of efforts of scientists in the development of methodological tools, a universal approach to solving the problems of insufficient efficiency of public administration and administration has not yet been developed.
У статті досліджуються теоретичні питання державної регуляторної політики та державно-приватного партнерства в умовах реалізації та вдосконалення публічного управління підприємництвом в Україні. Розкриті шляхи та механізми публічного-приватного партнерства, зокрема досліджено відмінності між державним і публічними партнерством в Україні. Мета статті. У роботі поставлено за мету з’ясувати зміст державно-приватного партнерства в якості окремих управлінських категорій, застосування яких пов’язане з механізмами державного управління в країні, а також дослідити новітні тенденції формування такого партнерства в національній господарській практиці. Наукова новизна. За сучасних умов господарювання пріоритетним напрямом змін в управлінні національним господарським комплексом, особливо в умовах його критичного стану, виходять на перші позиції публічний сектор і публічно-приватне партнерство, це поступово модифікує відносини, які закладалися регуляторною політикою в Україні. Оптимізація таких відносин може досягатися шляхом реалізації різних форм публічно-приватного партнерства. Сучасний феномен публічно-приватного партнерства доцільно пояснювати з огляду на необхідність створення суспільних благ за умов обмеження ресурсів, а механізм публічно-приватного партнерства – як такий, що може використовуватися у державному управлінні та регулюванні. У роботі визначено, що державна регуляторна політика, як і публічно-приватне партнерство, спрямовані на недопущення прийняття економічно недоцільних і неефективних регуляторних актів, зменшення втручання держави у діяльність суб’єктів господарювання та усунення перешкод для розвитку господарської діяльності. У сучасних умовах процесу розвитку ринкових відносин саме в рамках публічно-приватного партнерства і сформувалася достатньо інноваційна модель публічного управління та регулювання. Однак без реальної та своєчасної допомоги держави, без її партнерства із сучасним бізнесом майже неможливо побудувати ринок інновацій і перейти до ефективної моделі господарювання. Висновки. Для України використання механізму публічно-приватного партнерства може гарантувати соціальну стабільність і підвищуватиме ефективність управління системою господарювання. Однак процес переходу ускладнюється внутрішніми протиріччями – корупцією, недобросовісною конкуренцією, достатньо низькою якістю публічних послуг тощо. За таких умов необхідність проведення реформування та модернізації в означених сферах стає очевидним.
Geopolitical tensions in the world are recognised as the first in the list of threats to the progress and potential of the 21st century. It is impossible to understand the essence of this geopolitical tension without clarifying the semantics of the adjective “geopolitical”, which, in turn, requires elucidation of the meaning of the concept of geopolitics, as outlined by its author – Swedish historian Rudolf Kjellen. The occasion of appealing to the figure of this researcher can be considered the fulfilment in 2021 of 105 years since the publication of his fundamental work “The State as a Living Organism.” Namely: why R. Kjellen is talking about the “immortality of territorial domination” as opposed to the “perishability of the state”; whether digital technologies cancel “immortality of territorial domination” and, accordingly, geopolitics are abolished; which is hidden behind calls to abandon geopolitics as some “scientific nonsense.” It is concluded that, first, in light of R. Kjellen 's doctrine of the state, the latter is doomed to destruction in case of refusal to build its own system of “territorial domination” in favour of another state, which, of course, does so in view of ensuring its own self-preservation and its own viability.
The urgency of the study of this topic is due to the fact that the problem of risk assessment and risk management arose in the twentieth century and is still relevant today. Risk plays a special role in economics, governance and public administration. Actually, these areas are impossible without certainty and effective regulation. In the field of state construction, quite often there are various accidents and conflicts caused by various reasons: natural phenomena, political events in certain countries or between states, changes in legislation, tax regulations, fluctuations in prices and exchange rates, competition, performance of contractual obligations, in particular it is inherent in the GUAM member countries (Georgia, Ukraine, Moldova, Azerbaijan). The theoretical basis for this research work was certain studies of the government of Ukrainian and foreign scientists V. Vorotin, E. Romanenko, I. Chaplay, R. Shchekin, as well as legislative acts and documents of GUAM member countries. At the same time, it should be noted that in GUAM countries there is only a partial consideration of these problems. Today, the customs system, as a state body, faces management problems and a rather complex organizational chart of work that is characterized by high risks. In general, risk can be estimated as a measure of lowering the effectiveness of economic activity through the influence of external and internal causes. It is necessary to develop a system of measures within the framework of the customs control strategy related to risk assessment and monitoring of the process itself in the GUAM countries. Therefore, the purpose of this article is to integrate the study of the role, significance and prospects of risk management as one of the modern approaches in public administration of customs procedures in GUAM member countries. For today, modern governments are trying to solve the problems of uncertainty and uncontrollability of national organizational systems that are characterized by high risks, in particular, in the GUAM countries. In general, risk can be assessed as a result of the effectiveness of business activity and the need to attract external and internal control in the context of extending economic and customs interaction between the member countries of this integration group.
