ABSTRACT. The Haida Nation is involved in an integrated marine planning initiative in northern British Columbia, Canada. The Haida continue to occupy traditional territory in and around Haida Gwaii, or the Queen Charlotte Islands, and are engaged in a larger planning process for the Pacific North Coast Integrated Management Area (PNCIMA). This initiative is in the early planning stage, focused on capacity building and creating enabling conditions for co-governance. Court decisions, government policies, and a modern treaty process are driving short-and long-term efforts to resolve issues of Aboriginal ownership and resource access, both on land and in the ocean. As a result, the PNCIMA process is being led by two levels of government, First Nations and federal, reflecting changing perceptions of Aboriginal title and rights in British Columbia. The Haida have been resource owners and managers on Haida Gwaii for millennia, and continue to apply traditional knowledge and experience to marine-use planning and fisheries management. The Haida approach is place based and guided by fundamental Haida ethics and values such as respect, balance, and reciprocity. We describe these values and discuss the emerging role of First Nations in integrated oceans management in the context of the six themes: lessons from land-use planning; the PNCIMA governance structure; the relationship of values to planning outcomes; developing an ecosystembased management framework; applications of traditional knowledge, based on a study of Haida marine traditional knowledge currently in progress; and linking marine planning at various scales. On Haida Gwaii, collaborative marine planning is expected to result in improved protection of Haida Gwaii waters for future generations, greater Haida participation in management decisions, and increasing emphasis on sustainability of both local fisheries and communities.
Balancing trade‐offs amongst social–ecological objectives is a central aim of natural resource management. However, objectives and resources often have spatial dimensions, which are usually ignored in trade‐off analyses. We examine how simultaneously integrating social–ecological benefits and their spatial complexities can improve trade‐off analysis. We use Pacific herring (Clupea pallasii, Clupeidae)—an ecologically important forage fish with social, cultural and economic value to communities and commercial fisheries—as a case study. By combining spatial management strategy evaluation with social benefits analysis, we illustrate when policies aimed at aggregate stocks versus spatially segregated substocks of fish fail to balance trade‐offs amongst social–ecological objectives. Spatial measures (e.g. area‐based closures) may achieve some objectives but produce alternative trade‐offs that are sensitive to assumptions about fish population dynamics and social complexities. Our analyses identify policies that are inefficient (e.g. yielding economic costs without producing social or ecological gains), highlight management strategies that generate trade‐offs and indicate when costs are distributed unequally for different user groups. We also point to strategies with outcomes that are robust to spatial uncertainties and reveal research priorities by identifying which performance metrics exhibit sensitivity to spatial ecological assumptions. Collectively, our analyses demonstrate how incorporating social objectives and spatial dynamics into management strategy evaluation can reveal trade‐offs and the implications of management decisions.
Climate change impacts on water resources in the United States are likely to be farreaching and substantial because the water is integral to climate, and the water sector spans many parts of the economy. This paper estimates impacts and damages from five water resource-related models addressing runoff, drought risk, economics of water supply/demand, water stress, and flooding damages. The models differ in the water system assessed, spatial scale, and unit of assessment, but together provide a quantitative and descriptive richness in characterizing water sector effects that no single model can capture. The results, driven by a consistent set of greenhouse gas (GHG) emission and climate scenarios, examine uncertainty Climatic Change from emissions, climate sensitivity, and climate model selection. While calculating the net impact of climate change on the water sector as a whole may be impractical, broad conclusions can be drawn regarding patterns of change and benefits of GHG mitigation. Four key findings emerge: 1) GHG mitigation substantially reduces hydro-climatic impacts on the water sector; 2) GHG mitigation provides substantial national economic benefits in water resources related sectors; 3) the models show a strong signal of wetting for the Eastern US and a strong signal of drying in the Southwest; and 4) unmanaged hydrologic systems impacts show strong correlation with the change in magnitude and direction of precipitation and temperature from climate models, but managed water resource systems and regional economic systems show lower correlation with changes in climate variables due to non-linearities created by water infrastructure and the socio-economic changes in non-climate driven water demand.
