The role of the military remains a puzzle and a problem for Latin America’s democracies. Although public and scholarly attention may have wandered, the truth is that no country in the region has established full civilian control over its military institutions. And now we are witnessing the appearance of new forms of military power that make it doubtful whether the traditional understanding of civil-military relations still applies to Latin America.
This article challenges established security ideas on Latin America, beginning with the assumption that militarised states and military coups d'état now belong to a bygone era. The attempt is to demonstrate that, despite a regional framework for cooperation, democratic governments here have not established a democratic process of decision‐making, particularly where security issues are concerned. This absence of democratic civil control over the military could challenge, and even potentially undermine, the consolidation of democracy in Latin America.
The democratic deficit, or the gap between citizens' aspirations and their level of satisfaction, is increasing in Latin America. Such dissatisfaction helps to understand many of the region's presidential crises: since 1985, 23 Latin American presidents have left government abruptly. While civil society may have been able to provoke the fall of presidents, it has not managed to avoid the re‐emergence of deep‐rooted political practices under subsequent administrations. Extreme presidentialism, clientelism and populism have re‐emerged strengthened after deep political crises. This article offers some ideas regarding the impact that different types of political leaders can have on how well democracy works.
