The article analyzes the theoretical approaches to the concept of "scientific potential", provides an overview of foreign and domestic methodological approaches to assessing the scientific potential of national and regional economies. For a comparative assessment of the scientific potential of a number of Russian regions-analogues, a methodology based on an integrated approach has been formed, which includes elements of leading author's and institutional methods. Five modules of indicators have been identified: material and technical equipment, the level of education of scientific personnel, the volume and structure of scientific research and development, amount of funding, organizational structure of the scientific sphere. The relationship between the socio-economic development of the region and the actual and probabilistic level of the scientific potential of the territory is proved. In addition, it has been proven that the main factors are the level of funding and the quantity and quality of scientific personnel. This approach has been tested in some Russian regions of the Volga Federal District and the Ural Federal District. The center of comparison in the article is the Perm Territory. Regression analysis was applied to predict the development of the scientific potential of the analyzed region. To build a qualitative model, an effective indicator and factors explaining it were chosen: advanced production technologies developed, the number of scientific organizations, the number of scientificpersonnel, internal costs for research and development, the number of researchers with scientific degrees, the number of university students, the number of patents issued, the average salary researcher, the amount of funding from the federal budget. Regression analysis showed that the developed advanced manufacturing technologies are more affected by changes in the size of internal costs for research and development, as well as the number of researchers with scientific degrees. Thanks to the regression model, it was revealed that active financing of scientific activities in the region contributes to the emergence of highly qualified scientific personnel.
Для оценки уровня страховой защиты на на-циональном и региональном уровне, как пра-вило, исследователями используется понятие емкости страхового рынка. Для данной цели на-ряду с абсолютными показателями страхового рынка используются относительные характе-ристики. Основными абсолютными индикато-рами являются: 1) страховые премии (всего, в отраслевом разрезе);2) страховые выплаты (всего, в отраслевом разрезе).Важнейшими относительными являются макроэкономические индикаторы: 2) плотность страхования -страховая пре-мия на душу населения.Отсюда следует, и нами это показано в [1, 2], что основную зависимость страховой рынок де-монстрирует от ВРП, численности населения и инвестиционного потенциала региона. Для пос-троения модели страхового рынка Пермского края введем ряд макроэкономических пере-менных. Страховые премии обозначим y(t), при этом все страхование разделим на добровольное y 1 (t) и обязательное y 2 (t) (рис. 1). Валовой реги-ональный продукт (ВРП) обозначим x(t). Далее введем переменную -объем инвестиций i(t). Subject. The article presents theoretical and historical considerations on the emergence of the contemporary healthcare system in Russia, developments in models and forms of public healthcare protection as public and economic constructs change. Objectives. The study substantiates versatile methodological approaches to evaluating the efficiency of healthcare finance regionally. Methods. Based on the integrated method of factor analysis, the methodological approach evaluates some components of efficiency, i.e. available budgetary finance and resources, social and medical efficiency. To evaluate each type of efficiency, we determines socio-economic, medical and demographic indicators split into blocks. Results. We examined the model of the contemporary one-source finance of the Russian healthcare in regions and provided a detailed account of all cash flows and influx. The article analyzes the existing methodological approaches to evaluating the efficiency of healthcare finance, marks a wide spectrum of relevant issues pointed out by contemporary researchers. The technique was tested with the case of the healthcare systems in the Perm Krai, Sverdlovsk Oblast and Samara Oblast, and the comparative approach to evaluating the regional healthcare and the national indicators. Thus, we found critical points and challenging areas in the healthcare systems of the analyzable regions. Conclusions and Relevance. The methodological approach to evaluating the efficiency of regional healthcare finance we propose is versatile and applicable to the constituent entities of the Russian Federation.
