Coronavirus pandemic, which unfolded in the modern world, became a trigger for the development of economic crisis. Its most acute manifestation is the food crisis. There are a number of fundamental reasons for this: firstly, the world of the XXI century is a «full world» (Herman Daly), which is populated by almost 8 billion people, which results in a contradiction with the resource potential of the planet; secondly, the food crisis belongs to structural crises, which cannot be solved in the conditions of the established system of economic activity; thirdly, the world faced the before unrealized level of inequality – in human development, income, consumption and other forms, which is reflected primarily in gaps in the level of food consumption; fourthly, there is a growing requirement for quality of life in the world, which leads to new approaches to quality, calorie content and food balance. The problem of economic security is complex, aggregated, interdisciplinary, the solution of the problem requires a fundamental transformation of thinking, the development of a new system of values and civilizational shifts. The use of the latest technologies for the first time creates an opportunity to achieve a high standard of living for all people of the planet, not just for the «golden billion». However, the system of economic activity in the capitalist system is not able to provide this type of development. It is the food crisis that shows the «failures» of capitalism. Based on this, we believe that the solution to this problem should unite the countries of the world, complementaryly link them in the achievement of food security. Actualization of the solution of the food crisis requires not only the participation of the entire world community, but also a rapid response to the novel challenges. The latest technologies with enormous potential must be used rationally to enhance the welfare of all mankind, eliminate hunger and poverty. If we do not provide humanitarian guidance for new technologies, they will contribute to further deepening of food disparities and undermining food security.
The issues of social policy of the State have recently been in the discourse, in search of its new format. They acquired particular relevance in the context of the globally unfolding coronavirus crisis. The article shows that precisely the coronavirus pandemic has become the impetus for understanding the role and content of social protection of the population, has opened up new opportunities to transform it in search of true goals and instruments of implementation. It is proved that health becomes an urgent object of protection, that the health of society and an individual are mutually conditioned and complementable. Modern risks requiring an adequate response on the part of the State to overcome them are analyzed. In addition to the coronavirus pandemic, digitalization seriously affects humans and society, leading to the displacement of humans from the spheres of employment, transformation of the labor market and blurring of employment boundaries, precarization and unsteady employment. The growing inequality in the world leads to many problems in the social sphere and requires its solution. We are certain that in the conditions of modern, constantly complicating socio-economic development, increasing uncertainty and riskiness, there is an urgent need to develop a new type of social policy in which the most important values should dominate: health of human, access of human to sources of education, health care, consumption of clean water and other socially significant benefits, to decent income and living conditions. Such a system of social protection is in development, its sprouts to varying degrees of dimension and efficiency are formed in different world countries. The lessons learned in the process of combating the pandemic can become a good help in its formation.
Tiutiunnykova S. V., Riabovol D. A. Features of Competition in the Context of Digitalization of the Economy Dynamic changes in the market bases of the economy under the influence of digital technologies are displayed. Logistics, minimizing transaction costs, speeding up the process of circulation are the benefits that the digital economy brings. All these factors coexist with a number of serious threats. Digital formalization and desocialization of economic activity, concentration of information power and increased consumer manipulation lead to a fundamental social uncertainty. Institutional changes are supposed to remove growing uncertainty and risks by ensuring the safety and freedom of consumer choice. The changes in the list of the world's largest companies by capitalization since 2008 illustrate the growing importance of the high-tech industry on a global scale. The article shows the tendencies of formation of the market imbalances in the market shares of players in certain areas of the digital economy, and provides examples of expanding the scope of presence through the acquisition of smaller start-ups with significant innovative potential. Removing the uncertainty of socioeconomic development as well as reducing gaps due to incomes or education lies in the plane of social control on the part of society over the dynamic technological and economic changes. Only a mature society is able to form the quality of the institutional environment in which it becomes possible: firstly, to extract the maximum result from modern technologies; secondly, to distribute it on the fair basis; thirdly, to keep a person's habitat comfortable for his life. The digital economy should serve human development and well-being, not virtualize a human and subdue him the newest technology. Formation of new institutional mechanisms to counter unfair competition were needed, which would be the prospect of further research into the problem.
