The new situation of Kazakhstan's participation in the world grain market, which requires scientific generalization, is connected with the transformation of the country's trade turnover from interregional to interstate. In this connection, it is objectively necessary to scientifically and methodically substantiate the system of inter-branch cooperation between enterprises for the production and sale of grain and grain processing products in order to ensure stable provision of demand for them in the regions of the country with minimum costs and export it to foreign markets. The problem of increasing the efficiency of the use of grain requires a comprehensive reduction in its consumption across all consumption channels: on seeds, when processed into flour and cereals, for forage purposes. The paramount importance of effective inter-industry cooperation between grain sub-sector organizations is determined by the leading role of grain in the economy of the agro-industrial complex, food security, and the formation of state, interstate and interregional economic ties of the country. In the current situation, the stable functioning of the grain market should be carried out on the basis of a combination of market mechanisms with state regulation tools and targeted support of its subjects.
The paper describes a comprehensive study of the strategic planning of innovative development at industrial enterprises: the main directions, the basic principles, and the system as a whole. The research features the planning mechanism of innovations and investments. It introduces a scheme of strategic management of innovative development of industrial economic entities and their typological classification. Based on foreign and domestic academic sources, the authors systematized innovative strategies and prospective directions of feed industry development. Oil cake and seed cake production make up an important part of feed industry worldwide. The research included monitoring of this industry segment. It featured a case of a regional experimental compound feed plant (stock company OAO Voronezh). The study revealed some basic conditions and directions of innovativedevelopment of feed production under the import substitution and strategic goals policy.
The article deals with the problems of development of the market for feed grain and production, which accounts for about a third of the gross harvest of grain crops. The need to ensure the effective development of the market for feed grain of Kazakhstan and Russia acquires special relevance in modern conditions due to the variety of factors of internal and external influence. Grain firing by production volumes, quality and assortment does not meet the needs of the livestock sector in nutritious and affordable concentrate fodder. In connection with this, the poor quality of the feed base caused a decrease in production volumes with a deterioration in the provision of foodstuffs of animal origin to the population, which necessitated an increase in the import of livestock products, followed by a decrease in the demand for domestic feed grain by domestic agricultural producers. Similar problems adversely affect the dynamics of market development fodder grain and livestock in Kazakhstan and Russia. To ensure the product safety of the Republic of Kazakhstan, to improve the quality of life of the population, it is necessary to develop a set of measures to improve the forage bases of animal husbandry, stimulate and increase the production of highquality meat products that can compete in domestic and foreign markets. Technical re-equipment and modernization of the enterprises for the production of mixed fodders in accordance with the requirements of international standards, the perspective development and placement of these enterprises in the regions should proceed from the technological features of the cattle-breeding industry of the Republic of Kazakhstan, taking into account the modern requirements of domestic and foreign markets for meat products. The introduction of effective mechanisms to meet the current needs of regional producers in a quality and affordable feed base will allow the Republic of Kazakhstan, on the basis of its own high resource potential, not only to solve the problems of the state's food supply, but also to successfully enter international markets.
