RESUMOIntrodução: O turismo gastronómico cresceu consideravelmente em todo o mundo tal como a nível europeu. De acordo com a Organização Mundial do Turismo (OMT, 2012), os destinos e empresas de turismo estão conscientes da importância da gastronomia para diversificar o turismo e estimular o desenvolvimento económico local, regional e nacional. A gastronomia sempre faz parte da história de Portugal como um produto que lhe conferia autenticidade e glamour. Objetivos: Divulgar o produto estratégico Gastronomia, como produto turístico de excelência com alto potencial de desenvolvimento para o Turismo Português. Métodos: Analisou-se vários estudos publicados correlacionando as principais ideias e teorias, enfocando a importância do Turismo Gastronómico e eventos gastronómicos para o desenvolvimento de regiões e rotas gastronómicas como fator diferenciador. Além do perfil do turista gastronómico, foram analisadas as fases da experiência do turismo gastronómico e do comportamento dos turistas gastronómicos. Resultados: Verificou-se algumas falhas significativas na revisão de literatura efetuada, pois não existem muitos estudos relativos ao contributo da gastronomia no desenvolvimento das regiões. Conclusões: A gastronomia é um dos produtos turísticos que mais influência tem aquando da escolha do destino. Portugal deve tal como espanha e frança estruturar o produto gastronomia como um produto que confere a Portugal autenticidade e qualidade. A gastronomia e os vinhos são considerados ativos qualificadores da oferta turística portuguesa (Estratégia Turismo 2027, 2017). According to the World Tourism Organization (UNWTO, 2012), the destinations and tourism companies are aware of the importance of gastronomy to diversify tourism and stimulate local, regional and national economic development. ResumoAs compras públicas representam a grande parte da execução da despesa pública e, nesse sentido, uma das áreas mais sensíveis em termos de risco de corrupção. Vários são os investimentos dos Governos na contratação pública eletrónica com vista à concretização do princípio da integridade, reforçando, com isso, a sua transparência.Em Portugal, no contexto do governo electrónico, a estratégia passou pela adopção das plataformas de compras eletrónicas, como medida de reforço da transparência nas compras públicas. Os ganhos são significativos. Contudo, este artigo, través de uma revisão de literatura, de carácter exploratório, focando as recomendações e relatórios da OCDE e da União Europeia, salienta que a concretização do princípio da integridade implica medidas articuladas de dimensão tecnológica e de dimensão política e cultura organizacional. Literature has highlighted the potential of information and communication technology (ICT) in building new models of public governance that promote fairness and accountability, which are key requirements in the fight against corruption. In this context, it is worth mentioning the sector of public procurement, since it is one of the most sensitive concerning any corruption risk.There have been a number of investments by governments towards the implementation of public e-procurement. Portugal is referenced by the European Commission as a good example in this regard. The question that arises is whether this would have an impact on the degree of trust between the citizens and governance, i.e. regarding perception of corruption. This paper explores the theme "ICT governance and transparency in the fight against corruption -the case of public e-procurement in Portugal." Thus, the aim is to discuss the abovementioned issue with a view in developing future investigations.
Bad decisions in public procurement processes have two negative effects: price increase of public goods and services with an impact on public expenditure, and adversely effects on competition, with the negative result of loss of efficiency and social welfare. Electronic public procurement (EPP) has been considered an important tool for promoting competition, simplifying and ensuring transparency in decision-making processes, thus ensuring significant time and money gains. In Portugal, EPP replaced paper-based pre-contractual procedures for communication and processing based on information technologies and systems. Interested in this phenomenon, the authors of this paper structured the TrivPlat project, a tool of free access for monitoring, managing and evaluating electronic public procurement. This paper aims to present the TrivPlat project and its contributions to the discussion about additional efforts needed to be implemented in order to efficiently promote a more transparent and accountable governance, in the defense of public interest.
Electronic public procurement (EPP) has been considered an important tool for promoting competition, simplifying procedures, and ensuring transparency in decision-making processes. In Portugal, EPP replaced paper-based pre-contractual procedures for communication and processing. Addressing this general issue, the authors designed and proposed TrivPlat, a free access tool for monitoring, managing, and evaluating electronic platforms of public procurement. This paper presents the TrivPlat project, reporting its development so far: the identification and characterization of legal requirements that electronic platforms for public procurement are required to follow in Portugal. Legal requirements may be grouped into four types: general operating rules, functional requirements, technical requirements, and safety requirements. The first phase of the TrivPlat project diagnosis is expected to result in the development of an aggregate evaluation framework for public procurement platforms in order to reach the fundamental principles: equality of treatment, confidentiality, traceability, effectiveness, compatibility, interoperability, security and general availability.
