The article provides an overview of the legislation of the Russian Federation regulating special features of education for persons with disabilities. The focus is on both national and local legislative acts, regulating health restrictions in education. First, we review the legislation on special conditions created for students with limited health opportunities in educational organizations. Second, we conduct a thematic review of court decisions on ensuring the rights of persons with limited health opportunities to receive education. The article also presents results of our analysis and reviews the current law enforcement practice on ensuring the rights of persons with disabilities on education, as well as considers additional rights and measures of social support for persons with disabilities in connection with their participation in educational relations. In addition, we analyze and generalize new trends in legal regulation on the implementation of educational activities according with adapted educational programs for the students with disabilities. The article concludes with the following statements: (a) a systemic analysis of the legislation can be used with the aim of improving the implementation of the adapted educational programs; (b) the legislation can be improved via special proposals that determine the features of education for children with limited health opportunities.

The results of the research on the deficiency of professional competencies in school principals with experience of up to 2 years and experienced managers of general education organizations are considered in accordance with the draft of the Professional Standard “Head of an Educational Organization”. The revealed dependencies show the main directions of professional development for the directors and justify the activation of work on the formation of the personnel reserve and preparation for the entry into office. Researches were conducted by the staff of the Institute of Education Management of RAO in 2017, heads of 24 Russian regions took part in the on-line survey. The work was carried out within the framework of the State task for the Program of Fundamental Scientific Research of the State Academies of Sciences for 2013-2020 (in the part of RAO) (approved by the Decree of the Government of the Russian Federation of December 3, 2012 No. 2237-r) on the theme: “Theoretical and methodological basis for professional development of managers in education system” (state registration № 27.9385.2017/8.9).

The article deals with such aspects as "feedback" from direct consumers of educational services, which is the most adequate "cut" of the social and educational situation. The subject of the research is the sociopedagogical situation and directions for improving the general education system in the Russian Federation at the federal and regional levels. Particular attention is paid to assessing the potential of diagnostic tools in the general education system, typing the demands of society and analyzing requests established through appeals of the citizens. The recommendations are given on the organization in the Russian Federation of a consulting service in the general education system at the federal, regional, and municipal levels as an element of the structure of executive bodies. The main conclusion of the study is the rationale for developing the consulting support for education management at all levels of the general education system.
