Changes in the system of public relationships determine the necessity of creating a crime prevention model that would take into consideration the specific features of social interaction in modern conditions. A key element of such a model is social control, whose subjects could be both state and private law enforcement bodies and representatives of civil society. However, there is a diversity in how different researchers understand the essence of social control, and the existing models are somewhat eclectic and not easily adjusted to changes, which could affect their effectiveness. The authors single out three key factors that should be taken into account when choosing the strategy of state policy in the sphere under consideration. The authors also prove that it is necessary to strike a balance between parental control and creating a space for self-development because self-identification and development of personal responsibility for one’s decisions are obligatory factors of socialization. It is noted that the effectiveness of the selected model of crime prevention depends on the integration of all objective and subjective factors that determine delinquent behavior in the system of social control. The transition from the positivist to the post-modernist model of crime counteraction is accompanied by numerous crises and conflicts of mental attitudes, which is typical for any global social transformation. The problems emerging in this connection in the post-Soviet states include the resilient dominance of the paternalist model of the state, the denial of personal social responsibility in exchange for security guaranteed by the state, which leads to a passive attitude of some part of the society and a low level of reflection on one’s place and role in the system of delinquent behavior’s prevention. The authors formulate key tasks of transforming the existing models of social control as directions of crime prevention.

The complexity of this issue is not so much in the affiliation of a particular body to the system of law enforcement agencies, but in the dynamics of the processes of law enforcement system in general. Recently in Ukraine different structures were created. Some of them received part of functions of previously existing bodies, others -are completely new and perhaps are more relevant and more general. However, practical ability of the first and the second, on the one hand, the dynamics of law enforcement processes, new challenges of statehood, on the other hand, create the need for improvement of many aspects of functioning of law enforcement agencies.K. I. Beliakov consideres administrative activity of law enforcement agencies as activity aimed at performance of functions of organization of work in the structures as such (solution of departmental tasks) and law enforcement functions of the state directly related to the objectives of prevention and combating offenses and has general social character [1].The problem of proper understanding of law enforcement agency as a holistic theoretical notion, in our opinion, is not so acute, because general theory of law enforcement activity has developed sufficient number of them. Among these approaches we should mention the understanding of such scientists as V. I. Hoyman and V. V. Lazarev, who considered law enforcement agencies as part of the state mechanism, which in accordance with the distribution of power in the country is specially created for the protection of constitutional rights and freedoms of citizens, their association from unlawful trespass and arbitrariness, social support of democratic law and order, which use for this purpose specific legal methods, including force and associated with it control, -supervision and preventive regulation [2, p. 5; 3, p. 55-72]; V. Y. Piotrowski, who believed that law enforcement agencies are state bodies, carrying out specialized law enforcement activity, which ensures protection of rights, freedoms and legal interests of citizens, society and state institutions [4]; M. M. Burbyky, who using the works of O. S. Zakharov, V. S. Kowalski noted that the term «law enforcement» is relatively new. It appeared in the former Soviet Union in the early 1960s for replacement of the term «punitive bodies». Today law enforcement agencies, according to him, are jurisdictional bodies authorized by t...

Free Legal Aid-from the idea to becoming an administrative law institute The free legal aid system in Ukraine is one of the most successful projects of the Government and the Ministry of Justice in particular. The article describes aspects of the development of the domestic free legal aid system as an institution, as well as the administrative and legal structure of the system. Affordable and high-quality legal assistance is an obligation that our state has assumed while adopting the Constitution of Ukraine, however, it has also been reflected in the country's European integration perspective. For the purpose of implementing Article 59 of the Constitution of Ukraine, which states that everyone has the right to professional legal assistance, and in the cases provided for by law, this assistance is provided free of charge and a system of free legal aid has been created. The full realization of the constitutional right of a person to legal aid is impossible without the functioning of a specialized institution. Creating one in Ukraine was a significant step both in the perspective of the country's European integration and in ensuring access to justice. The world of practice knows many models of free legal aid systems, and accordingly existed before the creation, as there are many versions today of how the system should function in domestic realities. The purpose of the article is to outline the formation of a free legal aid system in Ukraine as an administrative and legal institute, as well as to analyze the institutional structure of the system and to identify the complex tasks and functions of each of the levels. The free legal aid system in Ukraine is an established institution that implements a person's constitutional right to legal aid. An analysis of the institutional structure shows that each structural level has its own set of tasks and powers.
