ResumoO turismo tem sido entendido por organismos internacionais como atividade com grande potencial para promover o desenvolvimento econômico e, ao mesmo tempo, que valoriza a cultura e promove a preservação das paisagens naturais. Seguindo as diretrizes internacionais, no Brasil, o turismo passou a ser entendido como uma indústria com grande potencial para gerar empregos e divisas, e se fortalece por meio da promoção da diversidade cultural, que pode estar associada às diversas culturas materiais e religiosas. Para compreender a gestão do turismo em contextos que articulam cultura, religião e desenvolvimento territorial, este ensaio teórico aponta limitações nos dois conceitos disponíveis na literatura, quais sejam, o conceito de turismo cultural e o conceito de turismo religioso, ao mesmo tempo que propõe o conceito de 'turismo em territórios de grande densidade religiosa', o qual incorpora o reconhecimento das dinâmicas de poder presentes nos territórios como elementos que interferem na forma como se planeja o turismo. Mobilizam-se entendimentos do campo da antropologia e da geografi a para a gestão a fi m de sustentar que a discussão teórica conduzida tem um potencial explicativo para o turismo em diversas escalas territoriais, e, também, em contextos nos quais existe o diálogo entre turismo e religião. Tourism in Territories of High Religious DensityAbstract T ourism has been understood by international organizations as an activity with great potential to promote economic development, while valuing cultures and promoting the protection of natural landscapes. Following international guidelines, tourism in Brazil has begun to be understood as an industry with great potential to generate jobs and income and is strengthened through the promotion of cultural diversity which may be associated with material and religious cultures. To understand the management of tourism in contexts that articulate culture, religion and territorial development, this paper identifi es limitations in both theoretical concepts available in the literature: the concept of cultural tourism and the concept of religious tourism. It proposes the concept of 'tourism in territories of high religious density' to incorporate acknowledgement of the power dynamics present in the territories as elements that affect the way tourism is planned. The fi elds of anthropology and geography are used in the management approach to support the theoretical discussion in the paper. This has a great explanatory potential for tourism on different geographical scales, and also in contexts where dialogue between tourism and religions is present.
El artículo analiza la dinámica de las redes interorganizacionales para la gestión social del desarrollo territorial y la construcción de soluciones a problemas y desafíos humanitarios, a partir del esquema de evaluación de procesos decisorios participativos deliberativos propuesto por Tenorio et al. (2008) y la valorización de aspectos territoriales en dicha gestión. Concretamente, se estudia la Red de Tecnología Social (RTS) existente en Brasil entre los años 2005 y 2011 en función de las siguientes categorías teóricas: proceso de discusión, inclusión, pluralismo, igualdad participativa, autonomía, bien común y territorialidad. Se trata de un estudio exploratorio cualitativo, descriptivo e interpretativista, en el que se utilizan diferentes técnicas de recolección de datos y fuentes primarias y secundarias. Se constata, en el proceso de articulación e interacción de la Red, la existencia de una instancia deliberativa (el comité coordinador) y de otra propositiva (los foros nacionales). Se concluye que si bien la RTS presentó una significativa pluralidad, esta funcionó esencialmente conforme los objetivos estratégicos de las instituciones financiadoras integrantes de su comité coordinador.
The so-called Social Technology Network was a network articulation that gathered more than 900 organizations (as NGO´s, Associations, and Cooperatives) that proposed to organize, articulate and integrate themselves with the purpose of promoting sustainable development through the diffusion and scale reapplication of social technologies. In light of the Social Management theoretical approach, the objective of this study was to analyze this complex articulation that lasted from 2005 to 2011. A historical survey was carried out and the analytical categories of territoriality and interorganization were adopted to understand the articulation. This exploratory, descriptive, qualitative-interpretative study mobilizes different data collection techniques and primary and secondary sources. As a result, we identified that more than R$ 430 million were invested in projects for the reapplication of 19 social technologies and R$ 8 million were invested in diffusing the theme and social technologies in general. In the process of interorganization, we verified the consolidation of two instances: the first one is the Coordinating Committee as a deliberative body, and the second one, the National Forums as a propositional channel for another 900 institutions. In spite of the enormous plurality, we concluded that the Social Technology Network was a movement that worked essentially according to the strategic objectives of the supporting institutions that were part of the coordinating committee. Regarding the process of valorization of territorial aspects, despite defining macro-regional areas of action, it was not possible to verify that it acted effectively in a context of local valorization and development.
