Information and communication technology has the opportunity to be applied in the learning process, one of which is through the creation of digital learning media as a tool to support learning activities. This study aims to conceptually describe the opportunities for various applications to be applied in the learning process and become the basic material in the development of media and learning materials based on information and communication technology (ICT). This research method is a literature study which will contain various analyzes sourced from scientific journals, books and other supporting documents as data sources. The focus of the literature search which is the subject of research consists of several key words, such as learning media, ICT, learning applications and 21st century competencies. The results of the study succeeded in describing various ICT-based learning media formats accompanied by the benefits that users would receive from these media. ICT-based learning, both from the cognitive, affective and psychomotor aspects. In addition, this research also conveys the benefits and advantages of each application that can create a digital learning media to make it easier for educators to identify related opportunities for use that are tailored to the needs of each educational institution.
Management rights on Land (HPL) is right outside in Act. No. 5 of 1960 on Basic Regulation on Agrarian Principles (UUPA). Management rights on Land (HPL) are state control rights whose implementation authority is partly delegated to management rights on land (HPL) holders. UUPA does not regulate about Management Rights on Land (HPL) which causes problems both in the realm of regulation and practice which creates confusion, chaos and does not reflect justice as the value of the fifth principal of Pancasila. The writing of this law uses a normative-juridical method, using primary legal materials, and secondary legal materials. In practice, initially there was a tendency for Management right on Land (HPL) to only be intended for the "strong economy" or investors and negated the "weak economy" group such as customary law communities. Government Regulation No. 18 of 2021 on Right to Manage, Land Rights, Multi Story Housing Units and Land Registration which is the latest legal basis for management rights on land (HPL) emphasizes the basic principles of management rights on Land (HPL) which are expected to provide justice, especially for the "weak economy" group in the context of improving their standard of living and management rights on land (HPL) will not in fact become a source of agrarian conflicts in the future.
Hak Guna Usaha (HGU) merupakan hak atas tanah yang diberikan oleh Negara untuk mengusahakan tanah dalam jangka waktu tertentu untuk usaha pertanian. Pemegang HGU berkewajiban untuk menggunakan, mengusahakan, memanfaatkan dan/atau memlihata tanahnya. Pemegang HGU dilarang untuk melakukan penelantaran tanah yang dapat mengakibatkan hapusnya HGU. Regulasi tanah terlantar saat ini diatur dalam Peraturan Pemerintah Nomor 20 Tahun 2021 tentang Penertiban Kawasan dan Tanah Terlantar sebagai peraturan pelaksana Undang-Undang Nomor 11 Tahun 2020 tentang Cipta Kerja. Regulasi ini mengatur konsekuensi hukum yang berbeda dari peraturan-peraturan sebelumnya. Penulisan hukum ini menggunakan metode yuridis normatif. Tanah Hak Guna Usaha yang dengan sengaja atau de facto tidak diusahakan, dipergunakan dan/atau dimanfaatkan terhitung mulai 2 (dua) tahun sejak diterbitkannya hak dapat ditetapkan sebagai objek penertiban tanah terlantar. Akibat hukum dari penetapan tanah HGU sebagai tanah terlantar adalah pemegang hak kehilangan hak atas tanahnya dan tanah tersebut menjadi aset Bank Tanah dan/atau TCUN Kata Kunci :Hak Guna Usaha, Tanah Terlantar.
