This article describes the empowerment process of a theoretical model of youth gang prevention by a local working committee associated to the Jeunesse et gangs de rue project. Data analysis focused on aspects of the theory that created dissent accross the various participants in the project, beginning with its promotion, then moving on to negociation, and ending with recommendations for an orientation framework as well as a local action plan. Results show that the theoretical model not only lead to the structuring of the intervention procedure, but equally to the building of consent among participating agencies and organizations, thus reducing paradigmatic tensions
