Most comprehensive discussions of the police acknowledge the inability of legal and bureaucratic regulations to determine officer behavior. Attention is turned instead toward the informal norms developed within the police subculture. These discussions, however, tend to overstress the chasm between the formal and informal. They also provide inadequate tools for understanding differentiation, conflict, and change within police departments. I address these shortcomings here by mobilizing a particular conceptualization of the term “normative order”—as a set of rules and practices oriented around a central value. Six such orders are crucial to policing: law, bureaucratic control, adventure/machismo, safety, competence, and morality. I illustrate the importance of each by drawing upon ethnographic observations of the Los Angeles Police Department, and explain how my conceputalization offers a comprehensive yet flexible means to understand the social world of policing.
Ethnography is an underused methodology in geography. This neglect is especially injurious to the discipline because ethnography provides unreplicable insight into the processes and meanings that sustain and motivate social groups. These processes and meanings vary across space, and are central to the construction and transformation of landscapes; they are both place-bound and place-making. Ethnography's potential contribution to geography is thus profound. The aversion to ethnography may derive from three major criticisms frequently directed toward it: that it is unscientific; that it is too limited to enable generalization; and that it fails to consider its inherent representational practices. Considered responses to these critiques, however, restore ethnography's significance for geographic study.
The entrenchment of neoliberalism in the United States has coincided with an unprecedented expansion of punishment practices that intensify social divisions rooted in class and race. We explore the political culture of this hyperpunitiveness through a discussion of two popularized explanations for urban crime: broken windows and situational crime prevention. These popular criminological theories help legitimate the deepening of social and spatial divisions. They also rest their precepts upon the foundation of a particular geographic imagination. We use this paper to reveal and critique the core assumptions about space upon which each of these theories critically relies. We suggest that each theory understands society-space interactions too simplistically to provide comprehensive insight into the dynamics of landscape construction and interpretation. We argue further that the logics and practices of broken windows and situational crime prevention possess significant elective affinities with social dynamics characteristic of neoliberalism. For these reasons, these popularized criminologies both reflect and reinforce the processes through which neoliberalism exacerbates social differences.
