The principal goal of L2 education is to enhance learners’ willingness to communicate (WTC). Hence, this survey study was undertaken with the purpose of exploring Indonesian EFL learners’ WTC especially in a classroom context or the so-called Instructional WTC (IWTC) in order to know the conditions triggering their willingness and unwillingness to communicate using L2. This survey applied descriptive quantitative method where 100 EFL learners from three State Universities in Indonesia were involved as the respondents. The respondents are the English students of IAIN Curup Bengkulu, Universitas Sebelas Maret (UNS) Surakarta and Universitas Musamus Merauke Papua. Those universities represent three of five major islands in Indonesia. A questionnaire was distributed to the respondents in order to explore their WTC in six IWTC components comprising communicative self-confidence, integrative orientation, situational context of L2 use, topical enticement, learning responsibility, and off-instruction communication. The findings revealed that group size, classroom environment, students’ cohesiveness, familiarity to the topic, degree of topic preparation, classroom seating arrangement, gender, self-awareness, and familiarity with interlocutors were the factors that affected learners’ WTC. Further studies are highly recommended to deeply explore the teaching activities done by teachers by considering the influential factors of learners’ willingness and unwillingness to communicate as an effort to maximize their WTC.

Although Higher-Order Thinking Skill (HOTS) has currently been an ongoing topic of interest among educational researchers, there has been no wide exploration of such notion and its relation to the learning assessment. This instrumental case study aimed to investigate attitudes of Indonesian pre-service English teachers with reference to using HOTS-based test to prepare better assessment. The study was qualitatively conducted to scrutinize the participants’ attitudes on using the HOTS framework in designing more qualified assessment for students. The data were obtained through interview and questionnaire. The total of 10 pre-service teachers participating in the study were purposively chosen regarding their familiarity and comprehension with the study issue. The data were analyzed by employing descriptive qualitative data analysis. The result indicated that in spite of some situational restrictions, all of the participants shared their positive attitude towards HOTS principles to be adopted in providing better assessment from the affective, behavioral and cognitive points of view due to some influencing factors. More researches on the area of HOTS and its implementation on the area of assessment were also expected to furnish more contributive information in this issue.

Penyelenggaraan pelayanan UPT PTPAS bersifat integratif, yaitu berupa pelayanan satu atap maupun berjejaring atau bekerjasama dengan lembaga lain yang terkait dengan penanganan kekerasan pada perempuan dan anak. Tujuan penelitian ini menganalisis tentang komunikasi dan disposisi UPT PTPAS dengan menggunakan teori implementasi kebijkan publik Edward III. Penelitian ini menggunakan pendekatan deskriptif kualitatif. Metode pengumpulan data melalui wawancara dan dokumentasi. Data yang diperoleh diolah dengan analisis Miles, Huberma]n, dan Saldana (2014). Hasil penelitian menunjukkan bahwa komunikasi yang terjadi kurang efektif karena adanya perubahan peraturan yang mengatur tentang penanganan kekerasan. Sedangkan disposisi pelaksana sudah terbangun dengan baik, yang dapat dilihat dari komitmen pelaksana serta respon dan pemahamn pelaksana kebijakan dalam penanganan kasus kekerasan yang terjadi pada perempuan dan anak di Kota Surakarta.
