Kepastian hukum dan jaminan stabilitas ekonomi sangat penting dilakukan untuk menjaga pergerakan roda perekonomian suatu negara. Adapun rumusan masalah yang dirumuskan menjadi tititk permasalahan adalah bagaimana penegakan hukum lingkungan di Indonesia pada studi kasus kebakaran hutan di Indonesia dan  Bagaimana pengaruh penegakan hukum lingkungan terhadap pertumbuhan ekonomi di Indonesia. Adapun tujuan penelitian ini adalah untuk mengetahui  penegakan hukum lingkungan di Indonesia pada studi kasus kebakaran hutan di Indonesia dan  Bagaimana pengaruh penegakan hukum lingkungan terhadap pertumbuhan ekonomi di Indonesia. Penelitian ini dapat berguna secara praktis dan teoritis. Metode penelitian yang digunakan oleh peneliti adalah menggunakan pendekatan yuridis normatif. Hasil penelitian Penegakan Hukum Lingkungan dalam kaitannya dengan Hukum Pidana yaitu terkait Subtansi Hukum pada Pasal 69 ayat (1) huruf H Undang-undang Nomor 32 tahun 2009 tentang Perlindungan dan Pengelolaan Lingkungan Hidup memuat tentang larangan melakukan pembukaan lahan dengan cara membakar dan tindakan terhadap pelaku untuk menegakan hukum dan Penegakan hukum lingkungan terhadap pertumbuhan ekonomi di Indonesia terpengaruhi oleh 3 (tiga) Aspek yaitu Produk hukum, Sistem Hukum dan Resiko politik yang selalu berubah. Kesimpulan penegakan hukum dilakukan berdasarkan peraturan perundang-undangan yang berlaku dan faktor-faktor yang mempengaruhi pertumbuhan ekonomi yang sangat perlu di perhatikan adalah komitmen pejabat tertinggi yang bertangung jawab terhadap maju mundurnya suatu negara. Rekomendasi penegakan hukum harus dilakukan sesuai peraturan perundang-undangan tanpa melihat latar belakang perusahaan atau individu sehingga kepastian hukum untuk berinvestasi terjamin dan reformulasi Pasal 69 ayat (1) huruf H Undang-undang Nomor 32 tahun 2009 tentang Perlindungan dan Pengelolaan Lingkungan Hidup.Kata kunci : Penegakan Hukum, Pertumbuhan Ekonomi dan Pengaruhnya.

Improving the quality of human resources is very important especially the quality of the village government apparatus which is the frontline in confusion with the community. The purpose of this counseling is that the village apparatus understand related to making regulations in the village scope so that village regulations have good standards namely philosophical aspects, sociological aspects and juridical aspects. The method used is by way of lectures and discussions then ends with questions and answers. The results obtained from this community service are village officials who understand the technical procedures and theoretical procedures for making regulations in the village scope ranging from village regulations, village head regulations and other regulations. The knowledge and skills of the village apparatus in making regulations are very necessary so that in making a regulation it is always beneficial for the village community.Keywords: Village regulations, philosophical aspects, sociological aspects and juridical aspects.�AbstrakPeningkatan kualitas sumberdaya manusia sangat penting khususnya kualitas aparatur pemerintah desa yang merupakan garda terdepan dalam bersingungan dengan masyarakat. Tujuan dari diadakannnya penyuluhan ini yaitu para aparatur desa memahami terkait dengan pembuatan peraturan di lingkup desa sehingga peraturan desa memiliki standar yang baik yaitu aspek filosofis, aspek sosiologis dan aspek yuridis. Metode yang digunakan yaitu dengan cara ceramah dan diskusi kemudian diakhiri dengan tanya jawab. Hasil yang diperoleh dari pengabdian kepada masyarakat ini yaitu aparatur desa memahami tatacara secara teknis maupun sacara teoritis pembuatan peraturan di lingkup desa mulai dari peraturan desa, peraturan kepala desa serta peraturan lainnya. Pengetahuan dan keterampilan aparatur desa dalam membuat peraturan sangat diperlukan sehingga dalam membuat� suatu peraturan senantiasa bermanfaat bagi masyarakat desa.Kata Kunci: Peraturan desa, aspek filosofis, aspek sosologis dan aspek yuridis.

Bureaucratic reform is essentially an attempt to reform and fundamental changes to the system of governance in order to reach the goal of bureaucratic reform to accelerate achievement of good governance and efforts to improve support for local government in increasing performance. Bureaucracy reform program runs which is principally consisted of institusional reform, human resources reform and management information technology support in the licensing process. Institutional reform is by estabilishing a new agency that handles the licensing process in the past, licensing process has to go through the different agencies and with the reform of the bureaucracy in the licensing process united in one body that is unified, improve human resources through training and increase the transparency of information through the management information technology support. Bureaucratic reform in investment licensing in the area is already under way in an effort to improve the service to the community, so good governance is not just a dream and soon will become a reality. Key words: licensing, service, bureaucratic reform.

Public awareness of the importance of a healthy and good environment continues to grow. The formulation of the problem is how the influence of government policy in conserving water resources on environmental awareness of the community in kuningan regency. The purpose of this research is to know how the influence of government policy in conserving water resources to environmental awareness of community in kuningan regency. This research can be practical and theoretical. The research method used by the researcher is using empirical juridical approach. Result of research The policy of local government in conserving water resources contained in Local Regulation of Regency of Kuningan Number 12 Year 2007 about Conservation of Water Resources to arrange society in the direction as desired by government of this blood start proved with existence of society awareness in environmental conservation that is with angry Community of kuningan district with logging tree in cilimus market. The conclusion of local government policy in conservation of water resources has been effective to increase public awareness in environmental conservation. Recommendations to increase awareness of the community hence the innovations needed to increase the awareness of the community through hygiene contests both at the sub-district or village level and explore the potential for increased environmental awareness through the excavation of local wisdom. Adapun rumusan masalah adalah bagaimana pengaruh kebijakan pemerintah dalam konservasi sumber daya air terhadap kesadaran lingkungan masyarakat di kabupaten kuningan. Adapun tujuan penelitian ini adalah untuk mengetahui bagaimana pengaruh kebijakan pemerintah dalam konservasi sumber daya air terhadap kesadaran lingkungan masyarakat di kabupaten kuningan. Penelitian ini dapat berguna secara praktis dan teoritis. Metode penelitian yang digunakan oleh peneliti adalah menggunakan pendekatan yuridis empiris. Hasil penelitian Kebijakan pemerintah daerah dalam konservasi sumber daya air tertuang dalam Peraturan Daerah Kabupaten Kuningan Nomor 12 Tahun 2007 tentang Konservasi Sumber Daya Air untuk mengatur masyarakat ke arah seperti yang diinginkan oleh pemerintah darah ini mulai terbukti dengan adanya kepedulian masyarakat dalam pelestarian lingkungan hidup yaitu dengan marahnya masyarakat kabupaten kuningan dengan penebangan pohon yang berada di pasar cilimus. Kesimpulan kebijakan pemerintah daerah dalam konservasi sumber daya air sudah efektif untuk meningkakan kesadaran masyarakat dalam pelestarian lingkungan hidup. Rekomendasi untuk meningkatkan kesadaram masyarakat maka diperlukan inovasi-inovasi untuk peningkatan kesadaran masyarakat tersebut melalui lomba-lomba kebersihan baik di tingkat kecamatan ataupun desa dan menggali potensi-potensi peningkatan kesadaran lingkungan melalui penggalian kearifan lokal. <p>The purpose of this study is to determine the regulation of laws and regulations regarding environmental justice in Indonesia and how the concept of building environmental justice in the justice system in Indonesia. This research can be useful both practically and theoretically, practically. The research method used by researchers is the evaluative analysis method, which is a method of gathering and presenting data obtained to analyze the actual situation and then rational analysis is carried out based on juridical references through library research. The results of the research Regulations on the environment are already available namely Law Number 32 of 2009 concerning Environmental Protection and Management and building an environmental justice system starting from improving human resources namely the Supreme Court by consistently educating and training judges with knowledge of aspects of environmental law life that will later handle environmental cases; The Supreme Court makes a special assembly that handles environmental cases; The Supreme Court creates a special chamber that is integrated with the general court that handles environmental cases; The government is amending the 1945 Constitution specifically Article 24 by adding the judicial environment to the environmental court.
