The purpose of this article is to study the experience of financial support of agriculture in the European Union in order to adapt it to the agricultural conditions of Ukraine. A decisive feature of European financial support to agriculture is the attitude towards it as one of the factors of development of the financial system of the European Union. Under the conditions when Ukraine tries to become a full member of the European Union, the author has proved that the modern system of financial support of agriculture in Ukraine is on the vector of formation and adaptation, therefore, the substantiation of theoretical and methodological principles and the development of practical recommendations for the improvement of existing and the introduction of progressive, recommended world practice levers and regulatory mechanisms become a determining factor in their further development. Methodology. In Ukraine, 2017 should only be expected to improve traditional forms of financial support. Among the positive points is the reduction of interest rates in UAH up to 15%, but with the preservation of monetary stability, one should not expect an increase in terms of lending, in the top, there will be loans up to one year, that is, within the product cycle. Results. Ukraine is trying to take over the experience of various European countries in relation to agriculture. It relies on the experience of Germany, France, Great Britain. Practical implications. The Government and the Ministry of Agrarian Policy and Food in the Budget for 2017 presented a state support reform that creates conditions for the development of small farms and stimulates the production of value-added products, and the main principles of state support should be targeting and transparency. Value/originality. In 2017, in support of the development of the livestock sector at the expense of the general fund of the state budget under the budget program "State Support of Livestock Sector", expenditures are provided to ensure stabilization of livestock, increase its number, and stabilize production. In general, support for the agrarian sector is formal and insignificantly affecting the development of the agricultural sector, as a result of the economic and agricultural development vector declared in the 2017 Budget, in the light of economic instability, rising inflation and uncertainty.
The results of the study of the fodder preparation quality by the combined feeding unit that provides simultaneous grinding and mixing the components with the following dosed distribution to the cattle are given. The method of assessing uniformity of feed mixing for the distribution of moisture was tested. Hypothesis of the method for assessing uniformity of fodder mixtures and without making any selection control component is based on the redistribution of moisture feed components to each other in the process of mixing. The production tested method of assessing of the mixture quality was conducted during the preparation of feed for cattle by a mobile fodder preparation combined unit, which provided simultaneous grinding and mixing of the components with the following dosed distribution of them into the troughs or on the feed tables. Dosage of the starting components, when loading them into the hopper, was performed by using of the weighted mobile fodder preparation combined unit. Moisture content of feed ingredients and feed mixtures was determined by the moisture tester VLK-01, a grain moisture tester also can be used (similar Wile-55, Finland). Indicators of the evaluation of the mixing quality according to the method of moisture distribution were compared with the results of no uniformity mixing, defined by the standard method, which involves the addition of a control component (sugar beet seeds) in the amount of 1 % relative to the weight of the feed mixture. After downloading of the latest component into the feed hopper unit, the minimum acceptable requirements of livestock uniform mixing (85 %) is provided by stirring for 6-8 minutes. Indicators of the assessment of mixing by the method of moisture distribution and control component practically coincided during the time of feed processing.
The article considers the solution of problematic issues of engineering management of poly fermentation in the study of fermentation temperature of sour-milk drink with apiproducts. In the development of fermented dairy products, the components that are part of them, changes in their composition, and properties in the interconnection are considered as a technological system. The authors took into account that food technologies based on the use of the pure culture of one microorganism are limited by the capabilities of its fermentation system systems, the ultimate goal may not be achieved even by changing the conditions and parameters of cultivation. To successfully carry out fermentation processes in the technological system, a combination of cultures, associations of microorganisms with a wide range of fermentation products in contrast to one culture is promising to use. All experimental samples on a set of indicators prevailed control ones. The leader was a sample fermented with yeast with an equal ratio of cultures at a temperature of 38 – 40 °C. The authors found that the set of indicators of finished products for the production of sour-milk drinks with a complex of apiproducts, it is necessary to choose a three-strain poly fermentation product with a congruent ratio of cultures and set optimal fermentation regimes 39 ±1ºC for 5.0 ±0.3 hours.
АНОТАЦІЯУ статті обґрунтовано актуальність та важливість врахування екологічної складової в розвитку аграрного сектору як галузі, що покликана забезпечувати продовольчу та екологічну безпеку держави, а також отримання екологічно безпечної та біологічно повноцінної продукції за умови збереження навколишнього природного середовища. Визначено провідне значення розвитку біоекономіки та біотехнології для аграрного сектору з урахуванням його потенціалу. Проаналізовано основні стратегії, програми та досвід європейських країн у розвитку біотехнологій. Наведено міжнародну класифікацію біотехнологій. На основі європейського та світового досвіду сформовано концептуальний підхід до подальшого розвитку аграрного сектору на біоекономічних засадах. Визначено систему інструментарію щодо стимулювання та регулювання розвитку біоекономіки в Україні, яка базується на інструментах прямої дії, побічної дії та їх законодавчому забезпеченні. На основі узагальнення європейського досвіду запропоновано перспективні напрями біоекономічного розвитку аграрної сфери, обґрунтовано економічні, екологічні та соціальні ефекти.Ключові слова: аграрний сектор, біоекономічні засади, біотехнології, європейський досвід, екологічне регулювання. АННОТАЦИЯ В статье обоснованы актуальность и важность учета экологической составляющей в развитии аграрного сектора как отрасли, которая призвана обеспечивать продовольственную и экологическую безопасность государства, а также получение экологически безопасной и биологически полноценной продукции при условии сохранения окружающей природной среды. Определено ведущее значение развития биоэкономики и биотехнологии для аграрного сектора с учетом его потенциала. Проанализированы основные стратегии, программы и опыт европейских стран в развитии биотехнологий. Приведена международная классификация биотехнологий. На основе европейского и мирового опыта сформирован концептуальный подход к дальнейшему развитию аграрного сектора на биоеэкономических основах. Определена система инструментария по стимулированию и регулированию развития биоэкономики в Украине, которая базируется на инструментах прямого действия, побочного действия и их законодательном обеспечении. На основе обобщения европейского опыта предложены перспективные направления биоэкономичного развития аграрной сферы, обоснованы экономические, экологические и социальные эффекты.Ключевые слова: аграрный сектор, биоэкономические основы, биотехнологии, европейский опыт, экологическое регулирование.
