Climate change issues pose complex social and ecological challenges to rural communities in East Luwu Regency, Indonesia. This can be overcome through a collaborative, sustainable, and distributed innovation process for regional resilience and independence in each innovation sector. This study examines the concept of rural living as an inter-organizational interaction design and the process of developing sustainable rural innovation, where multi-stakeholder interaction forms the Quintuple Helix innovation model through a multidimensional case study design that focuses on the concept of innovation participation, knowledge production, innovation ecosystem as a social subsystem system, and socioecological transition toward developing independent rural areas, sustainability of rural innovation programs, and disaster preparedness in East Luwu Regency. This research method is qualitative-explorative with a case study approach exploring the social and ecological systems of rural communities in East Luwu Regency, Indonesia to provide a deeper understanding of the rural innovation process to address socio-ecological challenges through the importance of government-public-private-university synergy and its context in the Magani and Sorowako Villages, East Luwu Regency. The results of this study indicate that the strength of the innovation driver resulting from the cooperation between the East Luwu Government and PT Vale Tbk is the key to the sustainability of village innovations that encourage village innovation and village community participation in the village innovation process so that it has an impact on village community independence and environmental sustainability in East Luwu Regency. However, village innovation in East Luwu Regency still needs to be improved in terms of communication and coordination between actors and sectors.
Poverty rate in Indonesia is currently relatively high that requires real action from the government to reduce it. The government efforts to reduce the poverty rate are reflected in the government expenditure. This research reveals the regional government expenditure effectiveness in reducing poverty and unemployment rate in South Sulawesi Province. Data used in the research are panel data, which is a combination of cross-section data of 24 regencies and city and time series data in 2009-2018. The data will be analyzed using econometric models with simultaneous equation system. The research finds that private investment has a significant influence in reducing poverty rate, whereas capital expenditure has a significant influence in increasing private investment. Moreover, investment has a significant influence in improving gross regional domestic product in industrial sector as well as other sectors. Population has a positive influence in improving poverty rate indicating that regional government should support the planned family policy. The result of policy simulation indicates that an increase in capital expenditure, total government expenditure, and goods and services expenditure by the regional government, brings positive impact on economic growth and poverty reduction.
This study aims to identify and explain the potential of the Weaver Group's human resources, capacity building efforts to empower Weaver Groups, the changes that have occurred as well as the supporting and inhibiting factors. This study used a qualitative descriptive method with data collection techniques through observation and in-depth interviews and documentation with Sikka Regency Cooperative and UKM Trade Office officials who were administrators and field assistants of the Jata Kapa Ikat Weaving Center and Groups of Weavers in the small, medium and large categories. The findings show that capacity building efforts to empower Weaver Groups are carried out by the Sikka Regency Cooperative and UKM Trade Service through the Jata Kapa Ikat Weaving Center by carrying out several programs, namely human development, business development, environmental development and institutional development. The program's efforts have been carried out well facilitated by supporting factors in it, but there are still several dimensions that have not worked properly due to several inhibiting factors in the capacity building process of empowering the Weaver Group.
