Управление инновационным развитием городских территорийАннотация Рассматриваются концепции «глобальных городов», развития инновационной среды в территориальном пространстве, проблемы формирования новой среды за счет повышения инновационной активности, тенденции в подходах к инновационному развитию территорий, характеристики для определения развития города. Отмечается современная роль мегаполисов в качестве точек роста, при котором агломерация (присоединение, сосредоточение) представляет собой процесс создания мегаполиса. Структуру агломерации формируют города, поселения, микрорайоны, не имеющие четких физических границ. Исследуется модель стратегического управления городом, основанная на принципах системного подхода, целостности (определение границы и системы управления всей агломерацией), эмерджентности (достижение синергетического эффекта), иерархичности (представление о направленности стратегического анализа), самоорганизации (соответствие законам теории организации). Специфика инновационной среды определяется ее способностью генерировать синергию, добавленную стоимость элементов из их взаимодействия. Инновационная среда рассматривается основным источником создания добавленной стоимости в процессе промышленного производства. Новые среды появляются на новых территориях и возникают в результате объединения факторов производства: финансов, труда и сырья в производственную организацию. Выделяется шесть ключевых характеристик европейского подхода к развитию городских территорий -креативная экономика (smart economy), рациональная мобильность (smart mobility), эффективное природопользование (smart environment), образованное население (smart people), здоровый образ жизни (smart living), профессиональное правительство (smart governance.) Предлагается статус «умных городов» присваивать городам России после оценки на соответствие принятым показателям женевской Хартии, основным среди прочих оценочным показателем территориального развития следует принимать индекс устойчивой удовлетворенности жителей данной территории. Sustainable development is a concept aimed at striking a balance between social, economic and environmental aspects and is one of the most important challenges and priorities in the modern socio-economic system. The balance between economic goals and needs (industrial growth, efficient use of resources) and environmental goals and needs (biodiversity, natural resources, ecosystem integrity) is driven by productive factors. Thus, industrial growth may conflict with the protection of natural resources, and as a result lead to incompatibility of needs. The article considers an industrial enterprise as a system that includes various business processes providing production activities and are included in the economic turnover and resources required for production purposes. Increasing resource efficiency and participation in green projects are important opportunities for economic development. The importance of promoting a significant increase in the share of industry in employment and gross domestic product in line with national objectives to modernize infrastructure and modernize industries to make them sustainable, with increased use of resources, efficient and wider adoption of clean and environmentally sound technologies in industrial processes has been identified. Increased technological capacity of industries, motivation of innovation and a significant increase in the number of personnel engaged in research and development through public and private financing has been identified as an important factor in sustainable development. Since the modern economic conditions for the running of industrial enterprises are manifested in the emergence of technological and managerial innovations in the structure of resource potential in terms of development of innovative digital technologies, the concept of developing the resource potential of an industrial enterprise is proposed, including tools for self-optimizing economic actors and self-adapting business processes to the integration of digital technologies.
Specialists’ level of professional training gains special significance in modern economic conditions. This problem is also relevant to organizations of the real sector of the economy. The present article examines the problems of training personnel for various economy sectors related to the competency approach adopted in the education system. Increasing the level of training of managerial personnel while accounting for industry characteristics and their specialization profile is noted to be one of the priority directions of work. The study is based on Russian practice in developing the country’s production potential and on the practice of scientific, technical, and economic development of foreign countries, particularly Japan, China, and others. The requirement of quantitative and qualitative staffing is an indispensable condition for the effective functioning and development of enterprises and organizations of all sectors and spheres of the national economy. In this regard, the goal of the present study is to identify, analyze, and summarize the positive and negative aspects of the competency approach to educational practice. Attainment of the set goal is based on the methodological approaches to the assessment of the existing educational system and the methods of comparative analysis of general economic consequences of such changes from the employer’s perspective. The scientific result of the study is the ways of resolving the identified problems suggested by the authors from the point of both the employers and the directions of the professional activity of higher and secondary special educational institutions. In particular, it is suggested to create corporate training centers at large organizations, the ideology of which would be based on improving the professional level of employees in accordance with the established qualification requirements.
