Introduction. In Ukraine, substantial structural reforms have been realized for last years. The necessity to provide financial stability of local budgets sets up new demands for their management. In this way the problem of searching new methods and tools to estimate financial stability of local budgets under the conditions of decentralization becomes of a great importance. Research purpose is to extend the theoretical and methodical bases and to prove methodical set of instruments for estimating financial stability of local budgets in Ukraine. Results. It proves that in the sphere of modern science there are many problems connected with the methods for estimating financial stability of local budgets. Not all these problems have studied thoroughly. It proposes the set of instruments for estimating present financial stability of local budgets. This set of instruments includes the system of indices of present financial stability of local budgets: financial capability, financial autonomy, effectiveness, and debts obligations as well as indicating its integral index. It develops the accounting algorithm of these indices that outlines the order to analyse the dynamic information body of statistic data for estimating the groups of indices of financial stability of local budgets. It helps to characterize particular constituent elements of present financial stability of local budgets in Ukraine and to indicate its integral index. Conclusions. It develops the set of methodical instruments for estimating the level of present financial stability of local budgets that includes the system of indices and the algorithm of its calculation. The approbation of methodology for estimating the level of present financial stability of local budgets in Ukraine proved the possibility of its use for analyzing the financial stability of local budgets.
У процесі дослідження розроблено систему показників для визначення стану децентра лізації місцевих бюджетів України. Запропоновано розподілити показники оцінки стану їх децентралізації за трьома критеріями: впливу децентралізації на формування доходів місцевих бюджетів; децентралізації місцевих бюджетів згідно з бюджетною класифіка цією; залежності місцевих бюджетів від міжбюджетних трансфертів. Апробація методи ки розрахунку інтегрального показника підтвердила можливість її використання для ана лізу стану децентралізації місцевих бюджетів. Introduction.The urgency of studying theoretical foundations of budget decentralization for Ukraine is conditioned by the necessity of developing an effective scheme of macroeconomic regulation of social and economic processes in the context of decentralization. The process of social and economic development in Ukraine on a democratic and legal basis is impossible without increasing the role of the local self-government. Decentralization is one of the main motive forces in reforming self-government today. The purposeis deepening theoretical and methodological principles of budget decentralization and theoretical aspects of budget decentralization with the definition of its influence on processes of state regulation in Ukraine. Results.It is substantiated that in modern science theoretical aspects of decentralization are considered in relation to its types. The classification of decentralization types is carried out depending on their characteristics: financial (fiscal) one is the process of distribution of functions, financial resources and responsibility for their use between central and local levels of management; budget one, in the broadest sense, is the division of responsibility between authorities of different levels (including national governments, regional authorities and local self-government bodies) with the management of budgetary resources; in the narrow sense it is the presence of certain functions and powers at the local level, autonomy of local authorities in making independent decisions in the fiscal sphere. Conclusions.It is substantiated that budget and financial decentralization considerably influences the formation of local budgets. It is found that the decentralization course shows both prospects and problems of the Ukrainian development. Grouping the main benefits and positive effects of decentralization is carried out. The research analysis made it possible to establish that decentralization may have the risks and dangers grouped in the article.
The paper presents the theoretical and methodological foundations of Ukraine's state legislation regulating the economic development of territories, in the context of budget decentralization. The study also describes the transformation of the public administration system necessitated by the above-mentioned phenomenon. The authors discuss the basic methods by which the state can regulate the activity of local self-government bodies: the legislative regulation, where the intervention of public authorities is minimized, and the administrative regulation, which provides rules and instructions which determine the relations between central and local authorities. The authors conduct and describe a methodologically consistent, systematic analysis of state regulations which support the local self-governments' activity. The paper also discusses the recent economic changes in Ukraine which demonstrate that the reform of the local self-government system and the decentralization of authority entail both prospects and problems for the country's development. As might be expected, the authors focus particularly on those problems that have not been solved yet. Additionally, statistical estimations of the phenomena relating to the process of producing state legislation regulating the economic development of territories in the context of budgetary decentralization have been provided. The authors conclude that a successful territorial development strategy requires a joint transformation of the way of the society's thinking and the modernisation of both the Ukrainian business and the state.
The research proves that the breach of stability in the economic system, as well as the appearance of the instability phenomenon, arise immediately after losing some balance between the population and government. As the result, the development of the institute of the state with the proper regulative set of instruments, as well as the extending of the international relations can take the instability from micro-and mezo-levels to macro-and meta-levels. It analyses and defines the concepts: state and budget instability. Particularly, the definition of the political, financial, social, as well as economic instabilities is enhanced. Key problems of state instability, which may occur as a result of unsuccessful government regulation and ineffective management with budgetary funds, are distinguished. The aim of the article is to develop the concept of instability and its types, to determine the causal interconnection for distinguishing the problems of state instability that may influence the state economic development. The target of the research is the theoretical and methodological bases of the instability occurrence and its state regulation. The research methodology. According to the aim set, we determined the methodological basis of the research: the abstract-logical method-to sum up the theoretical basis of instability; the systemic analysis-to characterize the types of instability; the analysis and synthesis-to estimate the influence of the state instability on the state economic development; the graphics method-to demonstrate final results of the research; economic-statistic-to define the problems of the state instability that may influence the state economic development. Conclusions. It has been proved that instability is the condition of the system that is characterized by the variation that happened through breaking the existing interconnection in it. The instability is that basic feature that characterizes all social and economic processes. The danger occurs when the level of instability in the state exceeds some standards. We determined political, economic, social, financial and budget instabilities as well as gave the authors' definition of these phenomena after distinguishing the theoretical bases of instability. It has been proved that the government instability consists of these types. We have proposed to determine the government instability as the condition of the state characterized by the constant changes in political, economic, social, financial, and budget spheres because of the factors that influence changes in its structure and functional characteristics accompanied by the phenomena that have a negative influence on the state development in general. The indexes analysis of the international rating and collation of its results with the graphic interpretation of the government instability have helped to prove that Ukraine has the low level of the government instability.
