La ciudad se ha convertido en la unidad de medida preferente para el estudio de la innovación, la transformación social y la acción política, también al nivel internacional. La arquitectura y el urbanismo, la comunicación y el liderazgo político, los movimientos sociales, los negocios y la economía, la transformación digital, la movilidad, el turismo de masas, el patrimonio, las políticas públicas, la expresión de identidades encuentran acomodo en los espacios urbanos. De hecho y de derecho, las ciudades desarrollan acciones de impacto transnacional y de consecuencias diplomáticas, políticas y comunicativas. La ciudad participa en la gestión de los asuntos internacionales donde procura impulsar su propia agenda política. Así, la ciudad es fuente de creatividad en la práctica de la comunicación internacional. Las ciudades que aspiran a ser globales han entendido que su valor reside en la capacidad de conjugar poder y población, dar continuidad a las políticas públicas y crear capital simbólico a través de las iniciativas directas y las experiencias mediadas por los medios de comunicación y cultura. Así se crea capital simbólico, que configura el imaginario de las ciudades globales.
Which is the added-value of the international action of cities? Is this action legitimate? Our analysis proposes to invert the famous slogan and get local authorities to think local and act global. This reversed framework, that we may call “new urban diplomacy” focuses on governance and more specifically in the urban project, understood as the policy agenda of the city council. Based on active subsidiarity, local development moves through new urban diplomacy to a foreground where European policies are a tactical choice among other planning tools. Thus, in order to explore how this framework works, our analysis will examine three categories of instruments: programming, communication and representation, notwithstanding with the role of city networks. Our proposal to structure this new urban diplomacy is the result of a process of participatory observation (almost 15 years) supported by grounded theory. Three main approaches of the international role of cities rooted our analysis: economic (global cities, city branding), political (governance, international relations) and geographical (territorial development, urban planning). So as to define the contours of new urban diplomacy as a lever for the urban project, this proposal presents three main indicators (capacity, intensity and coordination) and three possible scenarios (the bywatcher, the silent silo and the strategist). Our results highlight two key factors: one external (the europeanisation processes of local authorities) and another internal (talent, perceived both as the implication of the municipality and the creation of a local think tank, that we called Noodle). Our final goal is to offer a guide for analysis and further research. This guide should also serve cities in search of additional tools for their urban project.
L'évolution de la coopération territoriale européenne se décline dans des instruments nouveaux. Ces changements traduisent un constat d'échec : la dispersion des fonds structurels et les programmes sectoriels a réduit l'impact des politiques communautaires sur le développement territorial. C'est dans ce cadre qu'à partir de 2009 apparaissent deux types de coopération territoriale renforcée : les macro-régions et les stratégies maritimes. A partir de l'évolution de la stratégie macro-régionale de la Mer Baltique ainsi que du parcours de la stratégie maritime Atlantique, cet article vise à énumérer les processus et les facteurs qui déterminent la mise en œuvre de ces initiatives, afin de définir la relation entre elles.
