The publication is a contribution within the framework of the United Nations Development Programmed project UKR/95/003 «Introduction of Sustainable Development Principles into Governmental Institutions». The objective of this project is to introduce sustainable development principles into the policies, programmed and planning activities of major Governmental institutions in Ukraine in accordance with: a) the priorities of the Government; b) the resolutions reached at international conferences in which Ukraine participated; c) the international conventions or agreements to which Ukraine is a signatory. The project which is implemented with UNDP resources, it is designed to stimulate a high-level policy dialogue on sustainable development issues in Ukraine and broaden participation in such a dialogue amongst Government institutions, as well as to disseminate the knowledge and tools necessary for the preliminary integration of sustainable development principles into the policy and strategy of the Government of Ukraine. The primary focus for ecological tourism in Ukraine is on recreational activity, however it is limited by the need to meet environmental protection demands. The legislative preconditions for ecotourism organization are stated in the laws "On the natural reserve fund of Ukraine" (1992), "On tourism" (1995), and "On resorts" (2000) [1, 2, 3].
The Black Sea Region of Ukraine with the length of 2,8 thousand km can be identified as one of the most long-range regions in regard to the sustainable tourism development. The potential opportunities of the possible tourism development and improvement can be caused by the following main factors: incomplete level of the development of tourism resources; attractiveness for the population of such regions as East Europe, North and Central Asia that have transport connection and traditionally use the Black Sea coast for summer rest without language barrier; enlargement of the tourism field for the tourists from the countries of Central and West Europe; developing of the quality of the tourism service as a result of the realization of the privatization of the tourist complexes; improvement of the environmental safely level that is already observed and can be continued as a result of the implementation of the environmental measures; development of the transport system, improvement of the access and visa regime; difference between the costs for tourist services.The Law of Ukraine "On Tourism", established the legislative preconditions for tourism transformation. Also provided the essential change of the governmental scheme in the field of tourism with the aim so approach its formation to the one of the one of the priorities in the branch of economics. At the same time the real problems and constraints exist which restrain the sustainable tourism development in the Ukrainian, part of the coastal zone. There is a necessity for the development of some parts of the tourism services which are the obligatory components of the market economy system and which formerly were not developed or were solved without taking into account economic measures.They are: the establishment of the marketing system for the provisions of the tourism activities, including the establishment of the sale system, advertisement, arrangement of the services structure in accordance to the requirements, certification of the tourist complexes in regard to the world service level; development of the tourist infrastructure, provision of the necessary, information about the quality of environment and value of recreated resources. There is a need to conduct the environmental sanitation of the tourist complexes on the base of their privatization.
This article is rather informative about the ways of training those specialists who tomorrow will shape the environment of our life in cities, in nature. In fact, the article is to some extent a continuation of the series started in 2020 on the peculiarities of the training of architects in the field of landscape and tourist-recreational architecture at the Kiev University of Construction and Architecture. The complexity of the learning process in 2021-2022 for objective reasons has not decreased, but on the contrary forced to look for new specifics in the training itself and the formation of the worldview of future architects to justify the importance of objects they wished to do. The article presents examples of master's theses, which largely characterize the desires and visions of the graduates themselves. As can be seen from the subject of the work, the red line is a painful issue of ecology and social problems. The topics of the work are related to changes in the administrative-territorial structure, finding strategic ways to save the economy of small towns by attracting natural resources, solving complex recreational problems of large cities and local settlement systems.
The article considers the problems of the formation of the marine facade of the city of Odessa. Based on this, the world experience in the formation of marine facades of the most vibrant coastal cities was studied. It turned out that one of the features of the perception of the city is its panorama and silhouette, where the panorama is a view of the city, and the silhouette is a vertical outline designation of the city. In coastal cities, the formation of an artistic look takes place from the sea and the city, that is, the silhouette and panorama of the city are not only its individual visual feature, but also its hallmark in the field of tourism development. The most responsible and impressive should be the architectural appearance of the city from the sea. Panoramas with views of the building and water, bridges, natural landscape and coastal architectural ensembles open along the water areas. Thus, the coastal territories of the city of Odessa were analyzed in terms of the silhouette of the city from the sea. As a result, it is clear that the silhouette is monotonous and boring, its only feature is port facilities, and the visual perception of Odessa from the sea is not noticeable and cannot compete with other coastal cities of the world, which helps to pay special attention to its coastal territories. To determine the basic principles of the formation of the marine facade of the city of Odessa, the scientific work of Odessa scientists, as well as options for experimental design, were considered. The considered project proposals were based on the creation of a unique marine silhouette of the city of Odessa, as well as the development of tourist and recreational functions on the lands of the water fund. Despite interesting decisions, this entails enormous economic costs and foreign investment. Therefore, the creation of an architectural and compositional solution to the marine facade of the city is possible due to undeveloped coastal recreational zones and depressed economic territories, which is economically beneficial and relevant. Based on the principles that must be taken into account when designing on the coast, it can be concluded that coastal territories can become the dominant objects at the heart of the silhouette of the city. Economic territories that are located far from the coastal zone can be background highrise objects when forming the panorama of Odessa.
