Long-term forecasting of socio-economic processes is the basis for ensuring regional security. In a crisis, the mechanisms of a market economy are always aimed at constant reforming of economic science in order to ensure the ecological balance and responsible resource consumption. The foresight method as a long-term forecasting, carried out to build routes for future development, is becoming one of the most relevant in developed market economies countries. Foresight of the future and the application of methods for changing it at the world, macro and micro levels determine the search for solutions by the authorities in the development of socio-economic policy that does not violate the ecological balance. It is clear that the constant change of paradigms in the ecological and socio-economic course of the real life of society significantly complicates the foresight processes at the macro and micro levels, causing the transformation of already established plans, programs, projects of environmental and socio-economic policy. The economic crisis at the beginning of 21st century, which lasts for the second decade, was complicated by the conditions of a pandemic, the forced measures of which are to slow down the processes of production and consumption. At present, using of foresight system is aimed at achieving achievements that are subordinate to national goals, which it is advisable to confirm with the apparatus of mathematical models and system analysis in substantiating the methodological foundations of the ecological balance.
This article discusses the possibilities of grape growing and wine production industry in the Volgograd region development to increase the tourist attractiveness of the region. The article describes the soil and climate, historical, agricultural and technological and social and economic prerequisites for development of this branch. It was suggested to use the cluster approach, joining efforts of grape growers and wine producers, as well as scientific and educational, tourist and hospitability enterprises of the Volgograd region for rendering tourist and recreation services for the local residents, Russian and foreign guests of the city within the educational and production project of the Volgograd state agricultural university “Innovative village “Gornaya Polyana”. The originality of suggestions is that the “Gornaya Polyana” is the unique educational, scientific and production center that not only provides the tourists with information on history, local traditions, technology and culture of alcohol drinking, but also suggests them tasting different varieties of grape and wine, working on vinelands, participating in wine festivals and thematic festivals; visiting and taking part in special exhibitions and meetings, workshop sessions and educational programs, joining the abilities of agricultural, wine, gastronomical, ethnographic, educational events and business tourism. The project suggests creating of the recreation and service areas such as: park area, pond, bath house at the water basin shore, recreation services, including the wine therapy and wine cosmetology; production and workshops, including wine production, willow weaving; leisure activities and services, accommodation means and other.The results of investigation should be used for solving the social and economic problems in the region due to development of non-agricultural activities at the rural area, such as: wine, gastronomical and ethnographical tourism.
The article discusses the formation of rural hospitality in the Russian Federation. We describe the deep cultural, historical and spiritual roots of the phenomenon of hospitality in different ethnic groups living in our country. Proceeding from the need to find appropriate directions of rural hospitality formation, the article introduces a number of tasks that contribute to the successful solution of given problems. The article discloses the concept of "rural hospitality" in activity and spiritual aspects, characterizes motivation of rural hospitality consumers and reveals those qualities, which the owners of rural estates should have. The legal and socio-economic basics for the formation of hospitality spheres are analyzed. Terminological apparatus of GOST R 56641-2015 "Small funds accommodation services. Rural guest houses. General requirements” is carefully considered. The article highlights the important role of rural tourism in addressing a number of issues of rural areas sustainable development, such as the conservation of small settlements, the development of additional employment, increasing incomes, strengthening of youth in rural areas. The authors present own opinion on the structure and the essential characteristics of the product "rural hospitality" that includes a number of levels, each of which is the object of improving to create optimal tourist product. A systematic interpretation of the substantive descriptions of "rural hospitality service" category is suggested. The strategic directions of state policy in hospitality sphere are outlined, which is associated with the relief of the tax burden for the rural guest houses, development of infrastructure in rural areas, competent information support for the promotion of rural hospitality products in the domestic and international tourist market, the improvement of service quality in rural tourism, on the basis of staff training, development and implementation of service standards.
