Purpose The purpose of this paper is to study the factors which facilitate the increase of effectiveness of university education and determination of perspectives of their management for provision of maximization of effectiveness of university education by the example of modern Russia. Design/methodology/approach The authors define the notion and sense of effectiveness of university education under the conditions of market economy, conduct theoretical review, classify factors which facilitate the increase of effectiveness of university education, and conduct regression and correlation analyses of influence of various factors on effectiveness of university education. Findings As a result of the research, the authors come to the conclusion that the volume of financing of science is not a factor of efficiency of scientific activities of Russian universities; the most important factors of effectiveness of university education are the number of universities and quantity of academic staff. Perspectives of provision of maximization of university education effectiveness in modern Russia are related to management of human capital – academic staff of universities – and finding a balance of quantitative growth and increase of quality of university education. Practical implications Practical significance of the conducted research consists in the fact that its results could be used during development and conduct of the state policy for the management of effectiveness of the system of university education in modern Russia. Originality/value The research has high theoretical significance, as it contributes to the development of the concept of effectiveness and understanding of foundations of management of the system of university education under the conditions of market economy.
It is grounded in the article that it is necessary to form a new fiscal policy paradigm and it is preconditioned by its orientation to provide economic growth and country's national security. The change of the geopolitical situation, slow down of the global growth pace, decrease of the global demand on the traditional commodities require to work out the interconnected set of measures, based on the creation of conditions for the Russian economy to transit to a new technological structure, for Russia to be among the leading countries in terms of gross domestic product and to oppose the impact of external and internal threats successfully. The objective of this work is to research the strategic directions of the Russian financial security aimed at analysis and indicative forecasting of a wide range of factors determining the financial and banking system stability, preserving its integrity and unity, overcoming Russia's internal and external threats in the financial sphere. To meet this objective the following tasks are set: to reveal the fundamentals and economic content of financial security; to structure the most important aspects of the financial security strategy; to identify specific features of budgetary security as a key component of financial security and determine fiscal consolidation priorities; to disclose methodological approaches to the formation of a financial security indicators system. The article draws conclusions about the need for an integrated approach to the financial security strategy formation that stimulates economic growth, improves the quality of public administration, the banking and financial system stability, human potential development.

Aim. To study the prevalence of arterial hypertension (AH) in the population of Kyrgyz small towns and countryside and to analyse ethnic features of AH.Material and methods. This cross-sectional epidemiologic study was performed as a part of the international study INTEREPID. A random sample of small town and countryside residents included 1774 people. The examination included a questionnaire survey, measurement of blood pressure, height, weight, and waist circumference, and laboratory tests. AH prevalence was age-standardised.Results. In Kyrgyz small town and countryside residents aged 18–65 years, the prevalence of AH was 44% (33,2% in men and 46,7% in women). Among Kyrgyz participants, AH prevalence was significantly lower than in their Russian peers (36,8% vs. 46,2%, respectively). This difference was observed in women, while men did not demonstrate any marked ethnic differences in AH prevalence.Conclusion. The results obtained suggest that AH prevalence in the Kyrgyz Republic is high (with a 40–50% increase over the past 20 years) and is characterised by marked gender and ethnic differences. Further research is required to identify whether race/ethnic group could be a risk factor for AH development.
The article proves that state programs turn to be the basic tool for increasing the effectiveness of budget expenditures within the framework of program-targeted budget planning and forecasting framework. Obligatory conditions for openness, departmentalism, and effectiveness of state programs implementation correspond to the need to ensure the transparency of budget procedures and openness of authorities' activities. The article is aimed at studying the conceptual approaches of executive bodies in ensuring the effective management of state programs including disclosure of the specifics of the development of state programs, increasing their effectiveness and monitoring the use of budgetary funds on the basis of finding a balance between the increasingly complicated tasks of the state budget policy and the established budgetary opportunities. To achieve the goal, the following objectives are set: revealing methodological approaches to the formation of state programs; suggesting ways to improve the evaluation of state programs effectiveness at all stages of the budget process on the basis of the system of indicators; outlining the prospects for planning and financing state programs. The article suggests conclusions on the improving the quality of management and control of state programs as an obligatory condition for effective and responsible management of budgetary funds.
