In conditions of modern state-building and law-making caused by significant changes in positive law, arises the necessity of developing a new understanding of the doctrine of administrative law. This understanding should be based on the methodological pluralism, present the doctrine as a complex, multidimensional system phenomenon that denotes a set of legal scientific judgments about administrative legal framework. The above outlines the purpose of this study. The main method of scientific work is the method of legal analysis, the use of which allowed, in the context of a holistic presentation of knowledge about the doctrine of administrative law, to determine its concept, structure, system by analysing the consequences of: a) the philosophy of law, b) the theory of law, c) the history of law; d) the administrative law. The focus is on the methodological significance of philosophical, theoretical positions, connections with the general legal doctrine in the mutual perception of research achievements; delimitation of administrative law with other branches; ensuring the consideration of administrative legislation in the statutory material of other branches of law (and vice versa); identification of the identity or differences in the genesis of legal phenomena, etc. It is proved that the phenomenon "doctrine of administrative law" constitutes a system described by: 1. Unity in relation to the environment (integrity) and diversity of relations with it; 2. Its structure, the presence of relatively independent components in its system; 3. The presence of determinant features of "doctrine" as an entity, which constitute the result of the interaction of its components; 4. The presence of contradictions within the system that are the driving force of self-development of the system; 5. Historicity, the presence of over-time development, the "historical basis" and the experience of the past. The definition of the doctrine of administrative law is offered. The practical significance of the research results is that the theoretical provisions and conclusions can form the basis for further research on the doctrine of administrative law and its issues

The object is public relations that are directly related to the settlement of the principles of "external" activity of public servants. The subject is the anti-corruption standards of legal regulation of "external" activities of public officials. Research methodology is shaped by both general scientific and special methods of scientific research. The basic is dialectical analysis, semantic, comparative-legal, logical-legal, modeling, forecasting are also used. The following conclusion can be made. Anti-corruption standardization of legal regulation of "external" activities of public servants helps to systematize, unify the principles of such regulation, and increase the efficiency of enforcement. It is advisable: a) awareness of the importance of "external" activities of public servants for the latter (their personal growth, personal realization), and for the public service as a whole (including the formation and improvement of the quality of human resources), consolidation of official norms-definition of the "external activity of public servants" as any activity of the latter out of office regardless of place, time, form, payment; b) introduction of a "mixed" model of legal regulation of "external" activity of public servants, with a combination of prohibition (business in all manifestations) and restrictions (with clear definition of criteria); c) unification of the principles of regulation of "external" activity of public employees and their concentration in the "basic" anti-corruption legislative act, alignment with the provisions of the legislation on public service; d) harmonization of the provisions on "external" activities of public servants with the legislation on declaring the income received from any sources outside the place of public service; e) to introduce the notification of the direct supervisor at the place of public service about "external" activity; f) the introduction of relevant, unlawful acts committed in connection with violations of the law on "external" activity by public officials, sanctions (penal or personal property).

Globalization processes do not ignore any sphere of human life. They did not miss the field of sports. As a result, the problem of corruption, which used to be unequally prevalent in every national jurisdiction, is beginning to threaten the integrity of sport at the global level. Therefore, legal science has a task to determine the legal algorithms for combating sports corruption both within the country and in the international arena. The study aims to establish legal mechanisms to combat corruption in sports at both national and international levels. The object of research is public relations in the field of sports law. The subject of the study is public relations in the field of sports law, which have developed concerning methods and means of combating sports corruption. The research methods were philosophical, general scientific, and special scientific methods such as dialectical, system-structural, comparative-legal, and formal-legal methods. As a result of the work, a description of the state of research of the problem was given, the main approaches to defining the concept of sports corruption and match-fixing were analyzed, the legal framework (international and national) was characterized, specific examples of corruption offenses and their solution in sports were given. Resumen. Los procesos de globalización no ignoran ningún ámbito de la vida humana. No faltaron al campo de los deportes. Como resultado, el problema de la corrupción, que solía prevalecer de manera desigual en todas las jurisdicciones nacionales, está comenzando a amenazar la integridad del deporte a nivel mundial. Por lo tanto, la ciencia jurídica tiene la tarea de determinar los algoritmos legales para combatir la corrupción deportiva tanto en el país como en el ámbito internacional. El estudio tiene como objetivo establecer mecanismos legales para combatir la corrupción en el deporte tanto a nivel nacional como internacional. El objeto de investigación son las relaciones públicas en el ámbito del derecho deportivo. El tema del estudio son las relaciones públicas en el campo del derecho deportivo, que se han desarrollado sobre métodos y medios para combatir la corrupción deportiva. Los métodos de investigación fueron filosóficos, científicos generales y métodos científicos especiales, como los métodos dialéctico, estructural de sistema, legal comparativo y legal formal. Como resultado del trabajo se dio una descripción del estado de investigación del problema, se analizaron los principales enfoques para definir el concepto de corrupción deportiva y partidos contractuales, se caracterizó el marco legal (internacional y nacional), ejemplos específicos de Se dieron a conocer los delitos de corrupción y su solución en el deporte.

Agriculture, as one of the most important sectors of the economy, needs constant improvement at the legislative level. Its importance lies in providing the population with provisions and obtaining raw materials for industry. States are trying to create a mechanism for regulating agricultural relations that would be in line with international principles and efficient. One such mechanism is the introduction of the institution of public-private partnership. The experience of foreign countries allows to maintain the state of legislative support at a high level and, accordingly, the effective implementation of its norms at a high level for the implementation of state social policy. The work aims to analyze the international experience of public-private partnerships in agriculture. During the research, the authors used such methods as a method of analysis of normative documents, comparative legal method, and formal-legal method. As a result of the study, the international experience of public-private partnership (in general) and in the field of agriculture (in particular) was examined. The historical stages of formation and improvement of this institute are studied. The advantages and disadvantages of public-private partnership and possible ways to improve it are studied.

Creation of the new court jurisdiction in Ukraine represented by administrative procedure gave rise to the relevant areas of scientific research, many of which are concerned with its legal identification and correlation with long-established legal categories. The analysis shows that differences in jurists’ opinions are an indication of the pressing scientific issue, addressing which will stimulate ongoing comprehension of the essential characteristics of the judicial appeal against acts and omissions by public authorities. Accordingly, the aim of this research is to carry out the legal identification of administrative procedure by showing its relation to the subject of administrative law and administrative proceeding. This has been done by examining the opinions of administrative law scholars on interpretation and correlation of such concepts as administrative procedure, subject of administrative law, administrative proceeding as well as their views on the norms of the Code of Administrative Procedure of Ukraine and provisions of other norms and regulations. It has been emphasized that renovation of the Ukrainian administrative law and formation of its modern paradigm are inextricably linked with the number of factors which include theoretical and practical findings in the sphere of administrative procedure, efficiency of the scientific support for the reforms of the administrative and legal institutions, establishing the patterns of their reformation, legal review of the actions being taken, as well as providing legal grounding for political and philosophical developments, along with generating legislative and organizational initiatives. This research also argues that administrative procedure is a fundamental component of the subject matter of administrative law and an integral part of the administrative proceeding. As a result of this, the authors conclude that administrative procedure, being of administrative and legal nature, constitutes the part of the subject matter of administrative law and administrative proceeding. It is therefore proposed that administrative proceeding be defined as an umbrella term for the regulatory activities of public administration in relation to exercising their authority.
