The background of this research is the low performance of the Office of Women's Empowerment, Child Protection and Community Empowerment (P3PAD) Medan City. This study aims to analyze and understand the effect of policy implementation, HR competence, and community empowerment on the performance of the Medan City P3APD office either partially or jointly. This research focuses on the variables of Policy Implementation, HR Competence, Community Empowerment and Performance. This research method is a quantitative approach method, data collection techniques using documentation techniques, questionnaires, and literature study. This research data collection tool is a questionnaire based on the Likert scale, observation, interviews. The data analysis technique in this research is validity test, F test and t test. The sampling technique in this study was proportionate stratified random sampling. The results of this study prove that Policy Implementation has an effect of 83.6%, HR Competence has an effect of 99.9%, Community Participation has an effect of 91.3%, Policy Implementation, HR Competence and Community Empowerment together have an effect of 99.9%. on the Performance of the Office of Women's Empowerment, Child Protection and Community Empowerment (P3PAD) Medan City. As a recommendation for the results of this study, namely: (1) carry out monitoring and evaluation of local regulations related to DP3APM agencies so that it describes the financing of work programs supported by the e-budgeting system, e-money for community empowerment in Medan City, etc., (2) increasing cooperation between multi stakeholders in the city Medan in increasing the competence of human resources through increasing knowledge based on science and technology and IMTAQ, (3) The regional government is expected to involve stakeholders in the health sector in order to increase the effectiveness of the community empowerment program in Medan City through socialization efforts, ToT, training and workshops so that occupational health and safety are in empowerment programs. Medan city community is more secure.
The objective of this study is to analyze the influence of leadership commitment, health facilities, human resources quality and community participation on the performance of health services at the Community Health Service Centre (locally called Puskemas) in Bogor regency, Indonesia. This study used quantitative method, namely, multiple regression analysis. The number of sample collected by using Slovin Formula was 350 respondents. The instrument to collect the data was by using questionnaires. The study found that leadership commitment, health facilities, and human resources quality have significant influenced partially on the performance of health services at the Community Health Service Center in Bogor Regency, Indonesia. Of these four variables, it was found that health facilities and the leadership commitment were found to have positive influence on the performance of health services at the Community Health Service Center in Bogor Regency. This suggests that serious attention to improve leadership commitment and health facilities in the community health services center in Bogor Regency is a must. If not, the performance of health services at the Community Health Services Center will not be effective. Thus, much remain to be done by the regional government as well as by the central government of Indonesia.
The roles of the government, business actors and the community are very important in improving the effectiveness of development of tourism. This study has two objectives. First, to analyse determinant factors of the effectiveness of development of tourism potentialss. Second, to formulate tourism development model. The location of this study is in Sarolangun Regency, Jambi, Indonesia. The methods used to examine the objectives of the study were both quantitative and qualitative approaches. The data was collected by using questionnaires. The number of sample collected was 100 people. In addition to that, field observation, interviews, and focus group discussion with the relevant stakeholders were undertaken to support the quantitative method. The results showed that determinant factors of the effectiveness of tourism development in Sarolangun Regency are the policy implementation, investment and business actors. These factors determined significantly the effectiveness of development of tourism potentials partially as well as jointly. The joint effects of these three independent variables on the effectiveness of development of tourism potentials in Sarolangun were found to be 57 percent. To realize the tourism development model works, the study suggests as follows. First, it is important to restructure regional tourism organization in this regency by involving the participation of the governments at the regency, provincial and national levels, business actors, and community at large. Second, it is important to improve the public transportation coverage, communication networks and road access from and to tourist destinations. Third, it is important to provide supporting facilities including souvenir shops, restaurants, homestays, parking space, and other tourist attractions in each destination. Finally, better training toward tourism human resources is a must including tour guides and communities around tourist destination as well.
This study aims at examining the influences of leadership style, competence, and work discipline on the performance of State officials or briefly called ASN in the Agency of Investment and One-stop Service in East Halmahera Regency, Indonesia. The method to collect the data is by distributing the questionnaire to 100 samples of respondents. This data was analyzed by employing the multiple regression method. The results showed that there are positive and significant influences of leadership style, competence, and work discipline partially and jointly on the performance of ASN in the Agency of Investment and Onestop Service in East Halmahera Regency, Indonesia. Therefore, it is suggested that the local government of East Halmahera needs to give serious attention to these three variables to improve the performance of ASN who work in the Agency of Investment and One-stop Service. However, the caveat applies.
The phenomenon used as the object of research is the empowerment of the hinterland community in Batam City. The objectives of the research are (1) to analyze of the influence of the policy implementation of change statute village toward the empowerment of hinterland community; (2) to analyze of the influence of village leadership master hinterland toward the empowerment of community; (3) to analyze of the influence of the policy implementation of change statute village leadership and village master together toward the empowerment of hinterland community; (4) Obtain a new concept from the discussion of influence of the policy implementation of change statute village toward the empowerment of hinterland community; (5) Obtain a new concept from the influence of the village master leadership toward the empowerment of hinterland community. The research used quantitative research approach; A sample of 220 respondents taken from a population of 1574 people using SEM sample size; Data collection using literature study, interview and observation techniques; Data analysis using SEM Analysis and Regression Analysis. The Conclusions are the following: The amount of influence of the policy implementation of change statute village toward the empowerment of community hinterland Reaches 0.65, is determined by the content of policy andcontext of Implementation. The amount of influence of village master leadership toward the empowerment of community Reaches 0:54 hinterland, is determined bypersonality, Role, organization, task, values, and setting. Therefore, influence ofthe policy implementation of change statute village leadership and village master together toward the empowerment of hinterland community. New Concept derived from the discussion of influence of the policy implementation of change statute village toward the empowerment of hinterland community is the new concept I about the context of implementation of basic government policy. New Concept derived from the discussion of influence of the village master leadership toward the empowerment of community hinterland II is the new concept about leadership behavior bureaucracy setting.
