Increasing competitiveness between regions is an important agenda in realizing the welfare of the community. The development of regional innovation system (SIDa) is one of the main strategies in the national innovation system that accommodates the interaction process between components of innovation system strengthening. The purposes of this study are to measure and describe the condition of policy implementation also the conditions of development achievements of institutional development networking and resources. This research chose Blora Regency as the target that has done SIDa development policy. Method that used in this research is analysis qualitative and quantitative. The type of this research is qualitative descriptive of SIDa strengthening implementation in Blora regency from 2012 until 2015. This research yields description of SIDa strengthening condition in research location covering policy scope and arrangement of SIDa elements. SIDa's strengthening condition at the policy level in Blora Regency has only reached NPS of 6.9 and is in the middle category. If seen from the level of implementation of SIDa policy, the Government of Kabupaten Blora recently submitted the draft Regulation of Blora Regent on SIDa. Judging from the achievement of institutional arrangement, networking, and resource of SIDa of Blora Regency is 6,6 for institute, 6,5 for networking, and 5,6 resource. Based on the results of this study, the recommendations that need to be done are continiu the SIDa strengthening agenda and synchronizing innovation development with various existing programming and development agenda, conducting consistent and sustainable main and thematic development.
For several years the Government of Indonesia has been initiating the growth of Village-Owned Enterprises (BUMDes), economic institutions that manage the village’s economic resources. The Central Java Provincial Government also provides incentives to establish BUMDes in most villages in Central Java. During the COVID-19 pandemic, some rural communities were affected, and the village economy stagnated. BUMDes is one of the village economic institutions that is expected to be able to drive the village economy in the era of the COVID-19 pandemic. This study aims to analyze the potential of BUMDes as a solution to handling the impact of the COVID-19 pandemic in rural areas, especially from an economic aspect in Centra Java. This type of research is descriptive with the main qualitative approach assisted by quantitative (mixed method). The research technique used was a survey involving 337 villages. Respondents came from elements of village officials and BUMDes managers. The instrument used was through online media (google form). Data analysis used descriptive statistical techniques in the form of means and percentages. The conclusion of this study shows that BUMDes has the potential to play a role in economic recovery, but this function is not yet optimal. because the business sector managed by BUMDes is not based on the village’s superior potential, as well as the lack of a business development concept, weak human resource and capital capacity, and lack of cooperation.
Data Kementerian Kesehatan RI per April 2019 menunjukkan bahwa Provinsi Jawa Tengah merupakan salahsatu provinsi yang memiliki jumlah kasus baru kusta sebanyak 1.445 atau 8,49 persen dari total jumlah kasus di Indonesia. RSUD Kelet sebagai salahsatu RS rujukan pasien kusta perlu meningkatkan kualitas layanan terhadap pasien kusta walaupun sudah beralih menjadi RSUD. Oleh sebab itu, perlu dilakukan penelitian mengenai konsekuensi penyebaran penyakit kusta terhadap pelayanan pasien kusta di Provinsi Jawa Tengah dan bagaimana kualitas pelayanan kepada pasien kusta dan umum, serta bagaimana strategi RSUD Kelet dalam meningkatkan kualitas pelayanan pasien. Metode penelitian yang digunakan adalah kualitatif deskriptif, dengan metode pengumpulan data melalui telaah dokumen, observasi, FGD dan wawancara mendalam. Lokasi penelitian ini di RSUD Kelet Kabupaten Jepara dan beberapa kabupaten/kota yang terdeteksi kasus kusta (Kabupaten Blora, Brebes, Kota Pekalongan, dll). Hasil penelitian menunjukkan dampak penyebaran penyakit kusta terhadap pelayanan pasien kusta di Jawa Tengah saat ini menyebabkan layanan penderita kusta di faskes belum optimal karena sistem rujukan yang berjenjang, akses ke RS rujukan terlalu jauh, tata laksana dan perawatan untuk pasien kusta di faskes masih kurang memadai dan stigma negatif dari masyarakat. Perubahan status RS khusus kusta menjadi RSUD Kelet terhadap pelayanan kusta tidak memberikan dampak negatif namun malah mampu menjadi supporting system bagi pelayanan penderita kusta serta mampu memberikan dampak positif peningkatan pendapatan RSUD Kelet. Strategi pengembangan ke depan yaitu ingin mengembangkan RSUD Kelet sebagai center of excellent, RS pusat penelitian kanker dan RS kusta berbasis penelitian serta mengintegrasikan antara kesehatan, lingkungan dan wisata dengan pengembangan kawasan sekitar RSUD Kelet Jepara.
Proporsi penerimaan Pendapatan Asli Daerah (PAD) Provinsi Jawa Tengah masih didominasi pajak daerah, yakni sebesar 83,36%. Sedangkan penerimaan bukan pajak sebesar 16,64% yang berasal dari lain-lain PAD yang sah (12,81%), hasil pengelolaan kekayaan lainnya (2,94%) dan retribusi (0,87%). Mempertimbangkan pentingnya peningkatan pendapatan daerah Provinsi Jawa Tengah dari sumber non pajak maka perlu dikembangkan penerimaan yang bersumber dari pendapatan lain-lain yang sah seperti pemanfaatan aset daerah. Pada tahun 2015 konstribusi penerimaan lain-lain yang sah dari hasil pemanfaatan aset daerah relatif kecil yaitu kurang dari 1 %, sedangkan potensinya dinilai cukup memiliki prospek untuk dapat ditingkatkan. Maka perlu disusun langkah kebijakan guna meningkatkan pemanfaatan aset daerah. Tujuan penelitian ini adalah mengidentifikasi strategi pemberdayaan aset daerah Provinsi Jawa Tengah dan mengidentifikasi peluang alternatif pembiayaan investasi pemberdayaan aset daerah. Penelitian ini merupakan penelitian deskriptif kualitatif dengan teknik pengambilan data menggunakan wawancara mendalam, Focus Group Discussion dan dokumentasi. Hasil penelitian menunjukkan bahwa berdasarkan kondisinya aset Provinsi Jawa Tengah dapat dikelompokkan menjadi aset potensial dan aset kurang potensial. Aset kurang potensial memerlukan perbaikan dalam hal sumber daya manusia; manajemen anggaran; dukungan stakeholder (BPN, dunia usaha, Pemda, Development finance, dll); dan deregulasi. Dalam pemberdayaan aset Provinsi Jawa Tengah diperlukan penyempurnaan manajemen aset, dan penerapan strategi pemberdayaan aset dengan cara: (a).Melibatkan pihak ketiga sehingga dapat mengurangi/menghilangkan biaya pemeliharaan aset dan sekaligus meningkatkan pendapatan daerah; (b). Menjalin kerjasama pengelolaan aset. Dalam penerapan strategi pemberdayaan aset perlu menggunakan instrumen yang obyektif. Kesimpulan diperlukan kemampuan mewirausahakan birokrasi di kalangan pejabat dan pegawai yang mengelola aset-aset daerah, sehingga pengelolaan aset-aset daerah dapat dilakukan secara kreatif dan inovatif, serta mampu beradaptasi dengan perkembangan lingkungan yang dinamis. Untuk meningkatkan pendapatan asli daerah (PAD) dari kontribusi aset daerah, maka perlu dibentuk Tim/Satgas validasi dan pemberdayaan aset.
During the last two decades, Indonesia has experienced rapid economic progress and a reduction in poverty rates. On the other hand, the impact of economic growth causes many problems to the environment. Therefore, the Central Government developed the concept of low-carbon development. Low Carbon Development is a new development platform that aims to sustain economic and social growth through low greenhouse gas (GHG) emission development activities and minimize natural resource exploitation. This study aims to determine what extent the regulation readiness of Central Java Province on supporting low carbon development. The approach used in this research is descriptive qualitative. Three administrative regions (Semarang City, Sukoharjo Regency, and Cilacap Regency) were empirical observation areas. FGDs were carried out in the three regions to explore various information on programs related to LCD readiness and its implementation. The results indicate that local governments already have regulations and policies that support low-carbon development. However, they still often encounter many problems, such as limited authority and resources of local government, the dualism of interest, policy implementation was still in the planning stage, and there is no synergy between regional agencies.
