Through the Food Self-Reliance Village Program, with the expectation that village communities are able to produce and fulfill the required food products supported by elements of natural resources, human resources, institutions, capital, facilities and infrastructure, so as to reduce the risk of food insecurity. However, in the implementation there were still many obstacles, such as the training provided that did not cover the needs of all clusters, the absence of permanent business partners for the marketing of production and processed products, the inadequacy of the assisting team and the socialization carried out by the Serang District's Food and Fisheries Department. Food and Fisheries Security Office of Serang has not been done thoroughly. By using the theory of Duncan (in Steers, 2012: 53) with 3 (three) indicators, consist of the achievement of objectives, integrity and adaptation and quantitative method with 104 respondents, the results showed the effectiveness of the program reached 64 percent. Recommendations of this research are to assist farmers in each cluster, namely cultivation, processing and marketing, delivery of maximum program socialization and monitoring and evaluation of the program.
