This study aims to analyze the factors influencing unemployment and determine the role of stakeholders in reducing unemployment in Central Java Province, Indonesia. Data encompasses 35 regencies and municipalities of the Central Province from 2007 to 2020, with the total sample being 490. The employed sequential mixed method includes two analytical tools, namely panel data and vector regression with mactor software; the latter is used to examine the convergence among actors. Six main actors in reducing unemployment are identified, namely Regional Development Planning Agency (Badan Perencanaan Pembangunan Daerah/Bappeda), Department of Labor, Department of Education, community leaders; job training center, and Indonesian Chamber of Commerce (Kamar Dagang dan Industri Indonesia/Kadin). The results of the first analysis show that the variables of economic growth, Human Development Index (HDI) and school enrollment have negative and significant effect on unemployment. The results of convergence analysis highlight the importance of the Department of Labor in linking the supply and demand sides of labor in Central Java.
The research aims to analyze the governance of economic philosophy by analyzing the relationship between the economic constitution and the philosophical-ideological reflection of Pancasila in critical argumentation. Economic globalization requires countries to adapt. In practice, the adaptation process can lead to the manifestation of personal and group interests, even if it is not in accordance with the economic needs of the people (Èernius, 2012). The anticipation is that the government will emphasize the position of Pancasila as the main catalyst in the economic constitution. The study was conducted using a normative juridical approach with selected sources of legal information utilized. The analysis technique was conducted using a qualitative design. The results of the study found that the economic constitution has a relationship with philosophical reflections in the form of the basic philosophy of Indonesia’s economic development and conformity with the ideological reflection of Pancasila as the state ideology (Sinaga & Putri, 2021). Moreover, the economic constitution as a philosophical-ideological reflection of Pancasila is realized through the conception of an economic constitution with a religious perspective, an economic constitution reflecting the national identity, a people-based economic constitution, and an economic constitution aimed at improving welfare
The implementation of the gross split scheme in the upstream oil and gas business by revenue sharing contract is a new phase concerning the existence, especially for regional governments related to the insertion of regional assets. The participation of <em>BUMD</em> in the oil and gas management where the <em>BUMD</em> is located is prominent, in the context of increasing revenue and boosting the regional economy. The involvement of <em>BUMD</em> in oil and gas management is mainly related to the gross split mechanism. There are several problems, among others, related to the problematic management of <em>BUMD</em> whose business activities support the upstream oil and gas business to increase local revenue and how to implement the revitalization of <em>BUMD</em> governance that supports the upstream oil and gas business. This article is the result of empirical legal research by using a conceptual approach. Research techniques and data collection using primary and secondary material by analyzing the data through text interpretation (hermeneutics) and the logic of deduction. Based on the research on the revitalization of BUMD governance in the upstream oil and gas business that uses a gross split mechanism, there are several problems in its management, including overlapping sectoral arrangements regarding <em>BUMD</em> between one regulation with other regulations, management issues, human resources issue, supervision and guidance of <em>BUMD</em>, and restructuring of <em>BUMD</em>.
