This article discusses the contradictions that emerge in global digital communication in a democracy and cultural diversity. The purpose of the study is to determine the dependence of a person’s goals on his \ her values in the dialogue of cultures and ways to solve the contradictions of intercultural communication. The social system does not only respond to the rapidly occurring social changes, but also respond to making political decisions. Russian scientist S.P. Kurdyumov expressed the idea that there are rules of the ban, the laws that limit the development. ’Safety Culture’ can be considered as the preservation and development of the ideals, values, norms and traditions of the individual, the family and society, social institutions and network. This study considers ’Safety Culture’ as value foundation for the digital society. This should be at the heart of every management decision referring to the digital future of our planet. A safety culture based on knowledge and observance of the ’prohibition rules’, the rules of behavior of people in global network communications will ensure the integrity of the world. The research is contingent on the interim results received by the Russian Chamber of accounts for strategic audit of national projects. Most experts have outlined the problem of achieving quantitative and qualitative indicators of national projects, and, as a result, the planned results of the country development. The author educes the reasons for the current problem in project management as follows: (1) the contradiction of the method and the tasks set; (2) the lack of mechanisms for implementing national projects in their relationship with Federal and regional projects. Besides, the author adds to this list (3) the issues of the social consequences of the project activities initiated by the public authorities in 2005-2009 and 2018-2020, such as the exclusion of the population from the implementation of projects. The author clarifies that the mobilization of public energy to achieve the planned socially significant results of the development of Russian society is only possible if the content of the projects corresponds to the values of the population towards the future. Based on empirical data, the author demonstrates the sensitivity of various social groups (supporters, opponents, medial group) to the actions / inaction of the authorities to solve the problems of society’s life. The article shows that purposeful problematization of certain areas of state policy leads to the formation of a new social group, which includes representatives of three groups at the same time. It proves that the organization of communication in the project activity of the public authorities, its forms and means are mediated by the characteristic of the medial group.
The digital transformation of the structural components of the state system forms new socio-organizational forms and practices of political interaction. The transformation process is based on the dialectical overcoming of existing elements of the old order, the development of new goals and the formation of new specific ways to achieve them. As a result of the digital transformation of the structural components of the state system, new socio-organizational forms and practices of political interaction are being formed. Before our eyes, the transition of initially networked social formations into political offline processes is unfolding, new power resources and mechanisms of influence on the political organization as a whole are emerging in society. These processes relate to social self-organization and are characteristic of the adaptive algorithm of social changes. At the same time, changes in system parameters do not violate the contours of the existing state system. However, in the conditions of deliberate stimulation by the authorities of the digital transformation of all spheres of society’s life, the limited ability of the political system and the state to ensure the manageability of social and political processes is more clearly manifested.The article considers the process of deformation of the state system caused by the digitalization of public relations, analyses changes in theoretical models of explaining social reality and related changes in the organization of the political system and political practices.The multi-component nature of the impact of the global ICT paradigm on the sphere of public administration of a particular state is noted. In the era of the diversity of broadcast information, the dominance of the mass media and social networks, the public becomes a mass / crowd and an object of manipulation. The impact of information and communication technologies on the functioning of society is manifested in maintaining the gap between formal and informal institutions, intensive introduction of innovations, launching new mechanisms of social inequality, and the like, as a result, the integrity of the social system is violated. The risk of loss of manageability of social processes increases due to the fact that the recommendations for authorities on digital transformation, as well as most scientific publications on the topic of digitalization of public administration do not contain a critical assessment of the ICT paradigm itself and the concepts, concepts and practices formed on its basis.
The author of this article relies on the premise that strategic management is the highest function of any government, with it being implemented by government bodies through a system of government strategic planning, as well as a specific type of administrative activity – developing and executing strategies, as well as national projects and programs. In essence strategies are normatively burdened formalized priorities, goals and tasks associated with the development of Russia and its regions in the long term. These strategies are meant to be an effective means of implementing relevant government policy, to serve as a source of compromise for society and to ensure purposeful action when it comes to a multitude of social subjects cooperating with each other in order to attain the results in mind. You can tell that there is a problem in organizing government strategic management by the fact that we are dealing with a constant increase in territorial disproportions in the socio-economic, socio-cultural development of Russia’s cities and regions, as well as the population’s indifference towards strategies, federal and regional projects. Among the factors which limit government bodies’ capacity to execute plans for social development is a multitude of various systems of social management in place on a regional and municipal level which do not allow for implementing linear correlations when it comes to administration. Furthermore, internal determination is a factor in developing territorially localized communities, which is when the behavior of any given social group is defined not so much by external factors or administrative pressure, but rather by the actual nature of internal relationships, by recollection of past situations, rules of cooperation for social subjects, life plans and life strategies of individuals and social groups. Solving the problem of organizing government strategic planning systems and ensuring control over the course of Russian society’s development is linked, in the author’s opinion, to revealing those social factors and phenomena which define how appropriate certain innovations are for any given local community, figure out whether the planned results are achievable on a regional level, and to choosing such methods of administrative pressure that the social group in question will be susceptible to. Based on the empirical data, the author of this article argues that there is a connection between the population’s attitude towards the system of government strategic management and a region’s level of development (according to Nikolai Lapin’s classification), while insisting that the differentiation of regions based on their level of modernization is vital information when it comes to differentiating structures and functions of government bodies in regards to strategic planning and choosing regulative mechanisms (from management and handling resources to normative-value and institutional management).
Socionomic professions refer to People to People occupations based on communication and interaction. Socionomic professions are distinguished by the peculiarities of the conditions, means, object, and product of labor. The study involved 3,500 healthcare professionals (including 1,320 doctors and 2,180 nurses) from 30 healthcare organizations in Moscow and Moscow region. As diagnostic techniques, we used I.D. Ladanov's methodolody "Level of organizational culture development", focused on revealing the level of organizational culture development in a healthcare institution, and a set of techniques for assessing the occupational health of healthcare professionals allowing us to determine the features of their psychological and emotional state, the level of self-esteem ("Psychological portrait of a healthcare professional"), stress resistance (Emotional stability questionnaire) and degree of satisfaction with work (methodology by N.V. Kalinina and M.I. Lukyanova). The study results showed the feasibility of developing and implementing targeted programs to establish and develop its organizational culture in each healthcare institution.
