Purpose. The purpose of the article is to identify the spatial features of the social-economic development of territorial communities in the context of administrative and financial decentralization. Methodology /approach. The method of system analysis is used in the work – to research the spheres of central-peripheral interactions at the level of territorial communities; method of comparative analysis – to identify trends in the formation and development of interactions between the center and the periphery in communities and the factors that determine them; abstract-logical method – for the formation of theoretical generalizations and formulation of conclusions from the research; method of graphic visualization, which allows providing a clear presentation of the results of the analysis; sociological survey of chairmen of local councils of territorial communities of Lviv region – to determine the state of development of central-peripheral interactions in their communities. The key role of territorial and systemic approaches to the analysis of core-peripheral interactions in territorial communities is emphasized, which made it expedient to form a research method based on taking into account the conditions for the development of a particular environment and existing spatial restrictions. Results. The article identifies the features of the formation of core-peripheral interactions in the territorial communities of rural areas. It is focused on the formation of derivative core-peripheral interactions that arise in the territorial communities created during the implementation of administrative-territorial reform. On the basis of a systematic and comprehensive analysis, the existing and hidden core-peripheral dependencies were identified and the features of the mutual influence of the centers of the united territorial communities of the rural areas of the Lviv region on the socio-economic development of the community territory were revealed. The problems and risks of the development of the territory of the community are substantiated in the context of the mutual influence of a derivative nature. Originality / scientific novelty. A scientific approach to the identification of central-peripheral interactions in territorial communities was developed, which allows identifying the spatial effects of social, economic, managerial interactions of the center and the periphery within the community. A scientific-and-methodological approach to the assessment of central-peripheral interactions was developed, which provides for the selection of community groups according to certain criteria (community type (urban / rural / urban), community composition, location in the region) and their diagnosis in areas: analysis of strategic documents of local council on the development of central-peripheral interactions in a community; analysis of the management structure of the local council, representation of peripheral communities, compliance of the composition and structure of the governing body with the goals of community development; analysis of budget support for infrastructure development; research of employment opportunities in the community. The application of the approach will reveal the patterns of formation of central-peripheral interactions at the level of territorial communities. Practical value / implications. The results of the study make it possible to have a more comprehensive assessment of the state of the formation of central-peripheral interactions in territorial communities, contribute to the identification of risks of social conflict between different groups in the community and to form recommendations for their activation. The results are recommended for consideration by local governments when preparing proposals for socio-economic development and ensuring the financial capacity of local communities.
Purpose. The purpose of the article is to study and substantiate the export potential of the livestock industry of Ukraine based on available resources and taking into account the productivity of fodder crops and farm animals. Methodology / approach. In the course of the conducted research, general scientific methods were used, in particular, a monographic one at a complex and comprehensive study of production and export potential of livestock products in Ukraine; the calculation-and-design method was used in determining the main options for exporting livestock products by their main types and choosing the best of them; the economic-and-mathematical method was used to optimize the export of livestock products according to the selected criteria of finding the maximum value, taking into account the established technological and market variables. Results. The article investigates and substantiates the export potential of the livestock industry of Ukraine. Evaluation and planning of fodder resources were carried out that can be used to increase livestock production. An economic-mathematical model was developed to determine the export potential of the livestock industry of Ukraine based on the search for the maximum value of the value of exports, taking into account technological, economic, and market limitations. According to the modeling results, the export potential of the livestock industry of Ukraine, depending on the level of productivity of the resources used, is estimated at 39 to 55.5 bln EUR per year. Originality / scientific novelty. Modeling method of the optimal structure of livestock production and export of Ukraine was improved taking into account technological, economic, and market factors to ensure the growth of export potential of the industry and efficiency of the use of mobilized resources. Practical values / implications. The results of the study can be used to justify the development of those areas of livestock in Ukraine, which will ensure maximum efficiency in the distribution of fodder resources from value-added growth, which will contribute to the export potential of livestock and agro-industrial complex in general.
The pig breeding behaves to the most more widespread directions of stock-raising in the world, which forms considerable part in balance of meat and meat products in many countries. The level of pork production and industry development volumes on the whole substantially influences on world food security. In the article the presented results of research are in relation to consisting and basic tendencies of pork production in the world and in the separate countries where the pig breeding is most developed. Conducted analysis of hog herds dynamics production and pork volumes in the world, and also basic factors which substantially influenced on development of the pig breeding for probed period are set. Certainly structural influence of most producers of pork is in the world on the indexes of industry development. Investigational the stance of pork production, and also conducted analysis of standard purchase prices, is on pigs in different countries in the world. Presented information in relation to the structure of pork export and import in the world and in the separate countries which most influence on pork market development. Positions and influence of Ukraine are appraised at the international market of pork. The basic prospects of pork production development are set and grounded in the world and in the separate countries, in particular in Ukraine. The production of pork in the world during 2017–2019 years decrease on 8.1 %, and the pigs herd dynamic diminished on 13 %. A sharp downstream of pork herd is in the world connected with spread of dangerous infectious diseases of zoon’s, which the African swine fewer, which resulted in considerable reduction of herd and meat production particular in China on which was nearly 40 % in world production. However, compensated a downstream in countries South-East Asia in a greater measure of industry development of the pig breeding in the USA, Brazil and EU, which behave to the basic exporters of pork in the world, which is form about 85 % of global products export. One with positive factors, which in the future will assist the pig breeding development in the world there is gradual growth of pork production and consumption in the developing countries, where an increase of herd, and also increase the technological efficiency of swine growing. The considerable not realized potential of the pig breeding industry in many countries, in particular in Ukraine, which is one of most in the world producers and exporters of feed crops, necessary for industry development.
The article shows that market reforms in Ukraine are based on methodology inappropriate for these purposes. After all, it was this methodology that defined the logic of the construction and operation of the command-administrative system in the past. This is indicated by the fact that the theory and practice of reforms is based on the collectivist system of values of equality and justice, as well as by the directive nature of reforms, in which the pace, scale and forms of changes in the system of economic relations are defined centrally. The teleological vision of social order nature and the interpretation of them as the result of purposeful human activity are at the heart of this methodology. In this case reforms are carried out on the principles of “social engineering”. “Social engineering” cannot be called a scientific method, since it is practically impossible to formulate objective criteria for choosing goals or assessing ways to achieve them. That is, their effects and effectiveness cannot be predicted or substantiated theoretically. Within this approach only those who have an influence on the process of forming decisions, or who owns the right of their practical implementation, has a crucial role. The result of the teleological thinking dominance in the practice of Ukraine's market transformation is that trends and forms of economic development are determined by the ideas and knowledge of a narrow circle of politicians, officials and scholars. According to the theory of dispersed knowledge, market and competition of Friedrich von Hayek, no scholar or official, any collegial body from among them, in fact, is not able to acquire the required amount of knowledge that would allow to determine the optimal ways of development and solving of local and global economic problems. This is only possible if the space is released to realize the knowledge and initiative of millions of people. This requires a change in the paradigm of reforms from teleological to evolutionary. That is, the essence of the reforms is not to be limited to the definition of specific areas and forms of economic development, but to the creation of prerequisites for evolutionary development on the basis of the freedom to realize individual interest and competition. The article offers the main directions of implementation of an alternative evolutionary approach: restriction and decentralization of state power, ensuring freedom of entrepreneurship, demonopolization of the economy and reduction of the level ownership concentration. In particular, it is emphasized that for the development of rural areas, it is especially important to take effective preventive measures to avoid concentration of land tenure.
The state food security near-term depends on the balanced development of agriculture on the whole and separate directions of agrarian business, which produce raw material and prepared food for providing necessities of internal market consumption. The agri-food subcomplex of Ukraine is characterized strengthening disadvantages between a plant-grower and livestock. More resources particular branch are concentrated on the production of agricultural cultures of feed and technical value, considerable volume of which Ukraine export for the necessities of other countries, forgetting about needs and possibilities of domestic AIC. In the article conducted analysis of self-sufficiency level on the basic types of livestock products in Ukraine that taking into account influence on forming of national food security. A statement of meat and meat products analysis is conducted after basic kinds, eggs, milk and dairy products in Ukraine during 2018–2019 years. Certainly level of self-sufficiency on the basic livestock products in Ukraine, and also taking into account the rational norms of consumption. It is set as a result of research, that the greatest level of self-sufficiency of the poultry farming products, namely by poultry meat and eggs – 126 %. A production of pig meat volume in Ukraine does not provide the annual fund of consumption, which is compensated thorough import in a volume over 100 thousand ton during 2019 year. Level of self-sufficiency and other types of meat pork, does not exceed 88 %. Deepening of the crisis phenomena is observed in the cattle breeding which is characterized rapid reduction of cows, in particular in the households through low purchase prices on milk and difficult social and demographic processes. Although a production of milk, beef and veal, volume in Ukraine answers the necessities of internal market development, however through annual reduction of cows head in a long-term prospect there will be a deficit of the cattle breeding products, which will be provided through import deliveries that negatively will influence on the state food security. With the purpose of strengthening the food security in Ukraine it is necessary to inculcate the system of measures financial, organizational, economic and technological direction.
