The paper investigates issues related to the solution of problems in the development of public transport infrastructure in urban agglomerations. The opportunities of further development of the existing typical city public transport infrastructure have been studied. The conclusion about the possibility of reforming the existing typical urban public transport infrastructure is drawn. It is proposed to use the available airspace together with the ground and underground public transport as a direction for the development of urban public transport infrastructure. The formation of an urban transport 3D environment is studied. It is shown that the joint application of all three urban transport environments will significantly expand the potential of urban public transport infrastructure. The possibility of using ultralight aircraft as an air vehicle is considered. It is proposed to use new types of aircraft as air vehicles. The prototype of an aircraft based on cylindrical vane propellers under the code name “Cyclolet” is described. Its flight technical characteristics are given. The conclusion about the possibility of using an aircraft of the “Cyclolet” type on the basis of cylindrical vane propellers as an air vehicle in the organization of permanent public transportation in urban agglomerations in the Russian Federation and abroad is drawn.
The study subject is the approaches development for assessing cooperation in a cluster. Study purpose: a selection of tools to assess the characteristics of cooperative ties in a cluster for processing waste from a forest complex in Yenisei Siberia. Methods: Case analysis, questionnaire, survey, expert assessment, and a method of pair comparisons. Results: The following results have been substantiated: The emerging cluster for waste processing from the Yenisei Siberian forest complex; the situational factors; industry specialization; the goals of creating a cluster, and the interests of participants. As the cluster evolves, the directions and cooperation level of cluster members are the subject to change. The obstacles ranking for cooperation in the cluster is carried out as well. An aggregated indicator of the intensity of cooperative ties, based on five criteria, is proposed, which makes it possible to evaluate both industrial and innovative cooperation. In addition, it is proposed to determine the weighting factors situationally, depending on the target orientation of the cluster. Summary: it is shown that the desired value of aggregated cooperation indicator should be formed in the coordinate system, i.e. “innovation – sustainability”. Evaluation and regulation of the indicator level can serve as a tool for making and implementing strategic decisions on cluster development priorities.

Рассмотрена структура продукции, производимой лесоперерабатывающей промышленностью региона. Оценена устойчивость цен на продукцию лесоперерабатывающей промышленности края к изменениям в условиях современного экономического кризиса. Сделан вывод о том, что необходимо формировать кластер по переработке отходов лесного комплекса на основе государственно-частного партнерства. В качестве теоретического обоснования формирования кластера по переработке отходов лесного комплекса на основе государственно-частного партнерства была предложена модель четырехзвенной спирали (квадроспирали), которая предполагает сетевое взаимодействие государства, общества, бизнеса и науки. В рамках модели четырехзвенной спирали были рассмотрены интересы государства, общества, бизнеса и науки, которые являются движущей силой формирования кластера по переработке отходов лесного комплекса на территории Красноярского края. В процессе анализа интересов участников модели четырехзвенной спирали было выявлено совпадение интересов всех его участников. На основе этого был сделан вывод о том, что в настоящее время на территории региона объективно сложились все основные условия для формирования кластера по переработке отходов лесного комплекса Красноярского края.
