The article presents the analysis of the specific socio-psychological characteristics of the people who confidentially assist the operational units of the State Border Guard Service of Ukraine, with the aim of knowing the typical socio-psychological profile of the confidential informant. To this end, a survey was conducted among 84 officers who performed operational and service tasks with these people. The study evaluated the sociodemographic (gender, age, education) and psychological (temperament, reasons for cooperation, nature of the relationships between them and the operational personnel, attitude of the confidential informants towards the tasks) characteristics, and the operational and investigative characteristics (qualities of intelligence, quality of the operational information provided, duration of assistance to the operational unit, etc.). The synthesis and interpretation of the results of the survey gave the possibility to know the socio-psychological profile of the volunteer assistant of the operational unit of the State Border Guard Service of Ukraine, and to compare the individual specific characteristics of the relevant confidential informant with those from other law enforcement agencies in foreign countries who cooperate with Ukraine. It is concluded that the knowledge of the socio-psychological profile of informants by the operational officials is of great importance to provide confidential assistance to the operational units. The differences between the activities of the corruption claimants, whose characteristics were provided by foreign scientists, and of confidential informants, who provide assistance to the operating units, are mainly explained by the fact that informants cooperate in a confidential format (not publicly) and their activities are related to a wider range of issues.
The article presents the analysis of specific criminological features of the persons who have committed high treason in order to know their typical criminological profile. For the purpose of that, 39 court decisions of the Unified State Register of Judgments (hereinafter: USRJ) of Ukraine, which were made against persons who committed this type of crime, were examined. Socio-demographic (gender, age, education, nationality) and criminal-law (motivation of the criminal behavior, single or group criminal character of criminal activity, duration of criminal activity, presence or absence of criminal record, etc.) were estimated in investigation. Generalization and interpretation of the results of court decisions made it possible to simulate a typical criminological profile of the perpetrator of the state treason and to identify certain specific characteristics of the subjects of this crime. It is concluded that knowledge of the criminological profile of the state traitor is of great importance for the profile of criminals by law enforcement agencies, which are empowered to prevent crime in the field of national security.
The article presents an analysis of the results of officers’ survey of the State Border Guard Service of Ukraine (SBGSU), which was conducted to study the current state of solving socially important issues for SBGSU servicemen that may cause staff turnover and problems in SBGSU personnel management. This problem is characteristic not only to SBGSU, but also of other law enforcement agencies of Ukraine and foreign countries. To this end, the works of scientists, data statistics reports from different sources were studied, as well as the survey of 112 servicemen who are serving at the SBGSU in different positions and in different areas of professional activity was conducted. Generalization and interpreting the survey results made it possible to find out about officers’ attitudes to service at SBGSU bodies and to assess the status of social issues solving. It is concluded that such circumstances are one of the main factors that a large number of servicemen do not want to continue contracts for military service at SBGSU after the first contract closure at a young age. It has a great importance for resolving staffing issues and determining which issues should be given greater attention in future, including the legislative level. This is important for search appropriate options for the content of the personnel policy and the social and legal support of SBGSU servicemen. Stability ensuring of the personnel will help to increase the general level of professional skill and correspondingly ensure the security of the state border, increase the effectiveness of counteracting illegal activities, management of the state border security in modern conditions.f the state border security in modern conditions.
The issues of borders and national foundations of state formation are of great importance in Ukraine. Ukraine is developing within the existing borders on the basis of use by the Ukrainian nation of its inalienable right for self-determination, provides the safeguard and protection of the national statehood of the Ukrainian people, and takes the lead on its territory. The inviolability of the territory of Ukraine within the existing borders implies the inviolability of these borders. The aim of this article is to characterize the safeguard and protection of the state border of Ukraine as a component of ensuring of the national security of Ukraine. The safeguard and protection of the state border are one of the important types of state activity. They are of particular relevance and importance in modern conditions after the events of 2014 and subsequent years. Earlier, the issue was the safeguard of the state border of Ukraine within the framework of law enforcement activities, but today, the issues of safeguard and reliable protection of the state border, ensuring the security of the state border and cross-border security of Ukraine are considered as important components of the country’s security and defence. In the scientific literature the content of governance in this area being considered differently. In particular, as a separate subsystem of public administration in the administrative and political sphere at the level with the management of state or military security and defence, components of national or internal security of Ukraine, etc. There is no single point of view on this matter in the theory of administrative law. Based on the analysis of the current legislation of Ukraine, the content of the concepts of national and border security of Ukraine, scientific views, available in the theory of administrative law, the author concluded that the safeguard and protection of the state border ensure the safety of the state border of Ukraine and cross-border security of Ukraine. Cross-border security, in its turn, is an element (separate subsystem) of Ukraine's national security. Security of the state border – is protection of its inviolability and, accordingly, stability of its passing, designation, order of supply, crossing, maintenance, etc. Any violations of the state border regime must be decisively suppressed. Cross-border security – is a component of national security of Ukraine and provides security of the state border, protection of state sovereignty and territorial integrity of Ukraine within existing borders, other vital national interests of Ukraine from external and internal threats in the field of border activity (at the state border and cross-border space).
