Abstract. This article describes constructing methods of an information reorganization facility model based on parametric mathematical methods. The principles of reorganization parameter selection at the stage of municipal infrastructure facility pre-operation are described. The algorithm of information model building of facilities reorganization, as well as information model of organization processes of reorganization are being shown.

Architecture is a subject indicator of the adaptation of any organized system to the circumstances of the environment, even if it transforms this environment itself. Adaptation to the environment was the main goal of man in the early stages of civilization. Subsequently, the roles have changed. Society is now actively attacking and changing nature, solving two main tasks - creating a comfortable living environment and ensuring its social status by means of composition and artistic expression. The decoupling of these tasks led to the ramification of the work on the environment into trivial and expositional architecture; this is especially noticeable today. In search of the expressiveness of the image, artistic and tectonic sources have already been exhausted, and architecture is now plot-immanent to itself, ignoring the usual external stimuli of creative ideas. The first violation of traditions made the freedom of form-making legitimate, opened the doors to teratogenesis (implantation of ugliness), and architecture finally turned into an object of plastic experiments that frighten the townspeople with strange structures of mysterious functional purpose. This, of course, is about an expositional architecture, the expressiveness of which sometimes reaches a state that is far from common sense, insulting the existing buildings with a super-scale and absurdity of forms. The architects played too much, not suspecting that the figurative eccentricity of their works testifies not to the triumph of a new aesthetics, but to the twilight of the general culture revealed by architecture.
The progress of a technical civilization as a product of the development of social mentality is based on the synthesis of three components: a pair of respondents connected by means of communication - which in general is a single historically formed aggregate of cultural progress. The mechanism of action of this aggregate: the first respondent, who has accumulated the potential for useful achievements, transmits information through direct and feedback channels to the second respondent, who implements the received information about achievements, sending signals to the first to request updates and improvement of activity. The phenomenon of the evolutionary ladder is formed, the steps of which are the progress of civilization, imitated in a playful form by the educational system that supplies the society with trained specialists. Ideally, a professional school of the middle and higher levels is focused on the production of personnel with developed creative inclinations. However, in practice, special educational institutions produce specialists who are mainly ready for reproductive work. And only a small proportion of graduates, immediately after graduation or after working in the field of routine production, reveal their creative and organizational potential. The introduction of electronic information technology into education, furthermore stimulated by the requirements of self-isolation due to the pandemic, brings the problems of distance learning to the surface of professional education.
Abstract. In the present-day conditions, we need to stop seeing the creation of antirivers as an environmentally hazardous activity. The threat of a global water consumption crisis forces us to build the hydrotechnical systems that will have a significant environmental impact. The scientists' task consists in prompt development of an interdisciplinary approach to their implementation, combining the resolution of technical, environmental and social issues.
