The problems of the modern land use development in the cities located in the oil and gas producing Siberian regions of Russia are reviewed in the article. The modern scientific ideas about the role of the modern land and property assets in small and medium-sized cities in adverse climatic living environment are explored for this purpose.
The study is aimed at improving the method for assessing the current organization of the land use in the municipal city of Nefteyugansk. The methodological provisions of land zoning with due consideration for its socioeconomic value and temporal changes are developed. The methodological provisions for a comprehensive assessment of the land use conditions aimed at using the spatio-temporal land zoning model are improved.
The results of the study can be used in the practice of local authorities and legal entities in urban planning, land and property relations, housing and utility services in territorial planning, development of land and property relations in the market conditions, improvement of the land payment system, determination of the land investment attractiveness, and creation of a unified basis for an objective land plot evaluation. The introduction of the results of the study into practice will allow to increase the efficiency of the land use, increase its value, and bring the socioeconomic indicators of the land and property assets of the city to a higher level.
The paper presents the practical application of the author's methodology for determining the efficiency of grain crop production and build on this basis an electronic map. The offered technique is based on data of actual and planned use of arable land based on the assessment of agricultural land and data reports on the financial and economic status of agro-industrial complex commodity producers. The method allows to determine the estimated yield and value of production, cost of goods manufactured, the effect and efficiency of grain growing in the fields on the territory of agricultural producers. Digitalization of the territory using MapInfo Professional software product clearly demonstrates the levels of land use efficiency across fields in an agricultural organization and allows pointwise predict a lease plan of arable land based on a specific planning period. This equates to single out land classes of an inefficient and efficient production level, taking into account the scenarios for the development of the economy proposed in the study, which are associated with changes in the natural and economic conditions of land use.
The article reveals one of the main paradigms for the agricultural land use development. Adaptation is not only a necessity, but a means to improve sustainability and efficiency in the use of agricultural land. The conditions of external systems that determine the direction and magnitude of adaptation options for agricultural land use have also been shown. The features of adaptation of the basic land use elements have been described: land plots, legal status, engineering equipment of the territory, land use system, and land use maintenance system. The article provides a more detailed overview of the adaptation of the main land use system element (agriculture), which will ensure the adaptation of crops and their varieties to the features of soils and terrain; the adaptation of cultivation technologies to the soil and terrain, the features of the territory; the adaptation of fertilizer systems to soils and crops and their varieties; the adaptation of cultivation technologies to the actual technical equipment; the adaptation of the farming system to the actual financial condition; and the adaptation of the farming system to the natural conditions of the year. A monographic description of the land use adaptation experiment by Chistoe, LLC in the Tyukalinsky District of the Omsk Region has been produced. Mutual adaptation of both land management and its technical and technological components has been proposed for the agricultural land development project. It is expected that this will minimize the required financial costs by adapting land properties, reducing types of machines and the technologies used.
