The article notes that in modern conditions of the transitivity of the economy, the basic component of the mechanism for forming the foundations of sustainable development is to ensure the competitiveness of domestic goods and services in the national and international markets. For the purpose of analyzing the state, pressing problems and prospects of innovative development in Ukraine, quantitative and qualitative indicators of innovative activity have been investigated. It was revealed that during 2010-2019 there was a decrease in the number of organizations engaged in research activities and the number of employees engaged in research and development. It was found that, according to the State Statistics Committee of Ukraine, there is a tendency to an increase in expenditures (in million UAH) on research activities, but this was due to the depreciation of the hryvnia, because in dollar terms, there has been a decrease in the level of funding since 2014. It was revealed that in accordance with the ratings of the European Innovation Scoreboard 2020, Ukraine loses its positions every year – 34th place in 2014, 35th place during 2015-2018, 36th place in 2019 year and the penultimate 38th in 2020, ahead of only Romania. Taking into account the fact that the financial support of innovative activity in Ukraine is still very limited, in order to form the prerequisites for its increase, it is necessary to introduce a set of measures to mobilize existing and potential financial resources, including by attracting investments.
The urgency of finding ways and opportunities to intensify modern innovative practice determined the purpose of this publication, which is to highlight the results of research into the trends of innovative activity to ensure the growth and sustainable development of the economy of Ukraine, as well as to find factors that inhibit this process. This study is based on the thesis that in modern realities, to obtain a commercial or social effect, it is necessary to intensify innovative activity, as a set of processes aimed at creative search, formation, publication, and implementation of innovations in practice. Such activity involves making investments in objects of innovative activity. Methodological aspects of the study consider the concepts of identifying patterns of influence of the volume of expenditures on scientific, research, and design activities on the number of researchers involved in such activities, on the effectiveness of their research, and therefore on the state of innovative development of the state. The change in the positions of Ukraine in the rating evaluations regarding innovative development was investigated, a comparative analysis of the research and development costs of the leading countries of the world and Ukraine in 2020 was performed, the downward dynamics of changes in the number, organisations, and number of employees carrying out R&D, the costs of performing such works and the share were revealed of these costs in the gross domestic product of Ukraine during 2010-2020. The main factors inhibiting the process of intensification of innovative activity include a decrease in state funding of research and development, and therefore, a decrease in the number of organisations and researchers engaged in the creative activity of scientific research. Positive trends towards the formation of gender parity among the performers of scientific research work (47.6% are women), the growth of activity in the field of innovative activity and the increase in expenses of enterprises for innovative activity in 2020 have been revealed. It is proposed to start the development of an effective national innovation policy with the definition of the conceptual provisions of innovative development. The results of the study can be useful for a wide range of scientists who study issues of innovative development, specialists of management structures who analyse the state of innovative development and take care of issues of developing strategies for recovery and further development of the national economy.
The article is devoted to the study of the basic provisions of the introduction of mediation as an alternative mechanism for resolving disputes over intellectual property rights in Ukraine. A review of scientific approaches to defining the concept of mediation” and the effectiveness of its application in modern conditions was carried out. Categories of mediation and types of dispute resolution with the help of mediators in the field of intellectual property in Ukraine have been identified. The current state of legal support of mediation in the national legislation are studied. It was emphasized that in order to intensify the processes of implementation of mediation mechanisms in the field of intellectual property in Ukraine, it is necessary to provide training for relevant specialists who have professional knowledge in the field of intellectual property. This paper considers the process of influence of digitalized management on the financial risks of industrial enterprises. An algorithm for determining the category of financial risks of industrial enterprises has been developed. Depending on the values of the coefficient of variation of deviations of financial ratios from the standards, five categories of financial risks have been distinguished – minimum, low permissible, critical, catastrophic. The categories of financial risks of industrial enterprises of the energy sector on the basis of liquidity indicators were determined. The indicators with the help of which it is possible to determine the level of digitalized management have been systematized. The parameters of low, medium, and high levels of digitalized management of industrial enterprises were substantiated. The relationship between the level of digitalized management of industrial enterprises and the categories of financial risks has been established. To assess the impact of digitalized management on the financial risks of industrial enterprises, a cross matrix "level of digitalized management – category of financial risk" is proposed. This has made it possible to justify the expediency of using three strategic directions of influence of digitalized management on the financial risks of industrial enterprises – the strategy of an innovator, follower, and observer. It has been established that while the innovator's strategy assumes the maximum, the observer's strategy is a minimum of effort and aims to actively use digital tools to manage this process. The practical use of the proposed directions of influence of digitalized management on the financial risks of industrial enterprises will provide an integrative combination of quantitative and qualitative results. It was revealed that during 2010-2019 there was a significant reduction in the number of organizations engaged in research and development, a decrease in the number of innovatively active enterprises and the number of performers of research activities.
