Innovative design labs were created by public authorities of the USA, Australia, Singapore, Finland, Canada, the UK, Switzerland, Denmark, China, and other countries to accelerate changes and develop modern public service. This paper provides further insight to establishing external innovation accelerators for strengthening capacity of public institutions. The study aims to define the development opportunities for innovative design labs for the public sector in Ukraine’s regions by the case of the Laboratory of Intellectual Development for Empowering Regions (LIDER). The study was conducted at two stages: (1) exploring the features of innovation implementation in the public sector and outlining the main problems of innovation capacity of public institutions; (2) defining the development opportunities for the LIDER via SWOT-analysis. To substantiate the study results, the correlation analysis between autocratic, bureaucratic, competitive, self-protective, and participative leadership behaviors of CEOs and innovation index based on data from 18 countries was performed, as well as a survey of 195 public servants of the Ministry of Justice of Ukraine and an interview of 9 experts were conducted. The following key development opportunities for the LIDER were detected: promoting the introduction of incremental innovations in public institutions by using design thinking methodology; assisting the development of pro-innovative culture and participative leadership via individual-centric and system-oriented approaches; developing effective tools for performance management and supporting public institutions in project activity; organizing the competitions for regional innovative projects; assisting in creation of radically human systems in public institutions. The article analyzes the priorities of "progressive capitalism" by Joseph E. Stiglitz and investigates the main conditions of its formation in Ukraine. The following problems are discussed: the strong influence of narratives of the eastern institutional matrix on the development of national economy and political system; unjustified differentiation of the interests of power, business, science and civil society; neglect of the scientific research and the need for institutional change by public authorities and local self-government bodies; high level of national markets monopolization; a strong link between economic power and political influence; legal nihilism and political apathy of the population. Expediency of implementing additional fifth priority, which foresees the use of innovative models, technologies and instruments for managing the intellect using and intellectualization of the national elite and human resources in general, is justified on the basis of the theoretical frameworks and practical recommendations, which were developed by Ukrainian scientists. Taking into account the results of the formation and development of the Presidential Personnel Reserve "New Elite of the Nation", the authors have initiated the creation of the Laboratory of Intellectual Development for Empowering Regions (LIDER), which will implement a pilot project for the intellectual resources development in the Western region within the framework of the realization of the Ukrainian-Lithuanian program "Competence Development of Lithuanian and Ukrainian Public Sector Employees Using Design-Thinking Methodology".
The article explores the information potential of the Leadership Diamond model and substantiates the conditions of its detection and use in public administration. The expediency of supplementing traditional assessment of leadership interpretation of the vision, ethics, reality, and courage scores under the Leadership Diamond model with additional (secondary) scores through deepening their common interpretation is justified. A new interpretation allows assessing the overall level of leadership of an individual (the level of approximation to the norm of Great Leader) and four derivative additional characteristics (levels of fairness and reliability, moderation and selflessness, courage and piety, wisdom and ability). The proposed method of interpretation provides with an opportunity and information for analytical research and comparison of individual and group scores, identification of personal and group minimum (weaknesses) and maximum (strengths), allows making decisions on substantiated selection, the formation of individual and group development trajectories, improvement and correction of leadership skills of public servants. Therefore, the perspective of further research is the use of this method to develop the level of wisdom and ability of public servants through design thinking methodology.
