Besedilo obravnava vprašanji o obsegu in karakterju Slovenske vojske (SV). Že nekaj časa se namreč pojavljajo zamisli o nadaljnjem zmanjševanju stalne sestave SV, ki zaradi omejenih finančnih sredstev dobivajo še dodaten zagon. V članku je kratek zgodovinski pregled obsega oboroženih formacij slovenskega naroda v luči izpolnjevanja nalog SV, kot so zapisane v Zakonu o obrambi (ZoObr). Obravnavam tudi karakter SV in osrednjega vira njene bojne moči, in sicer pehote. Vojske v zavezništvu in širše poznajo več tipov pehote, kar je treba upoštevati, ko razmišljamo o tem, kakšno pehoto bomo v SV imeli. Seveda se zavedamo finančnih omejitev, ki jim je SV izpostavljena, zato v sklepnem delu predstavljamo nekaj predlogov, kako uresničiti predlagana obseg in značaj SV, ki so namenjeni dodatni razpravi in bi bili potrebni bolj poglobljene analize. The text deals with the questions of the size and character of Slovenian Armed Forces (SAF). For some time now one has been able to track ideas of decreasing the size of the SAF active component, which have additionally gained momentum due to the limited defence resources. The texts looks at the size of Slovenian armed structures from the historic perspective in the light of the tasks set before SAF by the Defence Act. The article also deals with the SAF’s character and the source of its fighting power – the infantry. Allied and other armies list several types of infantry, the fact which should be taken into consideration when deliberating on the type of infantry in the SAF. Of course, we are aware of the financial restrictions imposed on the SAF; therefore the conclusion includes some suggestions on how to achieve the proposed size and character of the SAF. The suggestions, however, are intended more as a base for a discussion and would have to be further analysed.
Povzetek V članku je predstavljen poseben izziv, ki mu je, po mnenju avtorja, izpostavljena Slovenska vojska z novim paketom ciljev zmogljivosti 2017. Ta namreč predvideva vzpostavitev srednjih bataljonskih bojnih skupin (SrBBSk) z vozili, ki so opremljena s 30 mm topom. Srednja bataljonska bojna skupina predvideva opremljenost z oklepnimi transporterji, zato njeno bojevanje temelji na manevru izkrcane pehote, ne pa na samostojnem bojevanju vozila, ki pehoto izkrca le, če je treba. V tej luči vsebuje opremljanje vozil s 30 mm topom nekaj strokovnih neznank. Menimo, da bo treba za take srednje BBSk najti drugačne doktrinarne rešitve, ki pa jih v Slovenski vojski trenutno nimamo. Nekatere možnosti predstavljamo v tem članku. This calls for the delivery of Medium Infantry Battalion Groups, equipped with Infantry Fighting Vehicles (IFVs) mounted with cannons. The Medium Infantry Battalion Group, according to the latest NATO capability codes and capability statements (2016), is to be equipped with armoured personnel carriers; consequently its manoeuvre is based on dismounted infantry and not the vehicle. In light of that, equipping the Medium Infantry Battalion Group with a 30mm cannon presents some issues. We need to have a clear doctrinal answer on its employment. Civilna družba v demokratičnih državah zahteva, da so oborožene sile profesional- ne. Torej morajo oborožene sile teh družb imeti jasno predstavo o tem, kaj vojaška profesija sploh je. Predvsem pa morajo imeti jasno izoblikovano predstavo o tem, kakšen je profesionalni častnik, saj je prav častniški zbor tisti, ki je odgovoren za vodenje oboroženih sil. Znanstvene razprave o vojaški profesiji in profesionalnem častniku so se pojavile po koncu druge svetovne vojne z deli Samuela Huntingtona, Morissa Janowitza, Bengta Abrahamssona in drugih. Njihova razmišljanja so odsevala predvsem okoli- ščine v času hladne vojne, te pa so se s padcem berlinskega zidu v devetdesetih letih prejšnjega stoletja močno spremenile. Večina avtorjev tako ugotavlja, da je nujno preveriti in posodobiti koncepte vojaške profesije in vojaškega profesionalca. V članku poskušam odgovoriti na to, kaj danes pomenita pojma vojaška profesija in profesionalni častnik ter kako bi k razvoju vojaške profesije in profesionalnega častnika morali pristopiti v Slovenski vojski (SV). Civil society in democratic countries expects its armed forces to be professional. Therefore, the armed forces in those countries need to have a clear idea of what pro- fession of arms is. They should especially have a clear idea of what a professional officer is, since the officer corps is responsible for leading the armed forces. The subjects of profession of arms and professional officer were first scientifically discussed after the Second World War by authors such as Samuel Huntington, Morris Janowitz, Bengt Abrahamson and others. Their theories reflected the circumstances of the Cold War, which, however, significantly changed with the fall of the Berlin Wall in the 1990’s. Most of the authors today have thus identified the need for revising and updating the traditional concepts of the profession of arms and military professional. The article attempts an answer to what the terms profession of arms and professional officer mean today, and how the SAF should approach the development of military profession and professional officers.
