The article presents the results of a study of the activities of the customs authorities of the Russian Federation on the application and improvement of digital technologies for customs enforcement of currency control measures. Digital technologies of customs enforcement of currency control measures are represented by technologies of electronic information interaction of the Federal Customs Service with the Central Bank of the Russian Federation and authorized banks (as agents of currency control) on the basis of information and software tools of the automated system ”Currency control”, functioning at the level of the central office of the Federal Customs Service, regional customs administrations, customs, including directly subordinates of the Federal Customs Service. The development of digital currency control technology in order to counteract the legalization of proceeds from crime is demonstrated by the example of the development of digital technology for customs control of foreign trade supplies of rough diamonds.
The article presents an analysis of the current state of integration processes within the framework of the BRICS association. The factors contributing to the unification of countries into the BRICS organization and their development are considered, including: high rates of economic growth of the BRICS countries, a “critical mass” of resource potential, a large volume of the domestic market of goods and services, the coincidence of economic and political interests in the international arena. The main mechanisms of integration development and cooperation within the framework of the association are annual BRICS summits, meetings of heads of BRICS countries at various levels and their representatives, holding forums, seminars, scientific conferences and other events. It is shown that during the summits the common political and economic interests of the BRICS countries are revealed, joint solutions are developed. As a result of the summits, a number of agreements were reached, important agreements were signed, which indicates that the partnership between the BRICS countries has prospects and will develop. The cooperation of Russia with the BRICS countries in the economic and trade spheres of activity is considered. The objectives and regulatory legal framework of such cooperation are defined, the analysis of the existing trade and economic relations of Russia with each of the BRICS states is carried out, promising areas of interaction with the BRICS countries and the possibility of collective participation of BRICS in international organizations and regional integration associations, including the Eurasian Economic Union, are formed, emphasized the importance and relevance of the task of in-depth study of the economy, domestic and foreign policy of Russia’s BRICS partner states.
The article assesses the results of the implementation of multilateral cooperation of the CIS member states in the field of trade. It has been established that despite the fact that, on the whole, the CIS member states fulfill their obligations under the Free Trade Zone Agreement, there are a number of contradictions and barriers that impede the implementation of a coordinated trade policy and increase mutual trade. Analysis of individual indicators of the dynamics of mutual trade showed a low intensity of interaction between the CIS member states, their orientation towards third countries. Russia remains the main export and import partner for most of the CIS countries, which itself is much focused on partners outside the CIS. At the same time, foreign trade relations within the CIS are characterized by insignificant diversification, and their direction and intensity depends on a number of economic and political factors.
The article considers the directions and conditions of the Federal Customs Service in 2020 and the 1st quarter of 2021 for the implementation of the function of the currency control authority. It summarizes the measures taken by the customs authorities of the Russian Federation to identify, prevent and suppress dubious foreign exchange transactions in the implementation of foreign trade activities in the conditions of the reform of the structure of customs authorities and the division of powers between electronic customs and customs of actual control. The main attention is paid to measures to optimize the forces and resources divisions of customs authorities that ensure the implementation of currency control functions, updating regulations, and develop methodological and information-technical support. The results of the activities of the customs authorities to counteract dubious currency transactions are determined, the main tasks of the customs authorities in the field of currency control in the implementation of foreign trade activities are formulated.
