Keywords: public procurement, legislation, transparency, effectiveness, lowest price criterion, economical profitability criterion, European subsidy policy, economic cycle JEL Classification: H420, H570, H110 ÚvodSystém zadávání, realizace i následné kontroly veřejných zakázek (dále také VZ) je časté téma laických i odborných diskusí, což je částečně způsobeno tím, že tímto způ-sobem je alokováno nemalé množství národních prostředků z veřejných rozpočtů. Dle statistik (např. OECD, 2015b) činil podíl finančního objemu veřejných zakázek na celkových výdajích sektoru vládních institucí v roce 2013 v rámci průměru zemí OECD 29 % a v poměru k HDP 12,1 %. V případě České republiky je formou veřejných zakázek financováno dokonce 34 % celkových vládních výdajů, ve vyjádření k HDP se poté jedná o 14,4 %. S ohledem na takto široké využívání institutu veřejných zakázek je nezbytné jeho správné nastavení, přičemž cílem je zejména zajištění transparentnosti, vyšší konkurence a vysoutěžení nejefektivnější dosažitelné ceny zakázky. Nowadays, there are many dynamic changes of market conditions and competition -this time is called the age of discontinuity. It is characterized by many changes, which can´t be foreseen. The outer milieu, where the organization is active, is called turbulent. In the past testified systems of management get old quickly and are not able to solve bigger and bigger problems. It is necessary to look for new methods of management, which can better react on the new situation. The firms, which are not able to react quickly, cant´t be succesfull in the competition. The managing subjects look for the solution in better organization and management, where the new organizational forms belong -flexible organizational structures. They help to solve many complicated tasks, difficult for preparation. They create conditions for the realization of the activites requiring better coordination, motivation, creative activity and constructive cooperation. They increase acceptability and of the organizations. Flexible organizational structures can have different forms and appearrance, for example structures with coordinator, strategic bussines units, network firms, virtual organizations, ameba etc. The conditions are created for project and process management. Strategic alliances come into being. The important of learning organization is growing. On the article, organizations with the influence in Germany and in Czech Republic are tested and compared. The flexible and effective organization can positive influence on competitiveness of enterprice.
The Science and Technology Parks are organizations oriented into area of research, technologies and innovations. They utilise their know-how for estabilishing presumptions for dynamic development of innovations firms, for transfer of technologies and education for co-workers of innovations entrepreneurships. The Science and Technology Parks mean respected way to the fasted overcame of technological backwardeness and acquirement of market competitiveness. Next aim is creation of new perspective work opportunities in an active employment policy. The Science and Technology Parks are also aimed for help and support for small and medium sized firms.
This paper discussed didactic expiriences up to now and the possibilities for application of Baťa system of management in teaching of management. This system is comprehensive and creates the complex. One of its component it´s educational system for young people. Baťa was preparing the co-businessmen and collaborators -co-creators of his life´s work. Creativity, diligence, self-discipline, international spirit -it was the result education of absolvents of Baťa´s school of labour. Young men and women was prepared for real life. The holding of firm Baťa in industrialization of south of Bohemia is also significant. Students of Faculty of Agriculture should recognize the fundamentals of Baťa system of management, to study publications and documents with this subject matter. The research indicated their knowledge are not sufficient. This activity help them to find their place in the present world in era, called turbulent. Baťa system of management is continually viable.
The article deals with problems of coaching and of its meaning, especially in the area of business activities.Coaching means the methods how to improve utilization of potential of people universaly, of managers, of cooperators, of whole firm etc. It´s possible to act upon of method GROW (Goal Setting, Reality, Options, Will). Coaching in this article is realized in the frame of the research project of National Programme of Research No. II of Ministry of Education, Young and Sports "Managerial audit as a support tool for sustainable development of small and medium enterprises ". The case study of small firm prepared for coaching is connected.
