The individual principles of the cyclical course of economic processes in modern economic conditions were considered. The existing theories of economic (business) cycles were analyzed. The financial economy was defined as a component of the security of financial flows. The factors of strengthening (weakening) of the interaction of financial flows in the economy and their safe movement support were characterized. The effect of multiplication of financial flows for individual stages of the economic cycle was disclosed. The specifics of complex security of the movement of financial flows in industrial and financial economies were studied. A comparative characteristic of industrial and financial economies was carried out according to a number of criteria.
Досліджено проблеми побудови ефективної системи державного управління потенціалом розвитку у сфері обслуговування в сучасних соціально-економічних умовах. Визначено соціально-економічний ефект від запровадження стандартів розвитку сфери обслуговування, що відповідають вимогам ЄС. Запропоновано шляхи удосконалення нормативно-правового забезпечення державного управління потенціалом розвитку сфери послуг і приведення його у відповідність до європейських стандартів.
The authors have attempted a philosophical essay to comprehend the phenomenon of statehood, society, decentralization and culture in the context of the philosophy of mind and (partially) the neuroscientific paradigm. The authors used a number of theoretical methods: from historical analysis and reconstruction of the phenomenon of philosophy of mind and establishing the role of human subjectivity and "selfhood" in sociopolitical processes, to philosophical reflection and essayistic parascientific author interpretations. The main result is a new view of decentralization in the context of postmodernist consciousness, where the background (postmodern) and sociopolitical result (decentralization) are the synergistic result of human social networks' realization of neurocognitive natural ability to parallel coexistence of personal and social. As a result, the virtual and material manifestations of the globalized informatized post-industrial society, which has received postmodernist experience, have conditioned total decentralization. At the same time, politically administrative is only a partial manifestation of it, while civil society seeks to diversify its needs and ways of solving them as much as possible. The international significance of the article lies in its universality: it complementarily analyzes the neuroscientific, cultural-mystetic, philosophical, social, and political dimensions of a civil postmodern society that seeks maximum decentralization of all superstructures and maximum delegation of managerial functions to its members and groups.
As education represents the situation of society and forms its prospect, state regional policy in the sphere of education becomes a determinative factor of innovative changes in Ukraine that undoubtedly, actualizes the theme of the research. The following methods of scientific research were used: analysis of administrative, pedagogical literature, scientific and foreign sources, normative and legal documents and materials about education and also comparative analysis and synthesis, prognostication and modulation. The target is to research the experience of the European countries on creation of an effective model of educational establishment management at the regional level, as one of strategic directions of administrative reform that will assist to quality upgrading of education and approaching of Ukraine to the European standards, to work out suggestions concerning the improvement of the system of management of educational establishments at regional level taking into account experience of the leading European countries that can be adapted to the Ukrainian model of management. Reformation of the system of state management of educational sphere with the use of foreign experience of humanization and democratization of management processes allows finding optimal correlation of centralization and decentralization of management of education at the regional level and offer such management model that will connect the harmonically creative potential of public and professionalism of senior managers, that will create conditions for overcoming both interdepartmental problems and between different levels of executive and representative power.
The integration of Ukraine into the European community creates the necessity to carry out scientific research regarding the reformation of public management systems and to introduce principles of state management to management systems. The implementation of administrative reform and the realization of innovative systems of local self-government with elements of state management at local level will foster good conditions for intellectual, professional, and spiritual development in all individuals, and should become a state priority. Therefore, the peculiarities of state management of the educational system at the local level under conditions of education modernization, identification, and the prevention of negative aspects of this process are studied in this article. In regards to state management, the current state of the management system of educational establishments at local level is analyzed, and recommendations concerning changes to this system are proposed according to legislation. It has been found that the reformation of the system of local self-government opens up opportunities for the improvement of the state management model, the implementation of state management principles, and creates good conditions for regional development.
