Penelitian dan pengembangan ini dilakukan berdasarkan fenomena yang sedang terjadi yaitu adanya pembelajaran yang dilakukan secara blended learning sehingga media audio visual sangat dibutuhkan sebagai pendukung dalam pembelajaran terutama pada tema budaya. Sehingga tujuan dari penelitian ini adalah mengembangkan video cerita anak tema budaya lokal yang teruji validitas dan kepraktisannya. Metode penelitian yang digunakan yaitu Research and Development. Adapun prosedur yang digunakan yaitu ADDIE (Analysis, Desain, Development, Implementation, Evaluation) yang dikembangkan oleh Dick Carry. Produk dibuat dengan menggunakan prosedur yang telah dipilih, sehingga didapatkan media berupa video yang memuat tema budayaku dan empat subtema yaitu rumah Limas, makanan khas Pempek, tarian Gending Sriwijaya dan pakaian Aesan Gede dan Aesan Pak Sangko.Tahap evaluasi yang digunakan yaitu evaluasi formatif oleh Tessmer. Hasil penelitian menunjukkan bahwa pengembangan video cerita anak tema budaya lokal teruji validitas dan kepraktisannya. Sehingga layak digunakan dalam pembelajaran terutama mengenai budaya lokal Sumatera Selatan yaitu Palembang
