Menghadapi Asean Economic Community (AEC) yang telah dimulai pada tahun 2016, Usaha Mikro Kecil Menengah (UMKM) diharapkan semakin produktif dan berdaya saing. Salah satu cara untuk meningkatkan daya saing yaitu melalui adopsi ICT (information, communication and technology) termasuk adopsi e-commerce . Penelitian ini bertujuan untuk mengetahui kondisi eksisting, potensi e-commerce, mengetahui faktor pendukung dan penghambat adopsi e-commerce bagi UMKM serta merumuskan strategi pendukung perkembangan e-commerce bagi UMKM. Metode Penelitian menggunakan metode kualitatif deskriptif dengan pendekatan induktif. Faktor pendukung dan Penghambat serta strategi pendukung berdasarkan survei perilaku konsumen dan riset perkembangan adopsi e-commerce telah dipetakan dalam analisis SWOT kualitatif dan kuantitatif. Hal ini bermanfaat sebagai masukan bagi stakeholder khususnya pemerintah dan pelaku UMKM untuk memperkuat sektor UMKM terutama dalam hal peningkatan adopsi e-commerceKata Kunci: e-commerce, UMKM, strategi pendukung, Analisis SWOT
ASN mempunyai kewajiban pengembangan kompetensi selama minimal 20 JP/tahun. Akan tetapi tidak semua ASN dapat mengikuti pelatihan sebagai bentuk pengembangan kompetensi dikarenakan terbatasnya kuota/jumlah pelatihan tatap muka (klasikal) yang tersedia. Regulasi terbaru memberikan alternatif pembelajaran non klasikal yang tidak harus bertatap muka antara lain e-learning, distance learning dan belajar mandiri. Belajar mandiri dapat digunakan siswa untuk meningkatkan kompetensinya menggunakan berbagai sumber belajar yang tersedia baik konvensional dan berbasis pada teknologi informasi. Dalam paper ini akan dibahas salah satu tools pendukung belajar mandiri berupa perancangan intelligent tutoring system menggunakan chatbot pada mata pelatihan barang dalam keadaan terbungkus (BDKT). Perancangan menggunakan framework Design Science Research, mulai dari penetapan tujuan, perancangan desain alur percakapan chatbot, pengembangan aplikasi menggunakan chatfuel, demonstrasi melalui simulasi via Facebook Messenger dan Evaluasi Blackbox. Prototype yang dihasilkan telah dapat mengikuti alur percakapan yang dirancang dan dapat digunakan sebagai pendukung belajar mandiri kapan saja dan dimana saja (domain pelajari materi dan evaluasi) asalkan terkoneksi dengan internet.
<p class="Abstract">Civil State Apparatus (ASN) Act No. 5 2014 stated that ASN have the right to gain competence development. Further in PP No.11 2017 on Civil Servant Management confirmed that every government officer is entitled to competence development for at least 20 (twenty) lesson hours in 1 (one) year.Limited metrological technical training allocationcauses not all ASN in Indonesia have the opportunity to develop their competence. Therefore, it is necessary to develop varieties of metrological trainings in addition to conventional methods. The alternative is e-learning based training. One of its goal is to reduce face to face lesson hour, as a result more technical training can be conducted by PPSDK without compromising training quality. This study will analyzed the development of blended learning design that is tailored to the training needs and characteristics of participants in government institutions with prepackaged products training case study using PEDATI model. Research and development (R&D) methods with descriptive qualitative approach is used in this study. Design outcomes are as follows: all stages in PEDATI model can be used to develop blended learning instructional design based on validation by subject matter experts. A recommendation in the 4th stage the design of asynchronous learning activities should include time allocation for each learning activity in order to estimate the total time required. Accurate learning activity mapping into synchronous and asynchronous learning can ensure the achievement of competence standard and simultaneously reducing time needed to conduct face to face learning. The design prune face to face learning activity from total 50 Learning Hours (5 days) to only 20 Learning Hours (2 days), but as the trade off training participants have to occupy longer time in online activities.</p>

Big Data technology began to be developed to accommodate very large data volumes, rapid data changes, and very varied. Developing countries are starting to use Big Data a lot in developing their systems, such as healthcare, agriculture, building, transportation, and various other fields. In this paper, it explains the development of Big Data applied to the sectors previously mentioned in developing countries and also the challenges faced by developing countries in the process of developing their systems.
