PurposeThis study addresses the critical factors that contribute to the success of e-government programs in the Association of Southeast Asian Nations (ASEAN) member states (AMS). We investigate the factors that play key roles in e-government adoption and implementation in AMS that stem from multiple dimensions.Design/methodology/approachOur qualitative study on eight ASEAN countries with different political situations and economic developments suggests that in general, institutions (formal and informal institutions), resources, leadership, organizational design and culture values determine the success of e-government.FindingsThe provision of adequate information and communication technology infrastructure alone is insufficient to ensure the success of e-government.Research limitations/implicationsOur findings lead to a conceptual framework of factors that drive the success of e-government projects that advances the literature on e-government, particularly the research about e-government in the context of developing countries.Originality/valueAn empirical evidence and in-depth understanding suggest that different factors are associated with detrimental impacts on e-government implementation.
As a developing country, Indonesia faces a crucial issue concerning the provision of health services to the public. The 1998 political reform led to demands for more aspiring and accommodating bureaucratic services being afforded to the public. The political reform brought about bureaucratic reform bearing good governance, wherein one of its forms is the provision of health services through the innovation of an information technology (IT) based service named e-Health. Keeping in mind Indonesia’s characteristics as a developing country, the implementation of IT-based services evokes numerous debates. This study aims to analyze the implementation of e-Health along with the opportunities it has, and the challenges it faces. By using a study case approach on the Surabaya Municipality Health Authority as the initiator and implementer of e-Health, as well as observations and user surveys, the results show that in spite of having been prepared properly with supporting policies, infrastructure, budgeting, dissemination, and operational system, there were still many prevalent obstacles encountered, particularly concerning digital divide, technical difficulties, psychological barriers, and cultural issues. Nevertheless, there are numerous opportunities available for refining e-Health implementation, provided there is a political will from the government to improve and enhance the ICT infrastructure, widespread use of mobile devices, involvement of public participation, and equal distribution of service points easily accessible to the public. Strong government commitment also serves as a guarantee for e-Health service program sustainability in Surabaya Municipality.
Merebaknya konten radikal di media online menimbulkan keprihatinan banyak kalangan. Upaya meminimalisir pengaruh negatif konten radikal di media online salah satunya adalah melalui kemampuan literasi. Penelitian ini mencoba melihat kemampuan literasi mahasiswa aktifis Islam dalam kaitannya dengan koten radikal di media online. Penelitian dilakukan dengan menggunakan metode etnografi terhadap tiga mahasiswa aktifis Islam. Hasil penelitian menunjukkan bahwa para informan memiliki cukup ketrampilan dalam bermedia khususnya dalam memilih, memahami dan mensikapi media online yang memuat konten radikal. Informan menanggapi konten radikal secara moderat dalam relasinya dengan kehidupan bersama melalui sikap menghargai, toleransi dan menerima hidup bersama dalam konteks NKRI. Sikap ini terbentuk dari lingkungan sosial yang terintegrasi dengan baik dan pemahaman keagamaan yang moderat.
Media relations merupakan salah satu fungsi kehumasan yang dilaksanakan dengan menjalin hubungan dengan media melalui produk berita kehumasan. Kebijakan redaksi terkait hal tersebut menarik untuk dikaji mengingat berita kehumasan berbeda karakteristiknya dengan produk berita lainnya. Penelitian dengan metode studi kasus ini berfokus pada kebijakan redaksi di Harian Jogja dan Kedaulatan Rakyat. Hasil penelitian menunjukkan redaksi menganggap public relations sebagai mitra dan sumber berita dengan menjunjung tinggi etika jurnalistik dan profesionalisme. Latar belakang wartawan, isu yang dipilih redaksi dan tujuan dari masing-masing media, nilai berita, iklan, pembaca, pangsa pasar serta lokalitas konten menjadi faktor dalam menentukan kebijakan redaksi. Pemuatan produk berita kehumasan dilakukan melalui proses gatekeeping berupa penyeleksian, penulisan, penyuntingan, penempatan posisi berita, penjadwalan dan pengulangan.
