Визначено актуальність досліджень колективно-договірного регулювання соціально-трудових відносин у сільському господарстві в контексті розвитку сільських територій. Виявлено стан виконання нормативних положень Генеральних угод регулювання соціально-трудових відносин на макрорівні. Обґрунтовано концептуальні напрями розвитку соціальної й виробничої сфер у селі для забезпечення продовольчої безпеки країни. Проведено комплексний аналіз укладання й виконання Галузевих угод в аграрному секторі економіки та колективних договорів у сільськогосподарських підприємствах. Визначено необхідність моніторингу системи соціально-трудових відносин у сільському господарстві та формування кадрового потенціалу в агроутвореннях. Запропоновано напрями колективно-договірного регулювання соціально-трудових відносин у сільськогосподарських підприємствах для поліпшення зайнятості сільського населення, підвищення рівня оплати праці найманих працівників і розвитку сільських територій. Обґрунтовано вагоме значення залучення окремого суб'єкта соціально-трудових відносин -представника сільської (селищної, об'єднаної) громади до процесу їх колективно-договірного регулювання у сільськогосподарських підприємствах. Визначено окремий рівень соціально-трудових відносин для узгодження інтересів працівників, роботодавців, державної та місцевої влади, мешканців сільських населених пунктів щодо розвитку сільських територій -укладання колективних угод на рівні громади. Визначено концептуальні заходи регулювання розвитку соціально-трудової сфери в сільському господарстві та їх виконавців на всіх рівнях управління аграрною економікою. Колективно-договірне регулювання відносин у сфері праці є одним із ефективних інструментів соціального партнерства. Тому аграрна й соціальна політика держави та колективно-договірне регулювання соціально-трудових відносин між працівниками і роботодавцями в сільському господарстві за участі представників сільських (селищних, об'єднаних) громад має забезпечити зайнятість і збільшення доходів сільського населення у контексті соціально-економічного розвитку сільських територій.
The subject of scientific research is the theoretical and practical principles of the formation and effective use of human resources in the agriculture of Ukraine. The purpose of the article is to substantiate the strategic directions of the use of human resources in agriculture. The data of the State Statistics Service of Ukraine, the results of other scientists' research and own developments were used. The following methods of scientific research are applied: abstract-logical; monographic; statistical and economic; balance; systematic approach, etc. A generalized definition of human resources is proposed as a set of active population characterized by socio-demographic, professional qualification, psychophysiological characteristics and participating in social and labor relations in enterprises (organizations, institutions) on the basis of employment and/or self-employment (entrepreneurs, owners of capital, employers), actively looking for work (unemployed), starting their own business. Based on the analysis of the formation and use of human resources in agriculture in the pre-war period and taking into account the current war situation in the country, the pessimistic trends of demographic indicators and economic activity of the rural population were determined as the basis for the formation of human resources in agricultural enterprises. Taking this into account and the recorded high level of informal employment in agriculture, a methodical approach to determining the forecasted indicators of the need to create jobs in the agricultural sector to ensure the effective use of availablehuman resources in rural areas is substantiated. Taking into account the excess of the supply of labor on the labor market in agriculture over its demand, the positive dynamics of the development of small forms of business in the industry, the unfilled potential capacity of the domestic market of labor-intensive agro-food products, in Ukraine, the perspective of comprehensive support for the development of small and medium-sized enterprises in the agricultural sector of the economy has been proven. on the part of the state, territorial communities, etc. It was determined that the effective use of human resources in agriculture in wartime and postwar times will be ensured by achieving the following economic effects: increasing the level of formal employment and labor income of the rural population, filling the domestic market with labor-intensive products, ensuring food security for households and the country. On the basis of the conducted SWOT-analysis of the development of labor-intensive production of products in small agribusiness, a strategic choice matrix for the use of human resources in agriculture was developed. This will contribute to the developm of related sectors of the economy: logistics and processing, trade, machine-building enterprises and will require additional recruitment of personnel – a multiplier effect. Topicality. Vegetables and mushrooms of the blocked ground are indispensable products of human food ration. They are grown by rural households and enterprises of the blocked ground. The research of the efficiency of production of the blocked ground is relevant because it provides food security of the country and employment of the rural population during the winter and spring. Formulation of the problem. At present, attention is not paid to the social problems of the agrarian sector of the economy and rural areas. As a result of the reformation of land relations, the number of workers of agricultural enterprises and rural population is rapidly decreasing. Almost the other side is the problem of increasing the social efficiency of the agrarian economy. Activities of enterprises of the blocked ground are aimed at the production and provision of vegetable and mushroom products of the population of the country during the off-season period. This reduces seasonal labor in the industry and unemployment in the countryside. The subject of research covers the scientific and practical principles of effective production of products of the blocked ground in the context of socio-economic development of rural areas. The aim of the work is to substantiate the directions of ensuring the efficient production of agricultural products in enterprises of the blocked ground. Methods of conducting research: statistic-economic; monographic; system approach; abstract-logical. Results of the work: economic analysis of the production of agricultural products of the blocked ground in Ukraine as a whole and in the context of economic forms; economic, technical and social-labor directions of increasing the efficiency of economic activity in enterprises of the blocked ground are substantiated. Practical implementation: the process of developing state and local programs for the development of the agrarian sector of the economy and promoting employment, the state investment policy, management and economic work in enterprises of the blocked ground. Conclusions: the importance of controlling the costs of production of blocked ground and ensuring rational employment of the population in the agrarian sector of the economy in the inter-season period is determined; the directions of increase of profitability, number of employees and their wages in enterprises of the blocked ground are grounded.
Topicality. The production of labor-intensive agricultural products in the state is largely provided by small enterprises. They play an important role in food security, ensuring the employment of the rural population, and shaping the living environment in communities. Therefore, the research of the development of small forms of business in the agrarian sector of the economy during the period of war in Ukraine is relevant. Formulation of the problem. In the agrarian sector of the economy of Ukraine, the transformation of collective agricultural enterprises into market-type business entities took place. In large- and medium-sized agricultural enterprises, the concentration of production of less labor-intensive and export-oriented agricultural crops can be traced, and the number of employees in them continues to decrease. Therefore, determining the social and economic foundations of the development of small forms of business should be an important task of modern agrarian policy. The subject of research covers the theoretical and practical principles of the development of small forms of business in the agrarian sphere. The purpose of the work is to substantiate the social and economic directions of the development of small forms of business in the agrarian sector of the economy. Research methods: historical, systematic approach, abstract-logical, statistical-economic, calculation-constructive methods. Results of the work: the essence was summarized and the classification of types of small forms of management in the agrarian sector of the economy was carried out on the basis of organizational, legal and social and economic foundations of their development; the priority directions for the development of small forms of business to ensure employment and motivation of the rural population to formally conduct agribusiness are substantiated, taking into account their current economic condition; conceptual directions for improving the business economic activity of small businesses thanks to organizational and material support and infrastructural development of rural areas have been determined. Practical implementation: the formation of agrarian and regional policy at the macro- and meso-levels of the economy, the process of developing projects of state and local programs for the development of the agrarian sector of the economy and rural areas. Conclusions: organizational and financial and material support for the development of small forms of business in the agrarian sector of the economy will ensure a decrease in unemployment in the industry, will contribute to the development of the social and labor sphere in rural areas.
Topicality. In the economic mechanism of regulation of the labor market in the agrarian sphere is of great importance for forecasting and balancing supply and demand for labor, depending on the volume of agricultural production and the corresponding formation of real investment in job creation in the branch. Therefore, the direction of research of investment processes and employment of the population in the agricultural sphere is relevant. Formulation of the problem. Investment processes in agriculture of Ukraine should provide reproductive processes in the branch, improve the structure of means of production and attract workers to enterprises. At present, there is a rapid reduction in labor force in the agrarian sphere, but there are not enough alternative jobs in the countryside, which increases migration flows in the country. The current urgent task of the state is to create conditions for investing in the creation of jobs in the agrarian sphere to ensure rational employment of the population and food security of the country, etc. The subject of research covers the social and labor aspects of investing in agricultural production. The purpose of the work is to substantiate the directions, terms, volumes and sources of investment in creating jobs in the agricultural sector. Methods of conducting research: abstract-logical, systematic approach, balance, monographic, statistical-economic, economic-mathematical, calculation-constructive methods. Results of the work: quantitative indicators of increase of formal employment of the population in the agrarian and other sectors of the economy and corresponding prognostic scenarios due to activation of investment and reproduction processes in the industry are substantiated; directions, volumes, terms, sources of investment in production of products in agricultural enterprises and improvement of the mechanism of their state support are determined. Practical implementation: formation of investment policy at state, branch and enterprise levels of economy, process of development of state and local programs of promotion of employment of population, agrarian and rural development. Conclusions: activation of investment in labor-intensive production of agricultural products while attracting public and private capital investments in the industry will ensure rational employment of the population in the agrarian sphere, will promote the development of agrarian social and labor relations.
