Community empowerment for coffee farmers in Muncar Village is carried out in collaboration with actors through the Penta Helix synergy model. The existence of empowerment programs for coffee farmers has gradually provided improvements in the cultivation process, post-harvest process, and marketing process. The objectives of this study were to know, describe, analysing the role of each actor in the Penta Helix synergy model on the empowerment programs for coffee farmers in Muncar Village in terms of the process of cultivation, post-harvest, and marketing. This study uses a qualitative method with a descriptive approach. The results of this study indicated that the existence of empowerment as a whole has been able to provide changes in farmer activities, starting from the process of cultivation post-harvest, and marketing towards a better order. Actors in the Penta Helix model collaborated together to create prosperous coffee farmers, including First, the government through the Muncar Village Government, the Temanggung Regency Government, Dinperindagkop and Dintanpangan of Temanggung Regency. Second, the private sector through PT. Astra International Tbk. Third, academics through Sebelas Maret University (UNS). Fourth, is the community through Karya Mulia's Joint Business Group and farmer groups, and fifth is the media through Temanggung Radio.

This research aims to evaluate the empowerment program for coffee farmers through the CIPP model to find out how far the empowerment efforts are implemented and the benefits are felt, especially for coffee farmers in Muncar Village, Gemawang District, Temanggung Regency. This study uses a descriptive qualitative approach with the Creswell model of data analysis method. Evaluation of coffee farmer empowerment is carried out comprehensively from upstream to downstream, starting from the cultivation, post-harvest, and marketing processes. The results showed that the empowerment of coffee farmers in Muncar Village was carried out through the collaboration of stakeholders. Overall, the empowerment in Muncar Village for coffee farmers has improved the welfare of farmers so that there is an increase in the economic source of family income. Keywords: Farmer Empowerment; Program Evaluation; Muncar Village; CIPP Model

Studi ini bertujuan untuk mendeskripsikan inovasi e-government yang dilakukan oleh Kabupaten Banyuwangi. Inovasi e-government melalui Smart Kampung dari Kabupaten Banyuwangi muncul dari komitmen pemerintah daerah untuk memberikan pelayanan yang terbaik dan pemberdayaan masyarakat kepada warganya. Penelitian ini menggunakan metode literatur review dalam kerangka pendekatan kualitatif. Hasil deskripsi studi ini menunjukkan progres positif inovasi e-government pemerintah daerah menuju good governance. Selain itu adanya program ini bertujuan untuk membantu mempercepat dan memudahkan layanan kepada masyarakat baik itu layanan yang diakses secara online maupun offline. Program ini memiliki 7 prioritas inovasi dan ditargetkan dapat diterapkan pada 189 desa dan 28 kelurahan di Kabupaten Banyuwangi.
