This paper summarises the arguments and counterarguments within the scientific discussion on the issue of promotion energy-efficient innovations by marketing, management and law supporting. The innovative development is considered to be an essential condition to provide a high level of social and economic development. Thus, energy-efficient innovations are considered to be among the most critical drivers of qualitative economic growth and increasing the country’s competitiveness in the world market. Systematisation literary sources and approaches for solving the problem of promoting energy-efficient innovations indicated that government and scientists give the powerful punch in energy-efficient development. In view of this, it is appropriate to do the bibliometric research on publication activity on energy-efficient innovation from law aspect. The primary purpose of the study is to analyse the structure and dynamic of scientific publications in the field of energy-efficient legislation in the economic subject areas. The object of study is the chosen publications indexed in the Scopus database by keywords such as: «energy-efficient innovations», «energy law», «environmental legislation», «energy-efficient policy» in the category «title, abstract, keywords». The current study involved data from 1913 papers published on 13 languages in the subject area «Business. Management and Accounting» and «Economics, Econometrics, and Finance» from 2000 to 2019. Using VOSviewer, bibliometric analysis of publications on the issue of energy-efficient legislation was conducted from the view of the publication activity dynamic, considering the most impact articles, and countries in the issues of energy-efficient legislation researches. According to the obtained results, the increasing dynamic of publication activity from 2000 to 2019 was detected. Furthermore, it was visualised four clusters of countries’ collaborations by co-authorship as follows: 1) between the USA, the EU countries (including the United Kingdom) and China; 2) the EU countries, as well as South American such as Brazil and Chile; 3) African countries and the EU countries; 4) between Asian and African countries. Furthermore, the authors highlighted the most influencing articles in the field of energy-efficient innovations that could be the basis for future investigations promoting innovative activity in the field of energy-efficient development. The reform of the healthcare system in Ukraine is a prime necessity, which is due to the lack of clear structural transformations since independence. However, today the implementation of reform measures generates a number of negative reviews in the society related to the lack of awareness of citizens with the main vectors of change. In addition, the closure of hospitals leaves the population without proper medical care, while the general introduction of family medicine is met with caution as the special field "family medicine" is new and unpopular for Ukraine. Lack of sufficient knowledge about the basic principles of the functioning of family medicine and the absence of professional family doctors gives rise to further distrust of the people in the primary healthcare unit. Therefore, the medical reform instead of separating powers between all levels and areas of medical care and achieving global goals and results for the whole society and socioeconomic development of the country is failing. In our study, we defined the concept of family medicine in its theoretical and practical application, proving that family medicine is the basis of the general well-being of society. And its development, modernization and popularization can become the first element in the general system of healthcare. An example of Central and Eastern European countries has shown that the phased introduction of family medicine is positively reflected in indicators of welfare and mortality rates, as well as on indicators of social and economic development of countries, etc. However, the lack of sufficient knowledge and the corresponding level of government interest in reforming the primary healthcare unit generates a zero effect from all actions taken. At the same time, nonprofessional family doctors invalidate the importance of the primary unit in the healthcare system. Within the framework of the study special attention was paid to the problems encountered by Ukraine on the way of implementation of medical reform. The basic components of such a problem, which originated in the absence of a clear and coordinated work of state authorities and local self-government was analyzed. Based on the foregoing, and on the experience of foreign countries, we have been offered ways to solve such problems and improve the general mechanism of primary healthcare.
This article highlights the historical and legal foundations of the development of medicine and humankind. Based on the analysis of the results of archaeological, anthropological studies and historical sources, we legally proved that starting with the very early stages of human development, medicine existed alongside the primitive man.While investigating the state of medicine in ancient Egypt, we came to the conclusion that treatment not only helped people, but sometimes, on the contrary, greatly damaged the health of patients. For example, many recipes included the obligatory use of manure, which contains products of fermentation and mold, which is very dangerous to the body and health. However, despite these negative results, we can argue that medical practice in ancient Egypt was well developed. The The studies of this period made it possible to conclude that medicine develops in an inextricable connection with human development, and the obtained medical knowledge is used by society for its well-being.The study of the development of medicine and humanity in Ancient India gives grounds for arguing that due to advanced medical education. Society has come to the conclusion that medicine is an integral part of human life and a guarantee of its development and continuation. It was during this period that humankind switched to a new stage of healthcare, when the state control of medicine emerges. It was in India where state institutions began to consider the medical sector as one of the main tools for guaranteeing of well-being of citizens. And in ancient China, medicine gained state support and became the foundation of the society's development at the one level with religion.The results obtained in the course of our study are based on historical facts, they prove that medicine arose with the appearance of human and subsequently existed and developed along with human development.
