Pelaksanaan Pilkada di tahun 2020 kali ini memang menuai segelintir problematika bagi pemerintah sekaligus masyarakat di dalamnya. Hal ini disebabkan oleh ancaman yang datang dari wabah Covid-19, sehingga menciptakan kewaspadaan ekstra terhadap pemerintah dan masyarakat di seluruh daerah dikarenakan wabah Covid-19 berpotensi untuk melemahkan imunitas dan kesehatan seseorang bahkan kematian. Tujuan utama yang menjadi topik dan prioritas utama untuk dikaji secara mendalam dalam penelitian ini adalah terkait dengan perkembangan opini publik yang bernada pro dan kontra dalam menyatakan sikap terhadap Pilkada di tahun 2020 ini. Metode yang dilakukan dalam penelitian ini adalah dengan studi kepustakaan, dan mencari berbagai macam referensi ilmiah seperti jurnal, pemberitaan, dan buletin sebagai data penguat penelitian. Hasil yang dapat disimpulkan dalam penelitian ini yakni tentang fakta munculnya perbedaan opini yang bernada pro dan kontra dari masyarakat, maupun pengamat politik. Kedua bentuk opini tersebut memiliki rasionalisasi yang sama karena didasarkan atas alasan-alasan logis di tengah situasi pandemi Covid-19 saat ini, dimana esensi nya adalah mengharapkan terciptanya kualitas demokrasi secara maksimal. Selain itu, persiapan dan pelaksanaan teknis juga menjadi tuntutan oleh kedua belah pihak kepada pemerintah, sehingga tidak ada pihak yang merasa dirugikan di kemudian hari.Kata Kunci: Covid-19, Opini, Perbedaan, Pilkada

In carrying out construction in a Telaga Ngebel's tourist attraction, Dinas Pariwisata and Dinas Pekerjaan Umum always attention to two aspects of strategy and contributing factors of infrastructure development. The goal is to increase the appeal and sale value for sustainability the prospect of vacation of Telaga Ngebel in the future. By the interviews that have been don in this resort, the author can at least find a conclusion or ideas for strategic infrastructure development in Telaga Ngebel's tourist attractions. Abstract The ratification of the Regulation of the Minister of Education, Culture, Research and Technology number 30 concerning the prevention and handling of sexual violence in universities has become a legal protection platform for sexual violence. Sexual violence is rampant lately. As a tertiary institution that aims to become a university that excels in mastering science, technology and art based on Islamic religious values, it is appropriate that the Muhammadiyah University of Ponorogo make this ministerial policy an obligation that must be immediately realized in the campus environment. However, in its implementation, until now there has been no progressive step as a form of follow-up or implementation. The purpose of this research is to analyze the policy of the minister of education, culture, research and technology (Permendikbud). The researcher uses a qualitative descriptive approach, with a research process that seeks to investigate, and find social phenomena to further describe them thoroughly and complexly so that narratives can be presented with detailed reports according to the perspective of the informants. Then to collect data in this research using interviews with sources such as the Head of BAMA, and the Chair of the DPM. The results of the analysis that have been carried out are that there is no decision or policy from the University of Muhammadiyah Ponorogo regarding sexual violence as a form of implementation of this Permendikbud. Sebagai  perguruan tinggi yang bertujuan menjadi universitas yang diunggulkan dalam menguasai ilmu pengetahuan, teknologi serta seni yang berlandaskan nila-nilai agama islam sudah selayaknya universitas Muhammadiyah Ponorogo menjadikan kebijakan menteri ini sebagai kewajiban yang harus segera direalisasikan pada lingkungan kampus. Akan tetapi dalam penerapannya, hingga saat ini belum ada langkah progresif sebagai bentuk tindaklanjut atau implementasinya. Tujuan dari penelitian ini adalah menganalisa kebijakan menteri pendidikan kebudayaan riset dan teknologi (Permendikbud) tersebut. Peneliti menggunakan pendekatan deskriptif kualitatif, dengan proses penelitian yang berusaha untuk menginvestigasi, dan menemukan fenomena-fenomena sosial untuk selanjutnya menggambarkan secara menyeluruh dan kompleks sehingga dapat disajikan naratif dengan laporan yang terperinci menurut sudut pandang  narasumber. Kemudian untuk menghimpun data pada riset ini menggunakan wawancara kepada narasumber seperti Ketua BAMA, dan Ketua DPM. Hasil  analisis yang sudah dilakukan adalah belum adanya keputusan atau kebijakan dari pihak Universitas Muhammadiyah Ponorogo tentang kekerasan seksual sebagai bentuk implementasi Permendikbud ini. Ponorogo Regency in East Java has natural resources, as well as the potential typical culture, and a society that can be developed into tourism attractions. This study was aimed to assess these potentials that can be then optimally developed, with factors that support the construction of tourism in Regency of Ponorogo. In carrying out the development of tourism in Ponorogo, there are several constraint or barrier factors, including access to transportation facilities and infrastructure which are still minimum and not optimal, access of the road and cross facilities is still less than the expectation, make it difficult for visitors to access tourism in Ponorogo. To solve this problem, we should implement the good cooperations, for all parties to jointly together in solving those problems.
