We describe the background and results of measures to improve the urban transportation environment by the Hyogo Prefectural Government in the Hanshin-Area, which is part of the Hyogo Prefecture in Japan. Herein we demonstrate the importance of regional administrative organizations to promote improved urban transportation policies and clarify the useful knowledge for other areas considering these types of policies.
In this study, we will take up Kyoto Rakunan Express (R'EX), which has been in operation since October 2010 and has been increasing in number of bus passengers for more than 9 years. Along with the record that the number of passengers continued to increase, we examined the factors behind the increase in the number of employees by companies along the line. As a result, it was clarified that there is a possibility that the town could be changed by enhancing the bus traffic such as enhancing the transportation capacity, improving the waiting environment for the bus, and introducing an in-vehicle monitor and a bus lotion system.
