Gender Responsive Planning and Budgeting (PPRG) is an instrument to overcome the gap in access, participation, control and benefits between women and men in the implementation of development to realize a more equitable budget. The implementation of the PPRG policy in every Banda Aceh City Apparatus Work Unit (SKPK) is still lacking in scope so that development from a gender perspective cannot be realized properly. This study aims to examine how the process and mechanism of PPRG and to find out the inhibiting factors in the Banda Aceh SKPK based on the Banda Aceh Mayor Regulations No. 18 of 2018 concerning Guidelines for the Implementation of PPRG for SKPKs. Using a qualitative method with a descriptive approach to examine primary data obtained by interview and observation techniques and secondary data by literature. The results show that the process of implementing the PPRG in the Banda Aceh SKPK only began with the issuance of policies as the legal regulation for implementation, provision of disaggregated data and technical guidelines. Then the stage of socialization and assistance in the preparation of the PPRG which produces examples of GAP and GBS where these two things are tools for integrating gender in planning documents. The inhibiting factors are the limitations of human resources and budget, there is no strong pressure in leadership, employee transfers to changes in nomenclature.
This research focuses on the problems of implementing Acehnese symbols. Where Aceh has special authority in accordance with Law No. 11 of 2006 concerning the Government of Aceh which was born from the Helsinki MoU peace agreement of August 15, 2005. With this agreement, the birth of Qanun No. 3 of 2013 concerning the Flag and Emblem of Aceh which could not be implemented. Because it is contrary to Government Regulation No. 77 of 2007. Where the symbol of the Aceh Government, namely the Star Moon, is considered to contain elements of struggle and separatism. This study focuses on the dynamics of the implementation process of the Aceh flag and emblem symbols as well as the obstacles that occur in the implementation process. The method used is descriptive qualitative with documentation and interview data collection techniques. The results of the study include; There are three indicators that affect political dynamics in the process of implementing the Acehnese symbol, namely (1), Disagreements between the central and regional governments, (2) Overlapping rule of law, (3) Tug-of-war of interests. Meanwhile, obstacles in the implementation process are the content of the policies carried out not in accordance with legal products, the dominance of the interests of the political elite and neglect between the two parties. The conclusion of the problem of implementing symbols to Aceh is that there are complex challenges in the implementation of symbols to Aceh in the form of flags, and emblems. It is necessary to take a sensitive approach and consider local values to achieve good acceptance and integration.
This study discussed socio-religious events at the Aceh border. The border is defined as the boundary line between Aceh which uphold Islam as its identity with the neighboring province which has multiculturalism as its identity. The border is a melting pot for various ethnic and religious groups which formed their distinctive identity. Cross-cultural communication is become necessary to reduce religious conflict that has emerged for a long time. This study asks this question: why cross-cultural communication is important for Acehnese border communities. This study used a qualitative method with an ethnographic approach to understanding the identity awareness of people who have diverse identities. Strengthening cross-cultural communication can be categorized as a form of social engineering in the context of the integration of Acehnese border communities. The study showed that religious conflicts on the Aceh border, especially at the Singkil Regency, which have occurred since 1979 and peaked in 2015 were triggered by the state of identity politics. Religious theological nuances were massively involved in the conflict and contestation, this attitude showed the legitimacy of political interests. Historically, the people of Singkil came from one ancestor with the same clan. Community integration can only be done through culture-based communication as the glue of social relations. Cross-cultural forms of communication could be found in public spaces such as traditional markets and local community weddings.Abstrak: Studi ini mendiskusikan peristiwa sosial keagamaan di perbatasan (border) Aceh. Perbatasan mengandung makna garis batas, antara Aceh yang menjunjung Islam sebagai identitas dengan provinsi tetangga yang multikultur. Kawasan ini menjadi titik pertemuan ragam etnis dan agama yang membentuk identitas tersendiri. Komunikasi lintas budaya dalam rangka meredam konflik agama yang telah lama muncul menjadi keniscayaan. Studi ini beranjak dari pertanyaan mengapa komunikasi lintas budaya penting bagi masyarakat perbatasan Aceh. Penelitian ini menggunakan metode kualitatif dengan pendekatan etnografi untuk memahami kesadaran identitas masyarakat yang memiliki identitas beragam. Penguatan komunikasi lintas budaya dapat dikategorikan sebagai bentuk rekayasa sosial dalam konteks integrasi masyarakat perbatasan Aceh. Hasil penelitian menunjukkan jika konflik agama di perbatasan Aceh, khususnya Kabupaten Singkil yang terjadi sejak tahun 1979 dan puncaknya pada tahun 2015 dipicu oleh keadaan politik identitas. Nuansa teologis keagamaan dilibatkan secara masif dalam konflik dan kontestasi tersebut, sikap ini menunjukkan adanya legitimasi kepentingan yang bersifat politis. Realitas sejarah, masyarakat Singkil berasal dari satu nenek moyang dengan marga yang sama. Integrasi masyarakat hanya bisa dilakukan melalui komunikasi berbasis budaya sebagai perekat hubungan sosial. Bentuk komukasi lintas budaya dapat ditemui di ruang publik seperti pasar tradisional dan acara pesta perkawinan masyarakat setempat.
This paper will discuss the integration between the government and the ulama in handling Covid-19 in Aceh. Integration becomes a complete unity if it is involved by multi stakeholders, especially the ulama. Ulama are the most important unifying factor in overcoming differences in public understanding of the Covid-19 in Aceh. This research method uses a description of qualitative analysis, which in this paper aims to find the relationship between the ulama actor network and the government in forming social constructions as an effort to deal with Covid-19 in a preventive, educational and repressive. The findings show that the ulama are considered important because they have charisma and are able to carry fatwas of truth according to the Quran and have a large mass. Characteristically, the people of Aceh have a close relationship with the ulama so that the religious approach is easier to rationalize than the normative, regulatory, and budget-based government approach. For this reason, the ulama are considered to be more capable of controlling the situation in influencing the community to ward off various phenomena so far, such as the Acehnese people do not believe in Covid-19 and still ignore the recommended health protocol from the government.
This study aims to discuss governance and administrative services in government, where the main aspects in the process of public service which is the good and bad services in an institution, can be seen from administrative governance. This research is a field research at the Central Aceh District Secretariat. The results of the study found that governance and administrative services provided were guided by the principles of accountability, participation, responsiveness, consensus, effectiveness and efficiency. While in practice the administration of administrative services in the Central Aceh District Secretariat is still not maximal toward the role played in implementing a good governance system. So it has an impact on the bureaucratic system and the service process that is not in accordance with standard operating procedures.
